HISTORICAL COMMISSION
MAY 12, 2022
MINUTES
Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox,
Pamela Gabriel, Gibson Hopper.
Absent: William Hine.
Staff: Kate Miller, Aaron Bennett, Lynnette Lynes
Ms. Sutherland called the meeting to order at 8:08 am
I. Approval of Agenda
Mr. Hopper moved for approval of the agenda. Mr. Blalock seconded the
motion. All in favor.
II. Approval of Minutes – April 14, 2022
Ms. Cox moved for approval of the minutes. Mr. Blalock seconded the motion.
All in favor.
III. Public Comment
There being no comments, Ms. Sutherland continued with the agenda.
IV. Staff Update
Ms. Miller reviewed the staff update with the Commission.
V. Committee Action Items
A. Organization and Administration Committee
1. Budget Update
Ms. Theis reviewed the remaining budget with the Commission.
2. Discuss Procedures and Possible Commission Guidebook
Ms. Theis updated the Commission on her review of the bylaws. She
suggested that a code of conduct could be established that provides
guidance for the Commission members.
B. Historical Markers and Interpretation Committee
1. Update and Action on the Grace Bridge and signage
Ms. Gabriel stated that there is no update. She stated that the draft
text is ready to review and approve.
The Commission reviewed the draft text, making any desired changes.
Ms. Cox moved for approval of the revised text. Mr. Blalock seconded
the motion. All in favor.

2. Discuss and Action on Jennie Moore School text (Commission
proposed text and Staff proposed text)
Ms. Theis moved for deferral of the review of the draft text. Mr.
Blalock seconded the motion. All in favor.
3. Discuss signage and dedication for traffic circles
Ms. Gabriel updated the Commission. Ms. Miller stated that the
Charleston County Transportation Committee would need to approve
names.
C. Special Collection and Research Committee
Mr. Hopper updated the Commission on the oral histories.
Ms. Gabriel stated that she received some historical papers from Ms. Amy
McCanless.
D. Tourism and Community Outreach Committee
1. Discuss on Blessing of the Fleet
Mr. Blalock updated the Commission on the success of the Blessing
of the Fleet event.
E. Marketing Committee
Ms. Cox reminded the Commission to provide their bios to her.
F. Black History Month Committee
The Commission agreed to defer this item.
VI. Discussion of Next Month’s Agenda Items
The Commission agreed that the following items should be included on next
month’s agenda:
➢ Cresco Award
➢ Code of Conduct
➢ Approval of names for traffic circles
➢ Budget
➢ Jennie Moore School text
➢ Black History Month
There being no further business, the meeting adjourned at 10:06 am.
