TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION AUGUST 11, 2022 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox, Pamela Gabriel, William Hine, Gibson Hopper. Staff: Kate Miller, Aaron Bennett, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:03 am. I. Approval of Agenda Mr. Hopper moved for approval of the agenda. Mr. Blalock seconded the motion. All in favor. II. Approval of Minutes – July 14, 2022 Meeting The Commission deferred approval of the minutes to the next meeting. III. Public Comment Mr. Blalock thanked staff for their efforts and helping with the Sweetgrass Festival. IV. Staff Update Ms. Miller reviewed the staff update with the Commission. Ms. Hine noted that Mr. Rosenwald was a significant historical figure and any efforts to honor him would be appreciated. V. Committee Action Items A. Organization and Administration Committee 1. Budget Update Ms. Theis reviewed the budget and the projects completed last year with the Commission. Historical Commission August 11, 2022 Page 2 of 4 2. Discuss Procedures and Code of Conduct Ms. Theis reviewed the draft code of ethics and conduct with the Commission. B. Historical Markers and Interpretation Committee 1. Update and Action on the Grace Bridge and signage Ms. Gabriel reviewed the Grace Bridge signage with the Commission. Mr. Blalock moved for approval of one bridge sign as there is other signage for the other two bridges. Ms. Cox seconded the motion. Motion passed on a 6 to 1 vote with Mr. Blalock, Ms. Theis, Ms. Cox, Ms. Sutherland, Mr. Hopper and Mr. Hine in favor; Ms. Gabriel opposed. 2. Discuss and Action on Jennie Moore School text (Commission proposed text and Staff proposed text) Ms. Miller reviewed the proposed text with the Commission. The Commission agreed to defer this to next month to have the Marker Committee review both versions and see where they can be integrated. C. Special Collection and Research Committee 1. Discuss the possibility of an intern for the history room Mr. Hopper reviewed this issue with the Commission. The Commission agreed to defer this to the next meeting in order to determine advertisement and scope of work for a paid intern. D. Tourism and Community Outreach Committee 1. Discuss and Action for Cresco Award Mr. Blalock discussed when to hold the award of the Cresco Award. Mr. Blalock moved for approval of up to $1,600 to order the Cresco Award and engraving. Mr. Hopper seconded the motion. All in favor. Historical Commission August 11, 2022 Page 3 of 4 The Commission agreed that the Award should be given at the December 2022 Town Council meeting. 2. Discuss and Action French/Spanish Invasion Project Mr. Blalock updated the Commission on the project. Mr. Blalock moved for approval of the scope and cost of project as presented with Mr. Bostic as a sole-source vender not to exceed $25,000. Mr. Cox seconded the motion. All in favor. E. Marketing Committee No update. F. Black History Month Committee 1. Discuss potential BHM events Mr. Hine updated the Commission on possible BHM events. He stated that he should have additional information at the September meeting. VI. Discuss rescheduling September meeting date Ms. Miller stated that a few of the members will not be able to attend the September meeting. The Commission agreed to cancel the September meeting. VII. Discussion of Next Month’s Agenda Items The Commission agreed that the following agenda items should be included for the next meeting: ➢ Rosenwald School marker ➢ Truss restoration project ➢ Approval of budget ➢ Approval of code of ethics and conduct ➢ Approval of Grace Bridge signage ➢ Review and approval of Jennie Moore School marker text ➢ Discuss municipal archive Historical Commission August 11, 2022 Page 4 of 4 ➢ Approval of advertisement and paid interns for History Room ➢ Discuss and possible approval of BHM events ➢ Approval of Philips marker ➢ Update on Spanish invasion project There being no further business, the meeting adjourned at 9:32 am.
