HISTORICAL COMMISSION
OCTOBER 12, 2023
MINUTES
Present: Deborah Sutherland, Chair, Courtney Theis, Danielle Cox, Pamela Gabriel,
William Hine, Gibson Hopper, Brian Blalock (entered at 8:07 am).
Staff: Kate Miller, Lynnette Lynes
Ms. Sutherland called the meeting to order at 8:04 am.
I. Approval of Agenda
Mr. Hine moved for approval of the agenda. Ms. Cox seconded the motion. All
in favor.
II. Approval of September 14, 2023 Meeting Minutes
Ms. Cox moved for approval of the minutes. Mr. Hopper seconded the motion.
All in favor.
III. Public Comment
Julie Allison, 500 Pitt St, thanked the Commission for consideration of a marker
for Edwards Park and stated that the community is willing to help with the marker
text and payment of the marker. She also suggested that Edwards Park be included
on the Register of historic places.
There being no other comments, Ms. Sutherland continued with the agenda.
IV. Staff Update
Ms. Miller reviewed the staff update with the Commission.
Mr. Blalock entered at this time (8:07 am).
V. Discussion and action on Liberty Hill Farm Sign
Ms. Miller reviewed the draft Wingood-Hamlin marker with the Commission.

The Commission recommended changes to the marker.
Ms. Cox moved for approval of the Wingood Hamlin marker with rewording of
the 1950 paragraph, comma changes, and having Seaside as one word. Ms. Theis
seconded the motion. All in favor.
VI. Committee Action Items
A. Organization and Administration Committee
No updates.
B. Historical Markers and Interpretation Committee
Ms. Gabriel reviewed her report with the Commission.
1. Discuss Edwards Park history and possible signage
Ms. Miller reviewed the request from the community for a historical
marker.
The Commission discussed the possibility of a marker for Edwards
Park. Ms. Miller stated that the historic designation would require
federal approval. They also discussed the possibility of expanding the
historic district.
The Commission agreed that the community should bring information
on a possible marker back to the Commission.
2. Discuss 4 Mile School Marker
Ms. Miller stated that staff is working on installation of the marker.
3. Discussion and Action of Jennie Moore School sign unveiling
The Commission discussed when the unveiling should occur and
suggested that it could be included with the other Black History Month
events in February.

Ms. Gabriel moved for approval of holding the Jennie Moore School
sign unveiling during Black History Month as discussed. Mr. Hopper
seconded the motion. All in favor.
C. Special Collection and Research Committee
Mr. Hopper stated that he has had some scheduling conflicts and is still
working to complete the oral interviews.
D. Tourism and Community Outreach Committee
1. Discussion and possible action of French/Spanish 1706 Invasion
and sign text/design
Mr. Blalock stated that a draft text for the signage was submitted.
The Commission recommended changes for the interpretative signage.
Mr. Blalock moved for approval of the signage with changes to the
first paragraph, credit for the quote if available, and changes to the map
key noting British and local militia. Ms. Theis seconded the motion. All
in favor.
Mr. Blalock stated that he is coordinating with Mr. Bostick on having
a presentation in December.
2. Discussion and Action on Cresco Award
The Commission reviewed the nominations for the Cresco Award.
The Commission voted for Richard Habersham to receive the Cresco
Award by secret ballot.
Ms. Theis moved for approval of the purchase of the Cresco Award.
Mr. Blalock seconded the motion. All in favor.

3. Discuss plan for SC250 events leading up to 2026
Mr. Blalock suggested that five events or activities should be
determined by the December meeting to bring to SC250 for
consideration.
E. Marketing Committee
Ms. Cox updated that Commission on the Quick Fact Friday posts and
Twitter account.
F. Black History Month Committee
Mr. Hine reviewed the scheduled events for Black History Month. He
stated that he is working on locations for the events.
VII. Discussion of Next Month’s Agenda Items
The Commission agreed to include the following additional items on next month’s
agenda:
➢ Holiday Parade budget
➢ French/Spanish presentation
➢ Discussion of Four Mile School marker
There being no further business, the meeting adjourned at 9:20 am.
