TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION NOVEMBER 9, 2023 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox, Pamela Gabriel, William Hine, Gibson Hopper. Staff: Kate Miller, Maddox Allen, Chief Mike Mixon, Jane Yager-Baumrind Ms. Sutherland called the meeting to order at 8:02 am. I. Approval of Agenda Ms. Cox moved for approval of the agenda. Mr. Blalock seconded the motion. All in favor. II. Approval of October 12, 2023, Meeting Minutes Ms. Cox moved for approval of the minutes. Mr. Blalock seconded the motion. All in favor. III. Public Comment Mr. Carl Ritchie 1485 Endicot Way, Councilman, stated that he was available to answer any questions regarding the application for a monument that will be discussed later on the agenda. Mr. David Quick, 1502 Village Square, stated that Indigenous People Day should be recognized and asked that the Commission consider coordinating with the Cultural, Arts, and Pride Commission for recognition of Indigenous People Day, the second day in October, through a proclamation and possible event for next year. He also suggested that National Native American Heritage Month (November) and Native American Heritage Day (Friday after Thanksgiving) be recognized as well. He stated that there is a rich Native American history for the Town and surrounding Charleston area. There being no further comments, Ms. Sutherland closed public comment and continued with the agenda.  Historical Commission November 9, 2023 Page 2 of 4 IV. History Room Intern Update Ms. Allen updated the Commission on the progress of her work in the history room. V. Staff Update Ms. Miller reviewed the staff update with the Commission. VI. Monuments and Memorials application discussion and action Ms. Miller stated that an application for a large monument to honor former Mount Pleasant Fire Chief Fred Tetor was received and reviewed the application with the Commission. Mr. Ritchie and Chief Mixon reviewed the request with the Commission and stated that it would be located at Fire Station #1. Ms. Cox moved to recommend to Town Council approval of the request for a monument to honor former Fire Chief Fred Tetor. Mr. Blalock seconded the motion. All in favor. VII. Committee Action Items A. Organization and Administration Committee Ms. Theis reviewed the budget with the Commission. Ms. Theis moved to approve $15.00 for history room supplies. Mr. Gibson Hopper seconded the motion. All in favor. B. Historical Markers and Interpretation Committee 1. Discuss Edwards Park history and possible signage Ms. Sutherland stated that the applicant has requested a deferral to the December meeting. Ms. Cox moved to defer discussion to the December meeting. Mr. Blalock seconded the motion. All in favor.  Historical Commission November 9, 2023 Page 3 of 4 2. Discuss 4 Mile School Marker Ms. Gabriel reviewed the progress of the marker for the 4 Mile School with the Commission. The Commission discussed possible text layout for the marker. C. Special Collection and Research Committee Mr. Hopper update the Commission on the progress of completing the oral histories. D. Marketing, Tourism and Community Outreach Committee 1. 1706 French/Spanish Invasion Project Update Mr. Blalock stated that he is working with the Battleground Trust for a contact to continue the work Mr. Doug Bostick was completing prior to his unexpected passing the end of October. 2. Discussion and Action on Holiday Parade Float Mr. Blalock updated the Commission on the Historic Commission’s float for the Town’s Holiday Parade. He stated that would like to expand the display on the float and asked for an additional $600 to complete this work. He also stated that more rack cards would need to be printed as well as candy purchased to be passed out to those watching the parade. Mr. Blalock moved for approval of an additional $600 for up to $1,000 for materials for the Holiday parade and float. Ms. Cox seconded the motion. All in favor. Ms. Cox updated the Commission on the Quick Fact Friday and Twitter posts. E. Black History Month Committee 1. Discuss Black History Month events Mr. Hine updated the Commission on Black History Month events scheduled for February 2024.  Historical Commission November 9, 2023 Page 4 of 4 VIII. Discussion of Next Month’s Agenda Items The Commission agreed that the following items should be included on next month’s agenda: ➢ 4 Mile School Marker update ➢ French and Spanish Invasion project ➢ Holiday Parade update ➢ Black History Month update ➢ Discussion and possible action on Black History Month marketing campaign ➢ Discussion and possible action of events for Woman’s History Month in March ➢ Discussion and possible action of celebration of Indigenous People Day in October There being no further business, the meeting adjourned at 8:47am.
