STAFF REPORT
Present: Robert Crosland, Chair, Gene Gallogly, David Creech, Corey Barber,
Warren Player
Staff: Bryan Hankinson, Kate Miller, James Ward, Jane Yager-Baumrind
Mr. Crosland called the meeting to order at 5:00 pm.
I. Approval of Agenda
Mr. Crosland moved to defer item E, 102 Mary Street, to the next meeting in
order to receive legal advice. Mr. Gallogly seconded the motion. All in favor.
Mr. Player moved to approve the agenda as amended. Mr. Crosland seconded
the motion. All in favor.
II. Approval of October 9th Minutes
Mr. Gallogly moved for approval of the minutes. Mr. Gallogly seconded the
motion. All in favor with Mr. Crosland abstaining.
III. General Public Comment
Ms. Janet Newham, 510 Pitt Street, thanked the Commission for their
discussion on designating Edwards Park as a historic place. She reviewed the
history with the Commission.
There being no further comments, Mr. Crosland continued with the agenda.

VI. Business
A. 101 Mary Street – Survey 6256/Non-Historic– (TMS 5171500067)
Applicant is seeking Final Review for the construction of a pool and pool
decking.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Trey Sheppard reviewed the request with the Commission.
There being no comments, Mr. Crosland continued to Commission
deliberation.
Mr. Player moved for approval with the condition that the fountain is
removed from the plans and plans for the fence are submitted. Mr. Creech
seconded the motion. Motion passed 4 to 1 with Mr. Barber opposed.
B. 4 William Street – Survey 6029/Non-Historic – (TMS 5321300038)
Applicant is seeking Final Review for after the fact alterations to a prior
COA.
Mr. Hankinson reviewed staff comments with the Commission.
Ms. Amber Ommett, representative for the owner reviewed the request
with the Commission.
There being no comments, Mr. Crosland closed public comment.
Mr. Crosland moved for deferral to next month based on the encroachment of
the stairs into the setback. Mr. Creech seconded the motion. All in favor.
C. 208 Middle Street – Survey 6015/Non-Historic – (TMS 5320900028)
Applicant is seeking Final Review for changes to a prior COA, including
siding for the Primary and accessory structures, window and door
alterations, pool deck alterations, and shutters.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Phil Clark, Clark Designs, reviewed the request with the Commission.

There being no comments, Mr. Crosland closed public comment and
moved to Commission questions.
Mr. Crosland moved for approval with the applicant providing updated
plans to staff with inclusion of the shutters, pool, materials, and back doors.
Mr. Creech seconded. All in favor.
D. 419 Whilden Street – Survey 6174/Historic– (TMS 5320100103)
Applicant is seeking Final Review for the demo and rebuilding of three
level historic porches.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Myles Glick reviewed the request with the Commission.
Mr. Kenny Craft, 204 Spooner Lane, expressed concern with the request
for final approval. He stated that this is a historic home and there should be
detailed plans showing details to ensure that the historic building is
maintained.
There being no further comments, Mr. Crosland closed public comment
and moved to Commission questions.
Mr. Hankinson stated that if considered for approval, the details of the
balustrades and elevations for each level is included in the plans.
Mr. Player moved for approval with the condition that all staff comments
are addressed and the balustrades for each elevations are submitted with
revised plans for staff approval. Mr. Crosland seconded the motion. All in
favor.
E. 102 Mary Street – Survey 6255/Non-Historic – (TMS 5171500066)
Applicant is seeking Final Review for a hardship relief request for the
installation of artificial turf strips into the driveway.
This item was deferred to next month.

seeking Final Review for the demolition and rebuilding of the rear porch
and steps.
Mr. Hankinson reviewed staff comments with the Commission.
Ms. Julie O’Conner representative for the owners, reviewed the request
with the Commission.
There being no comments, Mr. Crosland closed public comment and
moved to Commission questions.
Mr. Gallogly moved for approval as presented. Mr. Creech seconded the
motion. All in favor.
G. 409 Church Street – Survey 6201/Historic – (TMS 5320100068) Applicant
is seeking Final Review for an addition to an existing historic primary
structure.
Mr. Hankinson reviewed the application with the Commission.
Mr. Ross Ritchie, Mr. Alex Finland and Ms. Brooke Finland reviewed the
request with the Commission.
There being no comments, Mr. Crosland closed public comment and
moved to Commission questions.
Mr. Hankinson stated that if considered for approval, staff would
recommend that the motion is conditioned to include details of the proposed
colors and labeled on the revised plans.
Mr. Ritchie responded that they would include the colors on the detailed
plans.
Mr. Crosland moved for approval subject to plans being updated to show
colors. Mr. Creech seconded the motion. All in favor.

H. 217 Bennett Street – Survey 6140/Historic – (TMS 5320100009)
Applicant is seeking Preliminary Comment for the restoration and
renovation of an existing primary structure, and the construction of a
new pool.
Mr. Bryan Hankinson reviewed staff comments with the Commission.
Mr. Ross Ritchie reviewed the request with the Commission.
The Commission provided comments.

Applicant is seeking Final Review for alterations to an existing garage
accessory structure, and construction of a new pool cabana.
Mr. Hankinson reviewed staff comments with the Commission.

seconded the motion. All In favor.

Applicant is seeking Final Review for an existing shed conversion to an
ADU.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. David Richards, architect, reviewed the request with the Commission.
There being no comments, Mr. Crosland closed public comment and
moved to Commission questions.
Mr. Crosland moved to approve. Mr. Player seconded the motion. All in

Applicant is seeking Preliminary Comment for the demolition of an
existing primary structure, and the construction of a new primary
structure.
Mr. Hankinson reviewed staff comments with the Commission.
Mr. Tim Winter, owner, reviewed the request with Commission.
Linda Balzac, 422 Hobcaw Drive, stated that this home has been renovated
over the past 20 years and suggested that it was erroneously deemed historic.
There being no further comments, Mr. Crosland closed public comment
and moved to Commission questions.
The Commission provided comments.
L. 448 Church Street – Survey 6190/Historic – (TMS 5320100091) Applicant
is seeking Preliminary Comment for partial demolition and construction
of a new addition to the historic primary structure, and construction of
a accessory garage structure.
Bryan Hankinson reviewed staff comments with the Commission.
Ms. Linda Balzac, architect, reviewed the request with the Commission.
Mr. Crosland moved for approval for submittal of additional information.
Mr. Player seconded the motion. All in favor.

Applicant is seeking Final Review for after the fact alterations to a prior
COA.
Bryan Hankinson reviewed staff comments with the Commission.
Mr. Phil Clark, Clark Designs, reviewed the request with the Commission.
Mr. Brendon Egan, 967 Royall Ave, stated that he was at a previous
meeting where there was concern with having two structures. He expressed
concern that the proposed construction is not in keeping with the character of
the neighborhood.
There being no further comments, Mr. Crosland closed public comment
and moved to Commission questions.
Mr. Crosland moved for denial based on staff comments regarding
violations. Mr. Player seconded the motion. All in favor.
N. 967 Royall Avenue – Survey 5979/Non-Historic – (TMS 5321300042)
Applicant is seeking Final Review for after the fact alterations to the
primary structure from a prior COA.
Bryan Hankinson reviewed staff comments with the Commission.
Mr. Brendon Egan reviewed the request with the Commission.
There being no comments, Mr. Crosland closed public comment and
moved to Commission questions.
Mr. Crosland moved to approve as presented with the exception of the
fence/wall and request the applicant speak with the neighbors for agreement
of the proposed fence/wall. Mr. Barber seconded the motion. All in favor with
Mr. Gallogly abstaining.
O. 701 Pitt Street – Survey 5909/Non-Historic – (TMS 5320900038)
Applicant is seeking Preliminary Comment for the demolition of the

P. 131 Middle Street – Survey 6024/Historic – (TMS 5320900005 and
5320900032) Applicant is seeking Final Review for construction,
alterations, and renovations of Alhambra Hall and the surrounding park.
Ms. Miller reviewed the application with the Commission.
Mr. Frankie Pettit, Public Services Dept, reviewed the application with the
Commission.
Mr. Mike Tinkey 208 Venning, thanked the commission and staff for their
work on this project. He asked that the park should be staged to allow use of
the park and Alhambra Hall during construction. He suggested that the
waterfront area should be considered resilient and water quality tested to
determine if the area could be used oyster bed restoration. He asked that the
tree between Alhambra Hall and the park be protected and possibly have
angled parking to better protect those roots.
Ms. Janet Newham, 510 Pitt Street, expressed concern with the Fourth of
July parade being held during the construction and asked that this be
considered in the construction plans.
Mr. Brian Henson, 1026 Cliffwood drive, expressed concern with the
playground and accessibility for special needs so that all children can play. He
asked that the equipment and areas surrounding the playground be accessible
and meet ADA requirements.

and moved to Commission questions.
Mr. Crosland moved for approval of the changes for Alhambra Hall and the
playground with the condition that the pervious parking materials to meet the
guidelines and that the fencing is not approved and to be resubmitted. Mr.
Barber seconded the motion. All in favor.

Application approved for the repair and replacement of the existing
primary structure roof and chimney.
B. 135 Toomer Lane – No Survey/Non-Historic - (TMS 5171500064)

accessory garage structure.
C. 833 Pitt Street – Survey 4219/Non-Historic - (TMS 5320900257)
Application approved for the repair of a rear fence.
