TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION DECEMBER 11, 2023 MINUTES STAFF REPORT Present: Robert Crosland, Chair, Gene Gallogly, Corey Barber, David Creech, Warren Player. Staff: Bryan Hankinson, Kate Miller, James Ward, Andy Weis, Frankie Pettit, Lynnette Lynes Mr. Crosland called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Crosland seconded the motion. All in favor. II. Approval of Minutes - November 13, 2023 Mr. Creech moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. III. General Public Comment Ms. Janet Newham, 512 Pitt, thanked the Commission for their consideration in supporting Edwards Park being designated as a historic place. She stated that many of the residents in the historic district are in favor of the request. IV. Correspondence All correspondence received was linked to the agenda. V. Consent Motions Mr. Hankinson stated that the applicant for 102 Mary Street has requested a deferral. Historic District Preservation Commission December 11, 2023 Page 2 of 6 Mr. Crosland moved for approval of the deferral request for 102 Mary Street as requested. Mr. Gallogly seconded the motion. All in favor. VI. Business - A. Alhambra Playground – No Survey/Non-Historic – (TMS 5320900032) Applicant is seeking Final Approval for fencing along the exterior and around the play equipment. Ms. Miller reviewed staff comments with the Commission. Mr. Frankie Pettit and Mr. Andy Weis, Public Services, reviewed the request with the Commission. Mr. Mike Tinkey, 208 Venning, suggested that fence guidelines should be reviewed as a whole. He suggested that aluminum is not noted as a preferred material. He suggested that more trees should be planted, the ground material reviewed to ensure that it is not toxic or a danger to children, and the parking be maintained as currently configured. He suggested that the staging is important as well during construction to allow use during the construction time. Mr. Robert Byrnes, 9 Pierates Cruz, stated that he is not in favor of an aluminum fence and that if allowed it would set a bad precedent. There being no further comments, Mr. Crosland closed public comment and moved to Commission questions. Mr. Player moved for deferral to see a detail of each fence and how designed, drawn to scale, the location of all fencing, including removal of chain link fence. Mr. Crosland noted that there has not been time for deliberation, so a motion is not appropriate at this time. The Commission deliberated. Mr. Crosland moved to open public comment for additional Commission questions. Mr. Barber seconded the motion. All in favor. Mr. Player moved for deferral so the applicant can bring back fence details, drawn to scale with all dimensions, location of fencing, size of pickets and posts, details of posts, detail of top of posts. Mr. Gallogly seconded the motion. All in favor. B. 4 William Street – Survey 6029/Non-Historic – (TMS 5321300038) Applicant is seeking Final Review for after the fact alterations to a prior COA. Mr. Hankinson reviewed staff comments with the Commission. Mr. Peter Malanos, owner, reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment and moved to Commission questions. Mr. Malanos stated that the fence was built by the neighbor. Mr. Crosland moved for approval as submitted. Mr. Player seconded the motion. All in favor. C. 419 Whilden Street – Survey 6174/Historic– (TMS 5320100103) Applicant is seeking Final Review for the demo and rebuilding of three level historic porches. This item was removed from the agenda as the submittal was incomplete. D. 102 Mary Street – Survey 6255/Non-Historic – (TMS 5171500066) Applicant is seeking Final Review for a hardship relief request for the installation of artificial turf strips into the driveway. This item was deferred by consent. Mr. Hankinson reviewed staff comments with the Commission. Mr. Daniel Beck, architect, reviewed the request with the Commission. There being no comments, Mr. Crosland closed public comment and moved to Commission questions. Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All in favor. F. 131 Hibben Street – Survey 4240/Historic – (TMS 5320100005) Applicant is seeking Final Review for the restoration of rot and mildew on windows, doors, roof, and deck. Removal of asbestos siding, and installation of new siding and roof. Mr. Crosland suggested that this was approved by consent. Ms. Lynes noted that the only motion was for the deferral of 102 Mary Street. Mr. Ward suggested that a motion be made for this item to clarify the record. Mr. Player moved for approval. Mr. Crosland seconded the motion. All in favor. VII. Staff Approvals a) 226 Middle Street – Survey 6012/Non-Historic (TMS 5320900026) Application approved for the addition and alteration of walkways, fencing, driveways, and retaining walls. b) 3 William Street – Survey 6035/Non-Historic – (TMS 5321300113) Application approved for the partial infill of the rear porch. c) 8 Pierates Cruze – Survey 6067/Non-Historic – (TMS 5320900013) Application approved for a complete roof replacement. VIII. Review HDPC application checklist requirements. Mr. Hankinson reviewed the current checklist with the Commission. Historic District Preservation Commission December 11, 2023 Page 5 of 6 The Commission discussed the following changes: ➢ Show complete fence details—drawn to scale, dimensions, elevations, and materials. ➢ 3D model of accessory structures ➢ 3D model can be a “sketch-up” or box depiction showing massing. ➢ More panoramic view of streetscape ➢ Show specific changes of after-the-fact changes (clouded, approved and changed elevations) IX. Review fencing requirements and violations. Mr. Hankinson reviewed the current requirements for fencing and violations with the Commission. The Commission discussed the following changes: ➢ Notification and updates on violations within the historic district at meetings ➢ Show dimension between pickets X. Review HDPC application and review process. The Commission agreed that this was discussed with the checklist item discussion. XI. Discussion on historic designation of Edwards Park. The Commission discussed the historic designation of Edwards Park. Ms. Miller reviewed the history of Edwards Park and eligibility requirements with the Commission. The Commission discussed whether the park should be designated as a historic place. The Commission agreed that the historic designation should be forwarded to the Planning Committee for consideration of designating the park historic.
