TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION DECEMBER 14, 2023 Present: Deborah Sutherland, Chair, Danielle Cox, Pamela Gabriel, William Hine, Gibson Hopper, Courtney Theis (entered at 8:09 am). Absent: Brian Blalock Staff: Kate Miller, Maddox Allen, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:03 am. I. Approval of Agenda Ms. Cox moved for approval of the agenda. Mr. Hopper seconded the motion. All in favor. II. Approval of November 9, 2023 Minutes Ms. Cox moved for approval of the minutes. Mr. Hine seconded the motion. All in favor. III. Public Comment Ms. Janet Newham, 510 Pitt St, thanked the Commission for working on the Edwards Park marker. There being no further comments, Ms. Sutherland closed public comment. IV. History Room Intern Update Ms. Allen updated the Commission on her work in the History Room. V. Staff Update Ms. Miller provided the staff update for the Commission. Ms. Theis entered at this time (8:09 am). Historical Commission December 14, 2023 Page 2 of 4 VI. Discussion of Indigenous People’s Day, Native American Heritage Month and Women’s History Month Ms. Miller stated that it was suggested to recognize these different celebrations. Mr. David Quick, 1502 Village Square, reviewed what celebrations are held in the surrounding tri-county area and state with the Commission. He stated there are nine tribes recognized by the state and federal government. The Commission discussed forming a subcommittee to plan events in October and November to recognize the Native American heritage and possibly coordinate with the Cultural, Arts, and Pride Commission. The Commission agreed to discuss next month and take any action desired. The Commission discussed options to recognize Women’s History Month and agreed that they should plan an event for March 2024. VII. Committee Action Items A. Organization and Administration Committee 1. Update and Action on Budget Ms. Theis updated the Commission on the budget. The Commission discussed possible additional projects that could be added for consideration such as Lidar of Phillips tomb, replacement of missing or broken markers, etc. Ms. Theis moved for approval to allocate funds as discussed for the history, four replacement markers, and increase of funds for the Black History Month events. Ms. Cox seconded the motion. All in favor. B. Historical Markers and Interpretation Committee Ms. Gabriel provided an update for the Commission. Historical Commission December 14, 2023 Page 3 of 4 1. Discuss Edwards Park history and possible signage sign application Ms. Miller reviewed the application and approval process with the Commission. Ms. Newham thanked the Commission for considering an interpretative sign for Edwards Park and reviewed the historical timeline with the Commission. She stated that she is researching graphics and photos that could be included on the interpretative sign. The Commission agreed to continue working on draft text for the signage. 2. Discuss 4 Mile School Marker Ms. Gabriel updated the Commission on the 4 Mile school marker. The Commission discussed having a separate marker for the 4 Mile community and agreed that this could be considered after the school markers have been completed. C. Special Collection and Research Committee Mr. Hopper stated that there is no update. D. Marketing, Tourism and Community Outreach Committee 1. Update and possible action of French/Spanish 1706 Invasion Project Ms. Miller stated that staff is working with finding a replacement for Mr. Bostic. E. Black History Month Committee 1. Discussion and Possible Action on Black History Month events and marketing Historical Commission December 14, 2023 Page 4 of 4 Mr. Hine updated the Commission on the Black History Month events. Ms. Miller reviewed a draft marketing budget for Black History Month with the Commission. VIII. Discussion of Next Month’s Agenda Items The Commission agreed that the following items should be included on next month’s agenda: ➢ Discussion and possible action on Indigenous People’s Day, Native American Heritage Month, and Women’s History Month ➢ Update and action on Budget ➢ Discussion and possible action on Edwards Park interpretative marker ➢ Discussion and possible action on 4 Mile School Marker ➢ Update and possible action of French/Spanish 1706 Invasion Project ➢ Update and possible action on Black History Month ➢ Discussion on SC250 celebration There being no further business, the meeting adjourned at 9:26 am.
