TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JANUARY 8, 2024 MINUTES STAFF REPORT Present: James Bakker, David Creech, Warren Player, Corey Barber (entered at 5:14 pm), Meghan Gravitt (entered at 5:24 pm) Staff: Bryan Hankinson, Kate Miller, James Ward, Lynnette Lynes Mr. Hankinson called the meeting to order at 5:10 pm. Mr. Player moved to appoint Mr. Creech as temporary chair. Mr. Bakker seconded the motion. All in favor. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Barber seconded the motion. All in favor. II. Approval of Minutes - December 11, 2023 Mr. Barber entered at this time (5:14 pm). Mr. Player moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. General Public Comment IV. Correspondence V. Consent Motions There being no comments, correspondence, or consent motions, Mr. Creech continued with the agenda. Mr. Creech moved to approve deferral of the following item as requested by the applicant: ➢ Alhambra Playground – No Survey/Non-Historic – (TMS 5320900032) Applicant is seeking Final Approval for fencing along the exterior and around the play equipment. Business - A. 102 Mary Street – Survey 6255/Non-Historic – (TMS 5171500066) Applicant is seeking Final Review for a hardship relief request for the installation of artificial turf strips into the driveway. Mr. Hankinson reviewed staff comments with the Commission. Ms. Jenny Strauss and Mr. Ted Strauss, owners, reviewed the request with the Commission. Ms. Gravitt entered at this time (5:24 pm). There being no comments, Mr. Creech closed public comment and moved to Commission questions. Following Board questions, the homeowners offered final comments. Staff had no final comment. The Commission moved to comments and deliberation. Mr. Player moved for denial as the request does not meet the three criteria for a substantial economic hardship and that the design solution caused the problem. Mr. Creech seconded the motion. Motion passed on a 3 to 2 vote with Mr. Creech, Ms. Gravitt, and Mr. Player in favor; Mr. Barber and Mr. Bakker opposed. B. Alhambra Playground – No Survey/Non-Historic – (TMS 5320900032) Applicant is seeking Final Approval for fencing along the exterior and around the play equipment. This item was deferred as requested by the applicant. C. 107 Live Oak Drive – Survey 6243 /Historic – (TMS 5171500046) Applicant is seeking Final Approval for the repair and replacement of exterior siding, windowsills, and windows. Installation of weatherproofing. Mr. Hankinson reviewed staff comments with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Barber moved for approval with the condition that information on the elevations, window replacement, and up-close photos of existing windows are submitted for staff to verify and approve in-kind window replacements, with any deviation to be bought back to the Commission for approval. Mr. Player seconded the motion. All in favor. D. 627 Pitt Street – Survey 4225/Historic – (TMS 5320500031) Applicant is seeking Final Review for the renovation of non-historic shed/stoop at rear of historic house and new accessory structure/outdoor covered area, 1 story. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech moved for approval. Mr. Player seconded the motion. All in favor. E. 217 Bennett Street – Survey 6140/Historic – (TMS 5320100009) Applicant is seeking Final Review for the restoration, renovation, and pool addition. Mr. Hankinson reviewed staff comments with the Commission. Mr. Ross Ritchie, architect, reviewed the request with the Commission. Mr. Creech seconded the motion. All in favor. F. 443 Church Street – Survey 6207/Historic – (TMS 5320100074) Applicant is seeking Final Review for changes to a prior COA. Mr. Hankinson reviewed staff comments with the Commission. Ms. Kate Campbell, Beau Clowney architect, reviewed the request with the Commission. Mr. Creech moved for approval to submit additional information showing the revised equipment location. Mr. Player seconded the motion. All in favor. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Barber moved for approval based on the revised site plan that was submitted with the exception that the rear deck is to remain within the 40% encroachment. Mr. Creech seconded the motion. Mr. Barber moved to amend the motion to add that if the directly affected property owner submits approval, then further encroachment as submitted would be allowed as well as approval of the pervious pavers as submitted. Mr. Player seconded the motion. All in favor. Mr. Creech called for a vote on the motion as amended. All in favor. VII. Staff Approvals A. 833 Pitt Street – Survey 4219/Non-Historic - (TMS 5320900257) Approved for modifications to the existing driveway, installation of brick entry walkway, brick utility area, utility fencing/gate, modification of existing pool deck, installation of permeable brick terrace, brick grill pad, and installation of stepping stones to sauna/wellness space. B. 235 Haddrell Street – Survey 6259/Non-Historic - (TMS 5171500110) Approved for the repainting of brick pillars along the foundation of the primary structure. D. 837 Pitt Street – Survey 5896/Non-Historic – (TMS 5320900054) Approved for the reroofing of the primary structure and accessory garage structure. Mr. Hankinson reviewed staff approvals with the Commission. VIII. Discussion and Action of Changes to Design Guidelines Mr. Creech moved for approval of the design guidelines presented. Mr. Player seconded the motion. All in favor. IX. Action on Chair and Vice Chair elections The Commission voted for David Creech as chair and Warren Player as vice-chair by secret ballot. X. Action on 2024 Rules of Procedure Mr. Creech moved for approval. Mr. Player seconded the motion. All in favor. XI. Discussion of Enforcement of After–the–Fact changes to COAs. The Commission discussed after-the-fact changes to the certificate of appropriateness (COA). Mr. Ward stated that this would be reviewed by legal and possible language to the guidelines would be brought back to the Commission for consideration. XII. Discussion of Detention Ponds in the OVDH. Mr. Creech stated that he requested discussion of this issue. The Commission discussed what options are available to help deter drainage infrastructure from being in the front yard. Mr. Ward recommended that any drainage concerns be referred to the Engineering and Development Services Department for further review and approval as opposed to adding language to the guidelines. Discussion of Items for Next Agenda The Commission agreed to add the following items to next month’s agenda: ➢ Discussion of changes to the guidelines on appropriate locations for shed dormers and shed roofs ➢ Discussion of changes to the guidelines regarding specifications for fences ➢ Discussion of length of meetings ➢ Discussion of changes to district boundaries ➢ Discussion of location of garages.
