HISTORICAL COMMISSION
JANUARY 11, 2023
MINUTES
Present: Brian Blalock, Danielle Cox, Pamela Gabriel, Gibson Hopper.
Absent: Deborah Sutherland, Chair, Courtney Theis, William Hine
Staff: Kate Miller, Maddox Allen, Lynnette Lynes
Ms. Miller called the meeting to order at 8:06 am.
Mr. Hopper moved to appoint Mr. Blalock as temporary chair for this meeting.
Ms. Cox seconded the motion. All in favor.
I. Approval of Agenda
Ms. Cox moved for approval of the agenda. Mr. Blalock seconded the motion.
All in favor.
II. Approval of Minutes – December 14, 2023
Ms. Cox moved for approval of the minutes. Mr. Hopper seconded the motion.
All in favor.
III. Public Comment
There being no comments, Mr. Blalock continued with the agenda.
IV. History Room Intern Update
Ms. Allen updated the Commission on her work.
V. Staff Update
Ms. Miller reviewed the staff update with the Commission.
VI. Committee Action Items
A. Organization and Administration Committee
1. Discussion and possible action on Budget
Ms. Miller reviewed the budget with the Commission.

Mr. Blalock moved for approval of increasing the Black History
Month budget to $6,000 for additional advertising. Ms. Cox seconded
the motion. All in favor.
Mr. Hopper stated that purchasing a video camera for oral history
interviews would be helpful and suggested that it should not cost more
than $500.
Mr. Blalock moved for approval to purchase a video camera and
tripod up to $500. Ms. Cox seconded the motion. All in favor.
B. Historical Markers and Interpretation Committee
1. Discussion and possible action on Edwards Park signage - Edwards
Park history and Sign Application
Ms. Miller stated that Ms. Janet Newham is working on securing
additional information.
Mr. Blalock moved to defer this item. Ms. Cox seconded the motion.
All in favor.
2. Discussion and possible action on 4 Mile School Marker
Ms. Gabriel updated the Commission on the marker.
The Commission discussed having separate signs: one for the
community and one for the school and reviewing the verbiage for these
at the same time.
The Commission received this as information.
C. Special Collection and Research Committee—No update
D. Marketing, Tourism and Community Outreach Committee
1. Discussion and Possible Action on 1706 French and Spanish
Invasion Project
Mr. Blalock updated the Commission on this project. He stated that
he is working on scheduling the presentation during the summer.

2. Discussion and possible action Indigenous People’s Day and
Women’s History Month
Ms. Miller stated that she met with staff regarding these events and
those events already scheduled. She stated that she would reach out to
David Quick for more information.
3. Discussion on SC250
The Commission discussed SC250 events that are being considered
in the area.
E. Black History Month Committee
1. Discussion and Possible Action on Black History Month
Ms. Miller updated the Commission on Black History Month events.
VII. Discussion of Next Month’s Agenda Items
Mr. Blalock moved for the following items to be included on next month’s
agenda:
➢ Discussion and possible action on Edwards Park signage
➢ Discussion and possible action on 4 Mile School Marker
➢ Discussion and possible action Indigenous People’s Day, Native American
History Month and Women’s History Month
➢ Discussion on SC250 events
Ms. Cox seconded the motion. All in favor.
There being no further business, the meeting adjourned at 8:48 am.
