TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORICAL COMMISSION FEBRUARY 8, 2024 MINUTES Present: Deborah Sutherland, Chair, Brian Blalock, Courtney Theis, Danielle Cox, Pam Gabriel (entered at 8:10 am), Gibson Hopper (entered at 8:10 am) Absent: William Hine Staff: Kate Miller, Maddox Allen, Lynnette Lynes Ms. Sutherland called the meeting to order at 8:05 am. I. Approval of the Agenda Ms. Cox moved for approval of the agenda. Ms. Theis seconded the motion. All in favor. II. Approval of Minutes – January 11, 2024 Ms. Cox moved for deferral of approval of the minutes to the next meeting. Ms. Theis seconded the motion. All in favor. III. Public Comment There being no comments, Ms. Sutherland closed public comment and continued with the agenda. IV. History Room Intern Update and Action Ms. Allen updated the Commission on her work in the history room. Ms. Cox moved for approval of increasing the history room budget up to $425 for additional supplies and equipment. Ms. Theis seconded the motion. All in favor. Ms. Gabriel and Mr. Hopper entered at this time (8:10 am). V. Staff Update Ms. Miller reviewed the staff update with the Commission. Historical Commission February 8, 2024 Page 2 of 4 VI. Committee Action Items A. Organization and Administration Committee 1. Discussion and possible action on Budget Ms. Theis stated that she is still working on updating the budget. B. Historical Markers and Interpretation Committee 1. Discussion and possible action on Edwards Park signage - Edwards Park history and Sign Application Ms. Miller stated that the application has been received, but the draft verbiage for the sign has not been completed. 2. Discussion and possible action on 4 Mile School Marker Ms. Gabriel updated the Commission on the marker. She stated that two markers might be more appropriate. C. Special Collection and Research Committee Mr. Hopper stated that he is still working to schedule interviews with Ms. Susannah Smith-Myles and Ms. Cheryll Woods-Flowers. D. Marketing, Tourism and Community Outreach Committee 1. Discussion and Possible Action on 1706 French and Spanish Invasion Project Mr. Blalock stated that Mr. McDaniel is scheduled to speak March th 28 on the French and Spanish Invasion at the Wando Library. He suggested that this event should be advertised and boosted on Instagram. Mr. Blalock moved to increase the budget for the French and Spanish Invasion project up to $1,000 for advertisement. Ms. Cox seconded the motion. All in favor. Historical Commission February 8, 2024 Page 3 of 4 2. Discussion and possible action Indigenous People’s Day and Women’s History Month Ms. Miller updated the Commission. She stated that Mayor Haynie would prepare a proclamation for Indigenous People’s Day. 3. Discussion on SC250–No update E. Black History Month Committee 1. Discussion and Possible Action on Black History Month Ms. Miller updated the Commission on the Black History Month events. Ms. Gabriel moved for approval to increase the budget for the Black History Month events up to $6,250. Mr. Hopper seconded the motion. All in favor. VII. Historical Marker Request Discussion and Possible Action – Richard Brown Ms. Miller stated that an application was received with information on Richard Brown, original African American undertaker on Venning Road. The Commission discussed and agreed that having a memorial and/or oral history might be more appropriate rather than a historical marker. They also suggested that having a historical marker commemorating the funeral home site might be appropriate as well. Ms. Miller stated that she would reach out to the applicant. VIII. Action on Meeting Schedule Ms. Miller reiterated that staff would not be available for the May meeting and suggested that this meeting could be canceled or rescheduled. Ms. Cox moved to reschedule the May meeting to May 16th and cancel the June meeting. Mr. Hopper seconded the motion. All in favor. Historical Commission February 8, 2024 Page 4 of 4 IX.
