TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION FEBRUARY 12, 2024 MINUTES STAFF REPORT Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber, Warren Player. Staff: Bryan Hankinson, Kate Miller, James Ward, Lynnette Lynes Mr. Creech called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Barber seconded the motion. All in favor. II. Approval of Minutes January 8, 2024 Mr. Player moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. General Public Comment Ms. Janet Newham, 510 Pitt Street, spoke regarding the historic designation of Edwards Park and briefly reviewed the history of Edwards Park with the Commission. She stated that the community is working with the Historical Commission on a historical marker. There being no further comments, Mr. Creech continued with the agenda. IV. Correspondence All correspondence was linked to the agenda. V. Consent Motions There being no consent motions, Mr. Creech continued with the agenda. Business a. 107 Live Oak Drive – Survey 6243 /Historic – (TMS 5171500046) Applicant is seeking Final Approval for the repair and replacement windows and doors on historic part of primary structure. Mr. Hankinson reviewed staff comments with the Commission. Mr. Trey Sheppard, general contractor, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Player moved for approval. Mr. Creech seconded the motion. All in favor. b. 208 Middle Street – Survey 6015/Non-Historic – (TMS 5320900028) Applicant is seeking Final Review for the installation of an inground concrete pool, spa, steps and benches. Mr. Hankinson reviewed staff comments with the Commission. Mr. Jacob Carter, representative for the applicant, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech moved for approval with the condition that all items in staff comments are reconciled. Mr. Bakker seconded the motion. All in favor. c. 302 Bank Street – Survey 6270/Non-Historic – (TMS 5320500203) Applicant is seeking Final Review for window alterations to a prior COA. Mr. Hankinson reviewed staff comments with the Commission. Mr. Darrell Cobb, architect, reviewed the request with the Commission. Mr. Creech moved for conditional approval with all comments being addressed including paint colors. Mr. Player seconded the motion. All in favor. d. 907 Royall Avenue – Survey 5984/Non-Historic – (TMS 5321300125) Applicant is seeking Final Review for alterations to existing primary structure including converting raised screened porch to heated space, converting raised deck into screened porch, addition of new stairway and lower raised deck landing, and interior renovations. Mr. Hankinson reviewed staff comments with the Commission. Mr. Jeremy Kruska, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. The Commission provided comments to the applicant. e. 753 Pitt Street – Survey 5902/Historic – (TMS 5320900046) Applicant is seeking Final Review for changes to a prior COA. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech re-opened Commission questions. Mr. Braedon Chinn, 753 Pitt Street, homeowner, provided additional comments for the Commission. Mr. Creech closed public comment. All in favor. f. 131 Middle Street – Survey 6024/Historic – (TMS 5320900005) Applicant is seeking Final Review for Alhambra Hall playground fencing installation and parking. Mr. Hankinson and Ms. Miller reviewed staff comments with the Commission. Mr. Andy Weis and Mr. Frankie Pettit reviewed the request with the Commission. Ms. Sara Wendell, 735 Pitt Street, stated that they enjoy having a gate in the fence and would like the gate to remain with the new fence. She stated that the ATSM guidelines are not a requirement. She suggested that the equipment being spaced out throughout the park is preferred, with the pavilion being moved from the center of the park. There being no further comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech moved for denial, with applicant to come back with a 42 inch wood fence design to surround the entire site, with approval of the parking. Mr. Player seconded the motion. Mr. Bakker moved to amend the motion for the applicant to come back with a 48 inch fence for the entire site. Mr. Barber seconded the motion. All in favor. Mr. Creech called for a vote on the motion as amended. All in favor with Mr. Barber abstaining. The Commission convened for a short break at 7:34 pm and reconvened at 7:38 pm. Staff Approvals a. 110 Bennett Street – Survey 6146/Historic – (TMS 5171500090) Approved for a ROW driveway brick apron, hardscaping, and shutter removal. b. 200 Hibben Street – Survey 6217/Non-Historic – (TMS 5171500088) approved for the installation of a new copper roof. Mr. Hankinson reviewed staff approvals. VIII. Action on Edwards Park Historic Designation Mr. Creech moved for approval of recommending Edwards Park for local historic designation. Mr. Player seconded the motion. All in favor. IX. Discussion of restrictions and placement of garages. Mr. Creech moved for deferral. Mr. Bakker seconded the motion. All in favor. Mr. Hankinson reviewed the process for changes to the guidelines with the Commission. X. Discussion of changes to restrictions on shed roofing. XI. Discussion of changing or expanding the historic district boundaries. Mr. Bakker moved for deferral of these items to the next meeting. Mr. Creech seconded the motion. All in favor. XII. Discussion of Items for Next Agenda The Commission agreed to add the following item to next month’s agenda: ➢ Discuss proposed changes to the guidelines.
