TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION MARCH 11, 2024 MINUTES STAFF REPORT Present: David Creech, Chair, James Bakker, Meghan Gravitt, Corey Barber, Warren Player. Staff: Bryan Hankinson, Michele Reed, Kate Miller, David Pagliarini, James Ward, Lynnette Lynes Mr. Creech called the meeting to order at 5:00 pm. I. Approval of Agenda Mr. Player moved for approval of the agenda. Mr. Barber seconded the motion. All in favor. II. Approval of Minutes February 12th, 2024 Meeting Mr. Player moved for approval of the minutes. Mr. Barber seconded the motion. All in favor. III. General Public Comment Mr. Ken Craft, 204 Spooner Lane, spoke regarding the porkchop eave detail and that more recent eaves approved have not been historic. He suggested that the Commission should pay more attention to this historic detail to keep the historic character of the district. He also spoke regarding the eaves on 753 Pitt Street and suggested that the historic eaves should be approved. There being no further comments, Mr. Creech closed public comment. IV. Correspondence All correspondence received was linked to the agenda. V. Consent Motions There being no consent motions, Mr. Creech continued with the agenda. Alhambra Playground – No Survey/Non-Historic – (TMS # 5320900032) Wood fencing that meets all design guidelines to surround the perimeter of the property. Mr. Hankinson reviewed staff comments with the Commission. Mr. Andy Weis and Mr. Frankie Pettit reviewed the request with the Commission. There being no public comment, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech moved for approval with the with the condition that the fence is similar to the upper right photo presented with the application, with horizontal on two sides, top and bottom with a cap and 2x2 pickets at 42 inches high, facing the public right-of-way; solid boards between horizontals along back portion of the fence for a solid privacy fence; 6x6 posts with 6 inch protrusion above the cap with a beveled finish. Mr. Bakker seconded the motion. Motion passed on a 4 to 1 vote with Mr. Barber, Mr. Creech, Mr. Bakker, and Ms. Gravitt in favor; Mr. Player opposed. B. 205 Morrison Street – Survey 6165/Non-Historic – (TMS#5320100029) Applicant is seeking Final Review for window replacement and door replacement. Mr. Hankinson reviewed staff comments with the Commission. Mr. Brent Lindley, Village Restoration, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Barber moved for approval with window #4 indicated in the application to a 2/2 window to match the other windows. Mr. Player seconded the motion. All in favor. Mr. Hankinson reviewed staff comments with the Commission. Mr. Susan Wallace and Mr. Haynes Wilkes, owners, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Player moved for approval. Mr. Creech seconded the motion. All in favor. D. 419 Whilden Street – Survey 6174/Historic – (TMS#5320100103) Applicant is seeking Preliminary Review for the demo and rebuilding of a three-tier side porch. Mr. Hankinson reviewed staff comments with the Commission. Mr. Shawn Mellin, Glick Boehm, reviewed the request with the Commission. Mr. Ken Craft, 204 Spooner Lane, suggested that the historic integrity of the building should be maintained. He expressed concern with the detail and drawings not matching. He suggested that a simpler column should be considered as well as paying attention to the minor details. There being no further comments, Mr. Creech closed public comment and moved to Commission questions. The Commission provided comments on the project. E. 211 Bennett Street – Survey 6141/Non-Historic - (TMS#5320100260) Applicant is seeking Final Review for changes to a prior COA. Mr. Hankinson reviewed staff comments with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Bakker moved for approval. Mr. Player seconded the motion. All in favor. F. 448 Church Street – Survey 6190/Historic - (TMS#5320100091) Applicant is seeking Final Review for a new 1-story addition on historic house, restoration of historic side porches, new pool, and 1-story detached garage. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Barber moved for denial based on the application not meeting the massing guidelines. Mr. Bakker seconded the motion. All in favor. G. 110 Bennett Street – Survey 6146/Historic – (TMS# 5171500090) Applicant is seeking Final Review for the installation of shutters to historic and non-historic sections of primary structure and installation of picket gates to existing picket fencing. Mr. Hankinson reviewed staff comments with the Commission. Mr. Ryan Smith, Beau Clowney Architects, and Bill Smith reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Historic District Preservation Commission March 11, 2024 Page 5 of 7 Mr. Player moved for approval. Mr. Bakker seconded the motion. Mr. Player moved to amend the motion to include approval of the walkway and gate to be located on the property and approved by staff. Mr. Creech seconded the amendment. All in favor. Mr. Creech called for a vote on the motion as amended. Motion passed on a 4 to 1 vote with Mr. Creech, Mr. Bakker, Ms. Gravitt, and Mr. Player in favor; Mr. Barber opposed. H. 701 Pitt Street – Survey 5909/Non-Historic - (TMS#5320900038) Applicant is seeking Final Review for the demolition of existing non- historic home, new 2-story home, detached garage, and pool. Mr. Hankinson reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Creech moved for denial. Motion failed due to the lack of a second. Mr. Creech moved for deferral with clarification on the siding, a 3D model showing the location of the HVAC; show fencing detail; indicate pervious material; and letter of approval from neighbors regarding the encroachment. Mr. Bakker seconded the motion. All in favor. The Commission convened for a short break at 7:52 pm and reconvened at 8:03 pm. I. 753 Pitt Street – Survey 5902/Historic – (TMS#5320900046) Applicant is seeking Final Review for the design of soffits for the pool house and garage to match existing curved soffits of historic house. New perimeter fencing designs. Mr. Hankinson reviewed staff comments with the Commission. Mr. Creech moved to allow additional photos of the soffit to be submitted for review. Mr. Player seconded the motion. All in favor. There being no comments, Mr. Creech closed public comment and moved to Commission questions. Mr. Bakker moved for approval. Mr. Creech seconded the motion. All in favor. J. 967 Royall Avenue – Survey 5979/Non-Historic (TMS#5321300042) Applicant is seeking Final Review for changes to a prior COA, including window and pool alterations. Mr. Hankinson reviewed staff comments with the Commission. Mr. Hankinson noted that the applicant was not present. Mr. Creech moved for deferral to the next month for the applicant to appear before the Commission. Mr. Player seconded the motion. All in favor. VII. Staff Approvals A. 846 Pitt Street – Survey 5967/Non-Historic - (TMS#5320900056) Application approved for paver back patio. B. 926 Richter Way – Survey 6040/Non-Historic - (TMS#5321300050) Application approved for painting of existing siding to white, and a standing seam metal roof. Add a white painted picket fence. C. 108 Carr Street – Survey 6269/Non-Historic - (TMS#) Application approved for installation of hardscaping, planters, brick steps, and an increase of existing fence height. D. 930 Richter Street – Survey 6042/Non-Historic - (TMS#5321300088) Application approved for fence construction. E. 101 Bennett Street – No Survey/Non-Historic - (TMS#5171500082) Application approved for changes to a prior COA. Mr. Hankinson reviewed staff approvals with the Commission. The Commission agreed to defer this item to a special meeting. IX. Discussion of restrictions and placement of garages. X. Discussion of changes to restrictions on shed roofing. XI. Discussion of changing or expanding the historic district boundaries. XII. Discussion of proposed changes to HDPC Guidelines. Mr. Bakker moved to defer these items to a special meeting. Mr. Player seconded the motion. All in favor. XIII. Discussion of Items for Next Agenda There were no additional items for next month’s agenda.
