PRESENT: Brenda Corley, Chair; Kathy Landing, and
Guang Ming Whitley

1. Call to order
Ms. Corley called the meeting to order at 9:18 a.m.
2. Approval of Minutes from the August 2, 2021 meeting
Ms. Landing moved for approval; seconded by Ms. Whitley.
3. Public Comments
Howard Chapman, 824 Natchez Circle, stated that he would like to
commend staff for completing the Wage and Compensation study. The
Town has needed this for quite some time. His concern is the need to
recognize the part time employees as part of the study. He stated that
the part time employees, particularly those in the Recreation
Department, are the backbone of the Recreation programs. He stated
that the Town does not recognize longevity with the part time employees
and some have been working part time for five to ten years. He stated
that those employees make the same wages as a new hire. He has
asked the Town Administrator and would also ask Council members to
ensure that part time employees who have been with the Town for a
number of years are recognized.

5. Recommendation and possible action regarding the
implementation of the Classification and Compensation Study as
well as a one-time bonus regarding funding associated with ARPA
Ms. Corley thanked staff. She stated that after she was elected
along with her fellow Council members, each department spent time
reviewing budgets and how their departments operate. She stated that
staff also made great strides during the pandemic.
Christy DeLuca, Human Resource Director, stated that the
Classification and Compensation Study is typically completed every four
years.

Ms. Corley asked about data on current vacancies and what positions
are most difficult to fill.
Mr. DeMoura stated that it has varied over time. He said engineers are
difficult to hire as well as CDL Drivers. He stated that it is not always
about wages, but how well the Town is recruiting by department. He
stated that he provided Council with retention rates approximately eight
weeks ago. He stated that the Town does not have an issue with
retention. He added that Town employees know they are well cared for
and supported. He said that the Town still must maintain
competitiveness and stay as an industry leader. He said the Town is an
excellent place to work.
Ms. Landing thanked staff for all their hard work. She stated that in her
discussion with Fire Chief Mixon, it appears that the new wages will be
received very well. She stated that the normal annual increase for
employees, not to include the four year studies, has been approximately
4% . She said because of COVID and not knowing the revenue the
Town would receive, the Town was more cautious and implemented the
4%, but split it between July 1st and January 1st. She added that once

the Town realized that the revenue stream was adequate, the 2% was
implemented right away. She inquired about the one-time bonus.
Ms. Cotov provided the following information regarding the one-time
bonus.

Ms. Cotov stated that the American Rescue Plan Act (ARPA), has
afforded the Town an opportunity to look back at the time Town Hall shut
down, which was March 17 – May 31, 2020. She said that many had to
perform their duties, putting them at risk, but still continued to provide
public safety for the community. She said there were groups of
employees who had another level of work not including their normal
responsibilities. She said the Town looked at three factors (shown
above) and explained the methodology. She stated that the cost
associated with the one-time bonus is $1.2 million. She added that the
plan is to increase the gross amount so that after taxes, these bonuses
would be up to the maximum of $2,500.
Mr. DeMoura reiterated that the one-time bonus would be factored on
actual hours worked and would not include time taken off for vacation.
Ms. Whitley stated that the Town acted with caution during COVID and
paused the Classification and Compensation study and believes now is
the time for staff to be properly compensated for the hard work
accomplished during COVID and to ensure the Town is in line with other
municipalities.

Ms. Landing clarified that $2,500 is the maximum allocated and that
many of the employees will qualify. She asked why the $2,500 amount
was chosen.
Ms. Cotov stated that it was due to monetary constraints.
Ms. Corley stated that she would be interested to know the retention
rates of the part time employees. Ms. Corley asked about next steps.
Mr. DeMoura stated that staff would like a positive recommendation to
Council and if Council also feels that this is worthy of approval, then it
can be implemented and the funds included in employee paychecks
Ms. Cotov stated that it could be in the November 5th paycheck if
approved by Council.
Ms. Landing moved to approve the Wage and Compensation study
levels and properly compensate the Town employees to include the one-
time bonus; seconded by Ms. Whitley.
6. Adjourn
There being no further business, meeting was adjourned at 9:41 a.m.
Ms. Corley reconvened the Human Resources Committee meeting
at 9:42 a.m., stating that votes on two motions were not taken during the
meeting.
Ms. Corley stated that there was a motion and a second on the approval
of the minutes (Agenda Item 2), and a vote would need to be taken.
All present voted in favor of the approval of the minutes.
Ms. Corley stated that there was also a motion and a second to approve
the Classification and Compensation Study, as well as a one-time bonus
regarding funding associated with ARPA (Agenda Item 5) and a vote
would need to be taken.
All present voted in favor of Agenda Item 5 as stated.
Ms. Corley adjourned the meeting at 9:42 a.m.

a. Oyster Park Impact Assessment and Planned Development
Ordinance. Planning Commission Recommended Amendments.
Includes two (2) separate requests related the 13.57-acre Mixed-
Use Development known as Oyster Park, located off Ben Sawyer
Boulevard between Rifle Range Road and New Parish Way. First
is to rezone the entire development from AB, Areawide Business
District, to PD, Planned Development District. Second is to
approve an Impact Assessment and associated Conceptual
Plan.
5. Review of Planning Commission recommendations from the
September 22, 2021 meeting
a. Proposal to amend Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, by adding new sections Chapter
156.306, 156.307, 156.308, 156.304(E)(3), 156.110(F), establishing
new Shem Creek Waterfront District and design standards.
Amendments pertain to provision of permitted uses and
development standards for this District. Affected code sections
include 156.007, 156.325, 156.326, 156.310, 156.318, 156.314,
156.110, 156.304.
b. Proposal to amend Chapter 153.050, Stormwater Management
and Water Quality Regulations, specifically the Stormwater
Facility Maintenance Agreement, proposed is to include

Clemson Certified Post-Construction BMP inspectors as
qualified professionals to perform required inspections.
6. Update on Comprehensive Plan Implementation

permitted use in the Boulevard and Chuck Dawley Overlay District
9. Discussion and possible action regarding accommodations zones
