PRESENT: Brenda Corley, Chair; Kathy Landing, and
Guang Ming Whitley
STAFF PRESENT: Eric DeMoura, Town Administrator; and Christy
DeLuca, Human Resource Director
1. Call to order
Ms. Corley called the meeting to order at 10:00 am.
2. Approval of Minutes from the October 4, 2021 meeting
Ms. Landing moved for approval; seconded by Ms. Whitley. All
present voted in favor.
3. Public Comments
[No comments]
4. Discussion and possible action regarding wages for part time
employees
Christy DeLuca, Human Resource Director, provided the following
presentation to Committee members.

Ms. Landing moved to recommend the part time employee Wage
program that has been discussed today; seconded by Ms. Whitley.
Ms. Landing stated that the increases are quite substantial and should
allow the Town to be more competitive. She stated that in addition, there
would not only be the annual increases, but that there are incentive
based increases.
Ms. Corley asked about the intern positions and if the Town experiences
difficulty hiring interns.
Mr. DeMoura stated that at times, it is difficult. He stated that it is
surprising how much sister agencies such as MPW pay for interns. He
stated that interns are important to the Town because they take on
special projects.
Mr. Landing stated that in the business world, they are required to either
pay or they receive credit. She said they have primarily paid for interns.
She said many of the young interns have technical skills that are highly
skilled.
Mr. DeMoura stated that the intern receives credit for their internship
and the Town receives the value of their technical skills. He stated that
with positions such as lifeguards, the State requires how many must be

present; therefore, if the Town is not able to recruit, then the Town is
unable to operate certain programs.
Ms. Corley stated that the motion is to recommend to Council as
stated previously. All present voted in favor.
5. Adjourn
There being no further business, Committee adjourned at 10:11 am.

Town’s parking requirements. Specifically, the issue of whether to
amend the Town’s Code of Ordinances to require unpaid access to
