TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION SEPTEMBER 20, 2017 MINUTES Present: Joseph Wren, Chair, John McNeill, Rodly Millet, Kathy Smith, Alys Campaigne, Tripp Cuttino, Peter Lehman, DeAudre Gregg. Absent: Roy Neal (excused) Staff: Lee Cave, David Pagliarini, Kent Prause, Michele Canon, Liz Boyles, Kevin Mitchell, Lynnette Lynes Mr. Wren called Commission meeting to order at 5:01 pm 1. Approval of Minutes Ms. Campaigne moved for approval of the minutes. Mr. McNeill seconded the motion. All in favor with Mr. Cuttino abstaining. 2. Update on Planning Commission recommendations Ms. Canon reviewed the Town Council decisions with the Commission. 3. Correspondence and Public Comments There being no comments, Mr. Wren continued with the agenda. 4. Requests A. Request approval of sketch plan for subdivision of 2 SF residential lots on Klein Street, zoned R-2, low-density residential district and SR2-OD special R-2 overlay district Mr. Mitchell reviewed staff comments with the Commission (attachments 1 & 2). Mr. Wren asked where the tree was located. Mr. Mitchell showed the location of the tree on the map for the Commission. Planning Commission September 20, 2017 Page 2 of 5 Mr. Anthony Tuck reviewed the request with the Commission. He stated that the magnolia tree was removed prior to the decision to subdivide the property because it was rotting and was a hazard to the neighboring residence. Mr. Wren asked how the new lot would be accessed. Mr. Tuck answered that it would be accessed from Center Street. Mr. Mitchell noted that the property would have to adhere to the pending Impervious Surface Lot Coverage-Overlay District (ISLC-OD) Ordinance requiring a maximum 40% impervious surface coverage. Ms. Smith asked if the proposed sketch plan meets the 40% impervious surface lot coverage. Mr. Mitchell answered that it is not known at this time, but if approved, the lot coverage would have to be met prior to approving the final plat. Mr. Wren asked about the tree mitigation. Mr. Bernard answered that the mitigation would have to be placed on the lots. Ms. Campaigne moved for approval including all staff comments. Mr. Cuttino seconded the motion. Ms. Campaigne suggested that the request is consistent with the surrounding lots and that the impervious surface percentage would have to be met prior to the final plat being signed. Mr. Wren called for a vote on the motion. All in favor. B. Request to Rezone from NC, Neighborhood Commercial District, to AB, Areawide Business District. Property to remain in the UC-OD, Urban Corridor Overlay District Ms. Canon reviewed staff comment with the Commission (attachments 1 & 2). Mr. Millet asked what development is proposed. Mr. Giles Branch, Earthsource Engineering, answered that they are proposing a hotel use/mixed use for the property. Ms. Smith expressed concern with two hotels being located in the same area, but recognized that the specific use is not in their purview as this is a zoning request. Mr. Wren stated that it is in the Urban Corridor Overlay District (UC-OD). Mr. McNeill suggested that the specific use of the property is not within the purview of the Commission, but rather if the zoning is appropriate for the property and area. Mr. Millet asked if the left turn onto Johnnie Dodds was available. Mr. Branch answered that the property cannot be accessed from the rear because of a drainage ditch. Mr. Cuttino asked if there would be access from the frontage road. Mr. Branch answered in the negative and stated that access would be from Bowman Road. Ms. Campaigne moved for approval of the request including all staff comments. Mr. McNeill seconded the motion. All in favor. C. Request approval of Sketch Plan for Subdivision of 3 SF residential lots on Lieben Road, Zoned R-1, Low Density Residential District. Mr. Bernard reviewed staff comments with the Commission (attachments 1 & 2). Mr. Mark Leppert reviewed the request with the Commission. Mr. Wren asked the percentage of open space per acre. Mr. Bernard answered that it is typically 8%. Mr. Millet asked about sidewalks and if the applicant is amenable to all of staff’s comments. Mr. Leppert answered that he is amenable to the sidewalks, but Planning Commission September 20, 2017 Page 4 of 5 asked if the work could be bonded and the sidewalks put in after construction was completed. Ms. Campaigne moved for approval of the request including all staff comments. Mr. Millet seconded the motion. All in favor. D. Request approval of street name, Planters Wharf Lane, Located in Ferry Wharf. Ms. Campaigne moved for approval of the street name as presented. Mr. Cuttino seconded the motion. All in favor. 5. Staff Update on the 2018 Comprehensive Plan Process Ms. Boyles updated the Commission on the progress of the update of the 2018 Comprehensive Plan (attachment 2). She stated that the forum held their first meeting with the consultants and it was very productive and successful. She stated that an open house would be held on Tuesday, October 17th at 6 pm. Mr. Cuttino asked if all the members were in attendance. Ms. Boyles answered that there were a few of the forum members were not able to attend. Mr. Cuttino asked how the format of the meeting was determined. Ms. Boyles answered that it was a collaboration between staff and the consultants. Mr. Wren asked how often the forum would meet. Ms. Boyles answered that they will be meeting on a monthly basis. Mr. Millet asked for some background information on the consultants. Ms. Boyles answered that there are two consulting firms: McBride, Dale, Clarion and CDM Smith. She stated that the Long-range Transportation Plan (LRTP) would be updated during this process as well. Mr. McNeill asked what the process would be for the forum’s final recommendations. Ms. Boyles answered that the final recommendations would be forwarded to the Commission and the Commission would then make a recommendation to Town Council. Mr. Millet asked how the process is being advertised. Ms. Boyles answered that there will be fliers in addition to information posted on the website. She stated that all aspects of social media available to the Town would be utilized. Ms. Pat Sullivan, 1002 Plantation Court, stated that as a participant of the forum, she was impressed with the members and the diversity represented both culturally and geographically. She stated that it was very invigorating to see the enthusiasm and excitement from the forum. There being no further business, the meeting adjourned at 5:44 pm. Submitted by, L. Ordinance 17041. A temporary suspension of subdivisions in the Old Village neighborhood is under consideration. If the Final Reading is passed, this application will not be considered by the Planning Commission until the suspension is expired. If it fails to pass, the following staff comments shall apply: 1. Property is zoned R-2 Low Density Residential District, and SR2-OD, Special R-2 Overlay District, where 8000 sq feet is the minimum lot size. Minimum lot dimensions are 60 feet in width by 90 feet in depth. The proposed lot subdivision shall result in two lots meeting these standards. 2. Building setbacks for Special Overlay R2 is 15 feet in the front, 25 feet from the rear, combined side setback of 20 feet with a minimum of 10 feet from the property line. The proposal to create Lot 2A will violate the rear setback standard, as an addition to the home was added to the original footprint. It is considered part of the principal dwelling unit and will need to be removed prior to a final plat being released. Applicant is requesting a condition for approval prior to removing the addition. Staff recommends side and front setback dimension be shown as well. 3. All trees greater than 16 inches in diameter are shown. Staff Report – 551 Klein Street Page 2 of 3 4. Property owner is still responsible for 82” of tree mitigation for the unpermitted removal of a 41” magnolia which was located towards the interior portion of the proposed lot. Page 2 of 4 RELATIONSHIP TO THE COMPREHENSIVE PLAN The Comprehensive Plan 2009-2019 (2014 Update) Future Land Use Map recommends Urban Corridor land uses for the subject property (see map below). The Urban Corridor land use is intended to foster an active, pedestrian-oriented commercial environment with a variety of uses, activities, and scales. Form is as important as use within Urban Corridors, with buildings and primary entrances near the public realm and high quality pedestrian streetscapes in front. There should be a high degree of design quality for the building façade and a strong interaction between buildings and the public realm. Public spaces such as plazas should be integrated with surrounding development. Mixed use, multistory development is encouraged, generally with the most public uses, such as retail, on the first floor, and more private uses, such as residences or offices, on upper floors. The following list of applicable Comprehensive Plan goals and strategies is provided so that they may be considered along with this zoning request:  Promote appropriate infill and redevelopment while protecting the context of existing neighborhoods. [TARGET STRATEGY]  Encourage development of infill properties with appropriately scaled redevelopment to utilize infrastructure already in place.  Encourage appropriate commercial development to increase the property tax base and minimize the tax burden on homeowners. The property is to remain in the Urban Corridor Overlay District. 2. The Comprehensive Plan Future Land Use Map recommends Urban Corridor land uses for this area. The proposed AB zoning is an appropriate underlying zoning district classification for the land use recommendation. 3. The Urban Corridor Overlay District expands permitted uses on commercially-zoned properties (regardless of the underlying commercial zoning district) to include all uses permitted in the OP, NC, AB, CO, and PI-1 zoning districts. 4. The application does not indicate a proposed use; however, four adjacent parcels are under the same ownership so the request to rezone is presumably to aggregate parcels and/or adjust lot lines for redevelopment. 5. Lot layout – R1 zoning requires a minimum of 10,000 square feet and lot dimensions of 80 feet in width to 110 feet in depth. Lot 9A depth is measured from Lieben Road. The front and rear setbacks are to be orientated with the lot depth. The width for Lot 9C is to be measured at the building setback line. A dimension is to be provided confirming a minimum of 80 feet has been achieved. 2. Street/sidewalk design – Recommend sidewalk extend from Locklear Road to the edge of the property line adjoining with the parcel owned by MPW. 3. Open space – Area is calculated by the number of lots. Three lots result in a negligible open space area. 4. SW detention – Less than one acre of land disturbance does not require stormwater calculations. 5. Buffers/landscaping – No buffers are required for property abutting similar uses, and utility parcels. 6. Trees- The required tree assessment has not been provided which would determine any unique growth habits of the tree and their health rating. Proposed Lot 9B and 9C both have several trees which will influence the house placement on the lot and lot 9a and 9B appear to have two trees total on site that are not on the survey. 7.
