TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE SEPTEMBER 5, 2017 MINUTES Municipal Complex, Committee Meeting Room Present: Bob Brimmer, Chair, Mark Smith, Joe Bustos, Elton Carrier. Staff: Eric DeMoura, Christiane Farrell, Michele Canon, Liz Boyles Also: Jack Little Mr. Brimmer called the meeting to order at 2:03 pm. 1. Approval of Minutes from the July 31, 2017 meeting Mr. Carrier moved for approval of the minutes. Mr. Smith seconded the motion. All in favor. 2. Public Comments There being no comments, Mr. Brimmer continued with the agenda. 3. Review of Planning Commission recommendations from the August 23, 2017 meeting a. Request to rezone from R-2, Low Density Residential District, to R-3, Medium Density Residential District, an approximately 0.17 acre tract of land located at 425 Bank Street, identified by TMS No. 532-05-00-128, and depicted as Lot 3 on a plat recorded by the Charleston County RMC Office in Plat Book E, Page 168. Property to remain in the SR2-OD, Special R-2 Overlay District. Ms. Canon reviewed the request with the Committee (attachment 1). She stated that the Planning Commission recommended denial. Mr. Carrier expressed concern with this request and having non-conforming structures. He stated that this is a recovering neighborhood and expressed concern with duplexes continuing to be allowed. Mr. Carrier moved to recommend to Town Council denial of the request. Mr. Bustos seconded the motion. All in favor. Planning Committee September 5, 2017 Page 2 of 5 b. Request to annex an approximately 0.13 acre tract of land located at 1378 Old Georgetown Road, identified by TMS No. 559-13-00-030, and depicted on a plat recorded by the Charleston County RMC Office in Plat Book P, Page 033 Ms. Canon reviewed the request with the Committee (attachment 1). Mr. Smith moved to recommend to Town Council approval of the annexation request. Mr. Carrier seconded the motion. All in favor. c. Request to zone AB, Areawide Business District, and UC-OD, Urban Corridor Overlay District, an approximately 0.13 acre tract of land located at 1378 Old Georgetown Road, identified by TMS No. 559-13-00-030, and depicted on a plat recorded by the Charleston County RMC Office in Plat Book P, Page 033. Ms. Canon reviewed the request with the Committee (attachment 1). Mr. Carrier asked about connectivity and if access would be from the frontage road along Johnnie Dodds Boulevard. Ms. Canon answered in the affirmative. Mr. Kyle Hoyt stated that the roadway was re-configured to a cul-de-sac with the only access being to the frontage road to Chuck Dawley Boulevard. Mr. Bustos asked what the county zoning is. Ms. Canon answered that it is zoned commercial. Mr. Hoyt reviewed the request with the Committee. Mr. Smith asked what would be the proposed uses. Mr. Hoyt answered that it would be similar uses as with the existing shopping center. Mr. Carrier asked about the corner property. Mr. Hoyt answered that this parcel would be redeveloped as part of the entire project. Mr. Smith answered that his business was previously located on one of the properties in the area and expressed appreciation with the area being redeveloped. Request to rezone from NC, Neighborhood Commercial District, and OP, Office Professional District, to AB, Areawide Business District, and UC-OD, Urban Corridor Overlay District, an approximately 2.66 acre tract of land comprised of four parcels and described as follows: (i) an approximately 0.38 acre parcel located at 1374 Old Georgetown Road, identified by TMS No. 559-13-00-031, and depicted on a plat recorded by the Charleston County RMC Office in Plat Book P, Page 033; (ii) an approximately 1.29 acre parcel located at 1356 Old Georgetown Road, identified by TMS No. 559- 13-00-032, and depicted on a plat recorded by the Charleston County RMC Office in Plat Book V, Page 055; (iii) an approximately 0.67 acre parcel located at 1344 Old Georgetown Road, identified by TMS No. 559-13-00- 033, and depicted as Lot 7B on a plat recorded by the Charleston County RMC Office in Plat Book E66, Page 562; and (iv) an approximately 0.32 acre parcel located at Old Georgetown Road, identified by TMS No. 559-13-00- 050, and depicted as Lot 7A on a plat recorded by the Charleston County RMC Office in Plat Book EL, Page 126. Ms. Canon reviewed the request with the Committee (attachment 1). Mr. Smith moved to recommend to Town Council approval of the rezoning request. Mr. Bustos seconded the motion. All in favor. e. Proposal to amend Zoning Code Section 156.007 of Chapter 156 of the Mount Pleasant Code of Ordinances adding a definition for “Story”. Ms. Farrell reviewed the request with the Committee (attachment 1). She stated that the Planning Commission recommended approval. Mr. Smith asked if this was reviewed by legal staff. Mr. DeMoura answered in the affirmative. Mr. Smith moved to recommend to Town Council approval of the text amendment. Mr. Bustos seconded the motion. All in favor. Planning Committee September 5, 2017 Page 4 of 5 4. Request to annex an approximate 1.5 acre tract of land located at 2839 Highway 17 North and identified by TMS No. 578-00-00-121 5. Request to annex an approximately 0.91 acre tract of land located at 2022 Azimuth Court, identified by TMS No. 561-01-00-030, and depicted on a plat recorded by Charleston County RMC Office in Plat Book BN, Page 191 Mr. Smith moved to recommend to Town Council approval of the annexation requests for both items 4 and 5. Mr. Brimmer seconded the motion. Ms. Farrell reviewed the requests with the Committee (attachment 1). Mr. Brimmer called for a vote on the motion. All in favor. 6. Staff Update on the Affordable Housing Committee Ms. Farrell updated the Committee on the progress of the Affordable Housing Committee. She stated that the first meeting is scheduled for September 12th. Mr. Jack Little introduced himself to the Committee. He thanked the Town for the opportunity to work on this important issue. Mr. Smith thanked Mr. Little for accepting this task. He stated that he looks forward to updates on the work being accomplished to provide more workforce housing within the Town. Mr. Kevin Cunnane, 3032 River Vista Way, suggested that wages for the Town employees should be reviewed as part of the update to the Comprehensive Plan. He suggested that financial aspects such as salaries should be reviewed in conjunction with finding opportunities to provide more affordable housing in the Town. Mr. Brimmer stated that there is a clear work plan that has been defined by Town Council on this issue. He stated that he looks forward to hearing more from Mr. Little and the Affordable Housing Committee. Planning Committee September 5, 2017 Page 5 of 5 7. Staff update on the 2018 Comprehensive Plan process Ms. Boyles updated the Committee on the progress made to the Comprehensive Plan process. She stated that there have been several meetings with the consultants to ensure there is a clear understanding of what needs to be accomplished. She stated that the Comprehensive Plan forum has been selected and is scheduled to meet on September 19th. She stated that there is a separate page on the website to help keep the public up to date on work being accomplished and to provide input during the process. Mr. Smith stated that appreciation for the work staff has done on this issue was noted in a previous Committee meeting. He stated that he wanted to make sure that staff was aware of the appreciation previously noted and commended staff as well for their work.
