Present: Joseph Wren, Chair, Roy Neal, Rodly Millet, Kathy Smith, George Gates,
Don Campbell, Brett Bennett, Michael McCormick.

Mr. Wren called the meeting to order at 5 pm.
1. Approval of the Agenda
Ms. Smith moved for approval of the agenda. Mr. Neal seconded the motion.
All in favor.
2. Approval of Minutes from October 23 Meeting
Ms. Smith moved for approval of the minutes. Mr. Neal seconded the motion.
All in favor.
3. Update on Planning Commission Recommendations
Ms. Canon reviewed Town Council decisions with the Commission.
4. Correspondence
No additional correspondence was received.
5. General Public Comment
There being no public comment, Mr. Wren continued with the agenda.
6. Requests
A. Case #: R-27-19, Request to rezone from R-1, Low Density Residential
District, to NC, Neighborhood Commercial District. Property is currently

improved with a business, located at 1242 White Flat Road. Parcel ID (TMS
No.): 517-11-00-001
Ms. Canon reviewed staff comments with the Commission (attachment 1).
Mr. Trevor Cangelosi and Mr. Jeff Ross reviewed the request with the
Commission.
There being no comments, Mr. Wren closed the public hearing.
Mr. Millet moved for approval of the request. Ms. Smith seconded the
motion. All in favor.
B. Proposal to amend Section 156.201(I)(2)(c), of Chapter 156, Zoning Code,
of the Mount Pleasant Code of Ordinances pertaining to the vision corridor
provision of the Critical Line Buffer. Proposed changes include language
clarifying that the vision corridor provision only applies to residential
property; clearing cannot occur for the benefit of an adjoining property
owner; the 33 percent clearing requirement cannot be incremental and
must remain unified; and how the Critical Line Buffer and Vision Corridor is
measured.
Ms. Canon and Mr. Bernard reviewed staff comments with the Commission
(attachment 1).
Mr. Cap Prescott, 213 South Plaza Court, stated that the Renaissance is located
in the Waterfront Gateway District that was established to provide enhanced
areas along the waterfront and expand water access. He suggested that the
proposed change would be a significant change and would be against the
Comprehensive Plan recommendation and the intent of the Waterfront
Gateway District. He suggested that the vision corridor is vertical vision and not
horizontal.
Mr. Shaun Willis, attorney for I’On HOA, showed a map of the I’On buffer for the
Commission. He suggested that because of the configuration of the HOA buffer,
there would only be allowed one section for the view corridor and would
mean that some of the residents would not be able to take advantage.
Mr. Lee Gastley, SWA, agrees that there should be a better way to measure
the vision corridor. He stated that there should be flexibility in the way the

administered and should be allowed to be broken up into sections, particularly
where the buffer is lengthy and expands a larger piece of property. He also
suggested that the vision corridor should be allowed for commercial properties
as well.
Mr. Sid Boone, attorney for Nimlorp, suggested that commercial properties
should be allowed to have a vision corridor. He suggested that because the
stumps of the trees are required to remain, clearing for a vision corridor would
not cause a runoff issue. He asked that the proposed text be denied and revised
to include commercial property and that those with existing vision corridors be
able to maintain them.
Ms. LeAnn Adkins, 34 Hopetown Rd, stated that the ordinance established in
January 2000 allows for multiple corridors as long as it does not exceed 33%.
She suggested that the intent is better met if multiple sections are allowed as
opposed to only one section.
There being no further comments, Mr. Wren closed the public hearing.
Mr. Gates moved for deferral to the next meeting to allow staff and
participants to revise the text so that it is better clarified and easier to
understand. Mr. Wren seconded the motion.
The Commission discussed what changes to the proposed text should be
considered, whether the vision corridor should be allowed for commercial
property, and how vision corridors on HOA property should be handled.
Mr. Wren called for a vote on the motion. All in favor.
C. Approval of street name for the Retreat at Carolina Park Phase F2. Street
names include Clambank Drive and Point Hope Drive
Mr. Neal moved for approval. Mr. Millet seconded the motion. All in favor.
There being no further business, the meeting adjourned at 6:12 pm.
