TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE NOVEMBER 4, 2019 MINUTES Municipal Complex, Committee Meeting Room PowerPoint Presentation Present: Joe Bustos, Chair, Bob Brimmer, Guang Ming Whitley, Tom O'Rourke. Staff: Eric DeMoura, Jeff Ulma, David Pagliarini, Michele Canon, Eddie Bernard, Jane Yager-Baumrind Mr. Bustos called the meeting to order at 12:00 pm. 1. Approval of Minutes from the October 1, 2019 meeting Ms. Whitley moved for approval. Mr. O’Rourke seconded the motion. All in favor. 2. Public Comments Ms. Pam Ireland, 820 Fiddler’s Point Lane, spoke regarding building heights. She distributed information and a map to the Committee for review. She stated that there is property in the Mathis Ferry Road/Wingo Way area that is for sale and suggested that the building height should be reviewed in this area prior to this property being sold. She suggested that the building heights should be lowered to 55 feet. Ms. Lucy Gordon, 1551 Ben Sawyer, spoke regarding building heights. She suggested that the building heights should be lowered to 45 and 55 feet, including the areas in the overlay district. 3. Employee years of service recognition Mr. Ulma recognized Jane Yager-Baumrind for five years of service and Eddie Bernard for 20 years of service. 4. Proclamation of November 8, 2019 as World Town Planning Day Mr. DeMoura read a proclamation for World Town Planning Day. Planning Committee November 4, 2019 Page 2 of 6 5. Old Business a. Request to annex an approximately 0.68 acre tract of land located at 4586 Cape Island Drive, identified by TMS No. 617-14-00-021 and depicted on a plat as Lot 46, Block C, Phase I recorded by Charleston County ROD Office in Plat Book EA, Page 699. (Deferred from October Planning Committee—item has been withdrawn by the applicant) This item was withdrawn by the applicant. 6. Annexations a. A-14-19: 3685 Colonel Vanderhorst Circle. Request to annex an approximately 1.09 acre tract of land located at 3685 Colonel Vanderhorst Circle, identified by TMS No. 594-03-00-081 and depicted on a plat as Lot 3685, Block 1B1 recorded by Charleston County ROD Office in Plat Book CF, Page 4. Mr. Ulma reviewed the request with the Committee. Ms. Whitley moved to recommend to Town Council approval. Mr. O’Rourke seconded the motion. All in favor. b. A-16-19: 418 Gurley Street. Request to annex an approximately 0.72 acre tract of land located at 418 Gurley Street, identified by TMS No. 556-00-00- 329 and depicted in a deed as Tract 2B(1) recorded by Charleston County ROD Office in Deed Book B161, Page 862. Mr. Ulma reviewed the request with the Committee. Ms. Whitley moved to recommend to Town Council approval of the request. Mr. O’Rourke seconded the motion. All in favor. c. A-18-19: 4149 Colonel Vanderhorst Circle. Request to annex an approximately 1.3 acre tract of land located at 4149 Colonel Vanderhorst Circle, identified by TMS No. 594-03-00-052 and depicted in a plat as Lot 4149, Block 1A recorded by Charleston County ROD Office in Plat Book CF, Pages 11 through 21. Mr. Ulma reviewed the request with the Committee. Ms. Whitley moved for approval of the annexation. Mr. O’Rourke seconded the motion. All in favor. 7. Review of Planning Commission recommendations from the October 23, 2019 meeting and associated Annexations a. A-15-19: 453 West Coleman Blvd. Request to annex an approximately 1.28 acre tract of land located at 453 West Coleman Blvd, identified by TMS No. 517-11-00-001 and depicted on a plat recorded by Charleston County ROD Office in Plat Book U, Page 62. Ms. Canon reviewed the request with the Committee. Ms. Whitley moved to recommend to Town Council approval of the annexation request. Mr. O’Rourke seconded the motion. All in favor. b. R-24-19: 453 W. Coleman Boulevard. Request to zone AB, Areawide Business District, an approximately 0.58 acre portion of a 1.28 acre tract of land and CO, Conservation Open Space, the remaining 0.70 acre portion. Property is currently improved with a business. Parcel ID (TMS No.): 517- 11-00-001 Ms. Canon reviewed the request with the Committee. Request to annex an approximately 14.26 acre tract of land (14.59 acre according to Charleston County Tax Records) comprised of eight parcels located at 3204, 3218, 3228, and 3236 Highway 17 North and 1121, 1123, 1125, and 1133 Joe Bryant Court, identified by TMS No. 598-00-00-008, -010, -011, -012, -018, -020, -025, - 059 and depicted in Plat Book P, Page 116, in Plat Book S13, Page 0031, as Lot A in Plat Book V, Page 162, in an Exhibit provided by Charleston County GIS, as Lot E in Plat Book T, Page 111, as Lots C-1 and C-2 in Plat Book DD, Page 624, and as Lot F in Plat Book BF, Page 101, all recorded by the Charleston County ROD Office. Ms. Canon reviewed the request with the Committee. Mr. Brimmer moved to recommend to Town Council approval of the annexation. Mr. O’Rourke seconded the motion. All in favor. d. Request to zone AB, Areawide Business District, an approximately 14.59 acre (according to Charleston County Tax Records) tract of land comprised of eight parcels to be developed as the Mount Pleasant Racquet Club. Parcel ID (TMS No): 598- 00-00-008, -010, -011, -012, -018, -020, -025 and -059 Ms. Canon reviewed the request with the Committee. Ms. Whitley moved to recommend to Town Council approval of the zoning request. Mr. O’Rourke seconded the motion. All in favor. e. A-17-19: 1733 and 1735 Highway 17 North. Request to annex an approximately 2.16 acre tract of land (2.14 acre according to Charleston County Tax Records) comprised of two parcels located at 1733 and 1735 Highway 17 North, identified by TMS No. 558-00-00-062 and -063 and depicted as Lot 4 in Plat Book EJ, Page 701 and as Tract 12 in Plat Book DA, Page 469, all recorded by the Charleston County ROD Office. Mr. O’Rourke seconded the motion. All in favor. f. R-26-19: 1733 and 1735 Highway 17 North. Request to zone AB, Areawide Business District, an approximately 0.47 acre tract of land and an approximately 0.17 acre portion of a 1.67 acre tract of land, and a request to annex and zone AB-2, Areawide Business-2 District, the remaining 1.50 acre portion of the latter 1.67 acre tract of land. The back 1.67 acre tract of land is currently improved with a business. Parcel ID (TMS No.): 558-00-00- 062 and 558-00-00-063 Ms. Canon reviewed the request with the Committee. Ms. Whitley moved to recommend to Town Council approval of the zoning request. Mr. O’Rourke seconded the motion. Mr. Tim Ascue, owner, stated that the reason for the two separate zonings was based on the existing uses. Mr. Bustos called for a vote on the motion. Motion passed on a 3 to 1 vote with Ms. Whitley, Mr. Bustos and Mr. O’Rourke in favor; Mr. Brimmer opposed. g. Proposal to amend various sections of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, including Section 156.007, Definitions, Section 156.325, Principal Use Table, Section 156.326, Principal Use Conditions, and elsewhere within Chapter 156 by modifying all provisions related to Bed and Breakfast, Short Term Rental, etc., to make consistent with the newly adopted Short Term Rental Ordinance (Ord. No. 19048). Ms. Canon reviewed the request with the Committee. Ms. Whitley moved to recommend to Town Council approval. Mr. O’Rourke seconded the motion. All in favor. Planning Committee November 4, 2019 Page 6 of 6 8. Consideration and Amendment to Chapter 150: Building Regulations, to adopt 2018 changes to Codes Adopted by Reference. Mr. Ulma reviewed the request with the Committee. Mr. Brimmer moved to recommend to Town Council approval of the request. Mr. O’Rourke seconded the motion. All in favor. 9. Continued discussion of building heights in the Johnnie Dodds and Chuck Dawley portions of the Boulevard Overlay District Mr. Ulma reviewed the request with the Committee. The Committee discussed further lowering the building heights at either end of Johnnie Dodds and Bowman Road to 55 feet. Ms. Whitley moved to recommend to Town Council moving forward with Option B to have a step down of building height to 65 feet as indicated on the height map presented. Mr. O’Rourke seconded the motion. All in favor. The Committee thanked Mr. Brimmer for his service on Town Council and the Planning Committee. Mr. Brimmer thanked the Planning Committee and staff for their work. He stated that he has enjoyed working with staff and Town Council over the past eleven years as a member of the Planning Commission, Town Council and Planning Committee.
