Mr. Wren called the meeting to order at 5:05 pm.
1. Approval of the Agenda
Ms. Smith moved for approval of the agenda. Mr. Neal seconded the motion. All
in favor.
2. Approval of Minutes from January 22nd Meeting
Mr. Neal moved for approval of the minutes. Mr. Millet seconded the motion. All
in favor.
3. Update on Planning Commission Recommendations
Ms. Canon reviewed the Town Council decisions with the Commission.
4. Correspondence
All correspondence was included with the agenda.
5. General Public Comment
There being no comments, Mr. Wren continued with the agenda.
6. Requests
A. Rezoning Case: R-19-2020, Request is to rezone one parcel approximately 0.11
acres (4,792 sf) located at 1093 Washrich Street (within the Subdivison known
as Armsway near the intersection of Rifle Range Road and Myrick Road) from
R-1, Low Density Residential District, to R-4, Medium Density Residential
District. The proposed district allows single family residential development on
individual lots containing a minimum of 4,000 square feet.
Ownership and Property Identification: Lavonne White. 1093 Washrich Street
(Armsway Subdivision). TMS No. 532-08-00-037.
Zoning Information: Current Zoning is R-1, Low Density Residential District;
Proposed Zoning is R-4, Medium Density Residential District.
Ms. Canon reviewed staff comments with the Commission.
There being no comments, Mr. Wren closed the public hearing
Mr. Millet moved for approval of the request. Ms. Smith seconded the motion.

B. Rezoning Case: R-20-2020 This petition is to rezone two parcels approximately
0.47 acres located at the intersection of Bowman Road and White Flat Road.
One parcel is zoned R-1, Low Density Residential District, and is improved with
an office that was converted from a single family residence. The other parcel
is zoned PD, Planned Development District, and is vacant except for an off-site
sign for the Watermark Development. The applicant wishes to rezone both
parcels to OP, Office Professional District.
Ownership and Property Identification: Ross, Cangelosi & Associates, LLC.
1242 White Flat Road. TMS No’s. 560-02-00-005, and -047.
Zoning Information: Current Zoning is R-1, Low Density Residential District,
and PD, Planned Development District; Proposed Zoning is OP, Office
Professional District.
Ms. Canon reviewed staff comments with the Commission. She stated that
the request for 1236 White Flat Road was withdrawn by the applicant.
Trevor Cangelosi and Jeff Ross reviewed the request with the Commission.
Mr. Mike Basher, 1235 White Flat Road, stated that there is a septic system
business on one of the adjacent properties, but it is a small business.
Mr. Greg White, 1233 White Flat Road, stated that the septic business is a home-
based business with only an office space located on site. He stated that his family
has owned the property for over 40 years and suggested that it should not be
assumed that the area is going commercial. He suggested that rezoning to a
commercial zoning would affect the residential character of the neighborhood.
He stated that he is opposed to the rezoning.
There being no further comments, Mr. Wren closed the public hearing.
Mr. Cangelosi suggested that his request should be considered as a separate
request and if other properties in the area would like to rezone at a later date,
then that should be separately considered.
Mr. Neal moved for approval of the request with the withdrawal of 1236
White Flat Road. Mr. Millet seconded the motion. All in favor.
C. Rezoning Case: R-21-20 This petition is to amend the Long Point PD, Planned
Development District Ordinance, specifically pertaining to a 5.98 acre parcel
designated as Tract 12 of the PD located near the intersection of Needlerush
Parkway and Mount Royall Drive. The proposed amendment would allow the
erection, operation and maintenance of a wireless communications facility
including a tower not to exceed 14 feet in height. The property is currently
improved with the neighborhood amenity center.

Zoning Information: Current Zoning is PD, Planned Development District
Mr. Wren stated that the applicant has requested a deferral of this

Mr. Neal moved for approval of the request to defer this request. Ms.
Smith seconded them motion.
Mr. Pagliarini clarified that there was a clerical error and misunderstanding
regarding this request. He stated that since this is a mutual misunderstanding
and the public hearing is not being opened for this item, so the request would
not be considered a denial and could be deferred.
Mr. Wren called for a vote on the motion. All in favor.
D. Proposal to amend Zoning Code Section 156.007, Definitions, pertaining to the
definition of Impervious Surface. Proposed changes include revised language
clarifying the definition of Impervious Surface as it relates to administering
limitations on overhangs, building eaves, and the like. This will help to better
meet the intent and purpose of regulations.
Mr. Mitchell reviewed staff comments with the Commission.
There being no comments, Mr. Wren closed the public hearing.
Mr. Neal moved for approval of the request. Ms. Smith seconded the motion.
All in favor.
E. Discuss an ordinance amendment pertaining to managing vines and all
invasive species in the buffer areas.
Mr. Mitchell and Mr. Bernard reviewed staff comments with the Commission.
The Commission discussed invasive vines and which option would be the best in
moving forward. The Commission discussed providing more education and only
using certified contractors.
The Commission agreed to continue discussion at the next meeting.
Ms. Canon stated that due to the number of new members, staff would suggest a
training session. The Commission agreed to have a special meeting prior to the
March meeting.
The Commission agreed to schedule a special meeting to discuss non-conformities.
There being no further business, the meeting adjourned at 6:20 pm.
