TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE FEBRUARY 3, 2020 MINUTES Municipal Complex, Committee Meeting Room, 3rd Floor Attachment 1—Staff Report PowerPoint Presentation Present: Guang Ming Whitley, Chair, Laura Hyatt, Howard Chapman, Brenda Corley. Staff: Eric DeMoura, Jeff Ulma, Michele Canon, Susan Bettelli Ms. Whitley called the meeting to order at 12:30 pm. 1. Approval of Minutes from the January 6, 2020 meeting Ms. Corley moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 2. Public Comments Ms. Lucy Gordon, 1551 Ben Sawyer, spoke regarding non-conforming properties. She suggested that the ordinance states that the property must come into compliance if building is more than 50%. She stated that surrounding municipalities exempt height, building structures, etc. She suggested that the ordinance should be changed. Mr. David Quick, 1502 Village Square, suggested the amount of tree canopy loss should be reviewed and more greener ways to develop should be considered. He suggested that more staff for the Planning Department should be considered as well as taking better advantage of the Tree Bank Fund to provide more trees within the Town. He also suggested that a Resilience and Sustainability Committee should be considered to review these types of issues. He suggested that there should be more focus on these issues. Mr. Eddie Ferra, 950 Key Colony Court, spoke regarding the rezonings of Key Colony Court. He stated that this is proposed to allow the homes to be rebuilt to the current standards in the event of damage due to a storm event. He suggested that the homeowner should be allowed to rebuild and the request should be approved. Planning Committee February 3, 2020 Page 2 of 6 Mr. Moe Jamali, 976 Key Colony Court, spoke regarding the rezoning of Key Colony Court and expressed concern with not being able to rebuild in the event of damage to a storm event. He suggested that the homes should be allowed to rebuild. He stated that this is an issue that affects a number of residents and should be approved. Ms. Pat Sullivan, 1002 Plantation Court, spoke regarding the issue of preserving scenic highways. She expressed concern with tractor-trailers and buses allowed to drive down scenic highways as it can damage limbs on the trees. Mr. David Basto, Sullivans Point, spoke regarding the rezonings of Key Colony Court and suggested that this should be approved so that they can rebuild their homes if damaged during a storm event. He stated that residents have made an investment in their homes and should be able to rebuild. Mr. Roy Olson, Sullivans Point, spoke regarding rezoning of Key Colony Court, and suggested that the rezoning should be approved so that they can be rebuilt if damaged during a storm event. 3. Employee years of service recognition Mr. Ulma recognized Susan Bettelli for fifteen years of service. 4. Annexations a. A-2-20. 1770 Snowden Road. Request to annex an approximately 0.8 acre tract of land located at 1770 Snowden Road , identified by TMS No. 556- 00-00-003 and depicted on a plat as Tract 1 recorded by Charleston County ROD Office in Plat Book AT, Page 144. Ms. Canon reviewed the request with the Committee (attachment 1). Mr. Chapman moved to recommend to Town Council approval of the request. Ms. Corley seconded the motion. All in favor. 5. Review of Planning Commission recommendations from the January 22, 2020 meeting a. R-1-20. 950, 952 and 954 Key Colony Court. Request to rezone from AB, Areawide Business District, to TH, Townhouse District, an approximately Planning Committee February 3, 2020 Page 3 of 6 0.16 acre tract of land comprised of three (3) parcels; and to reinstate the overlay district known as the UC-CBS, Coleman-Ben Sawyer Urban Corridor Overlay District then in effect at the time of permit issuance to render the properties compliant with permitted uses and development standards of the same. The properties are further identified by TMS No’s. 532-15-00-207, -206 and -205, respectively, and are depicted on a plat recorded by the Charleston County ROD Office in Plat Book L15, Page 0587. b. R-2-20. 956, 962, 964, 966, 968, 970, 972, 974, 976, 978, 980, 982 and 984 Key Colony Court. Request to rezone from AB, Areawide Business District, to R-4, Medium Density Residential District, an approximately 0.59 acre tract of land comprised of thirteen (13) parcels; and to reinstate the overlay district known as the UC-CBS, Coleman-Ben Sawyer Urban Corridor Overlay District (now known as the Boulevard Overlay District) then in effect at the time of permit issuance to render the properties compliant with permitted uses and development standards of the same. Properties are further identified by TMS No’s. 532-15-00-204, -202, -201, -200, -199, -198, -197, -196, -195, -194, -193, -192 and -191, respectively, and are depicted on a plat recorded by the Charleston County ROD Office in Plat Book L15, Page 0587. c. R-3-20. 992 and 994 Key Colony Court. Request to rezone from AB, Areawide Business District, to R-3, Medium Density Residential District, an approximately 0.06 acre tract of land comprised of two (2) parcels; and to reinstate the overlay district known as the UC-CBS, Coleman-Ben Sawyer Urban Corridor Overlay District then in effect at the time of permit issuance to render the properties compliant with permitted uses and development standards of the same. Properties are further identified by TMS No’s. 532-15-00-188 and 532-15-00-187 and are depicted on a plat recorded by the Charleston County ROD Office in Plat Book L15, Page 0587. Ms. Canon reviewed the request with the Committee (attachment 1). Ms. Whitely moved to recommend to Town Council approval of the rezoning for items 5A, 5B, and 5C with the property not to be included in the overlay district. Mr. Chapman seconded the motion. Motion passed on a 3 to 1 vote with Ms. Whitley, Mr. Chapan, and Ms. Hyatt in favor; Ms. Corley opposed. Planning Committee February 3, 2020 Page 4 of 6 Mr. Chapman moved to recommend to Town Council approval for the properties to be put back in the overlay district with all rights and remedies allowed when the homes were originally constructed. Motion failed due to the lack of a second. d. Proposal to amend various provisions in sections 156.318 (Boulevard Overlay District) and 156.320 (Waterfront Gateway District) of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances pertaining to the reduction of existing building height limits in portions of the Boulevard Overlay District and the Waterfront Gateway District. Affected areas are (1) near the base of the Ravenel Bridge (in the vicinity of Johnnie Dodds Boulevard, Wingo Way, Magrath Darby Boulevard, Mathis Ferry Road and Houston Northcutt Boulevard) and (2) near the US Highway 17/I-526 interchange (Johnnie Dodds Boulevard, Bowman Road, and Stuart Engals Boulevard). Proposed approximate new building heights include the following: 80’ height for a portion of the “Medical Zone” at East Cooper Medical Center; 65’ for portions of Hospitality and Medical Zones; 55’ for McGrath Darby/Houston Northcutt area; 45’ for Bowman/Stuart Engals area; 40’ near Chuck Dawley and Bowman Road; and 55’ for remainder of Johnnie Dodds Boulevard corridor. Also includes a request to amend the official Building Height Plan Map to correspond with the proposed height reductions. Ms. Canon reviewed the request with the Committee (attachment 1). Ms. Corley moved to recommend to Town Council approval of the request. Ms. Hyatt seconded the motion. Motion passed on a 3 to 1 vote with Ms. Corley, Ms. Whitley and Ms. Hyatt in favor; Mr. Chapman opposed. 6. Presentation on the Scenic Highway designation of Mathis Ferry Road and Long Point Road Planning Committee February 3, 2020 Page 5 of 6 Mr. Chapman stated that he asked Mr. Doug MacFarland to address the Committee regarding this issue. He stated that there has been discussion of removing Mathis Ferry and Longpoint Roads from scenic highway designation. Mr. MacFarland addressed the Committee regarding scenic highway designation of Mathis Ferry Road and Longpoint Road. Mr. Chapman moved recommend to Town Council that staff complete a corridor management plan for Mathis Ferry and Longpoint Roads. Ms. Corley seconded the motion. All in favor. 7. Continued Discussion of Settlement Communities Task Force Mr. Ulma reviewed the request with the Committee (attachment 1). The Committee agreed to move forward with the application for the Task Force. 8. Status Report on possible rezoning of school property (Moultrie Middle School) Mr. Ulma stated that staff has reached out to the School District and would provide an update at the next meeting. 9. Discussion and consideration to task the Design Review Board to study and make recommendations regarding building height and number of floors within commercial structures Ms. Whitley stated that this has been discussed in conjunction with discussion of height and non-conforming uses. Mr. Chapman moved to recommend to Town Council approval for the Design Review Board to discuss the issue of building height and number floors and to bring back a recommendation. Ms. Whitley seconded the motion. All in favor. 10. Discussion with regard to greener methods of development Ms. Hyatt stated that she asked this to be discussed. Planning Committee February 3, 2020 Page 6 of 6 The Committee agreed that this should be included in the Comprehensive Plan and that any recommendations should brought back to the Committee for further discussion.
