Mr. Wren called the meeting to order at 5:00 pm.
1. Approval of the Agenda
Ms. Smith moved for approval of the agenda. Mr. Campbell seconded the
motion. All in favor.
2. Approval of Minutes from July 22nd Meeting
Ms. Smith moved for approval of the minutes. Mr. Davis seconded the motion.
All in favor.
3. Update on Planning Commission Recommendations
Ms. Reed reviewed Town Council decisions with the Commission.
4. Correspondence
Ms. Reed stated that all correspondence received within the deadline was
forwarded to the Commission and included with the agenda.
5. General Public Comment
Mr. John Nelson, 623 Leisure Lane, Hidden Cove, stated that the neighborhood
has been working with several entities in order to help with traffic concerns and
safety for the area. He stated that the proposed rezoning at 509 Longpoint Road
would exacerbate this issue.
6. Requests
A. Rezoning Case: R-30-20 Request to annex and zone LI, Light Industrial
District, an approximately 3.93-acre tract of land located on the corner of
Long Point Road and Shipping Lane. Proposed is to redevelop the
property with a Speedway fuel and convenience store facility, located at
509 Longpoint Road. TMS No. 537-00-00-005
Ms. Reed reviewed staff comments with the Commission (attachment 1).
Mr. Jonathan Wocher and Mr. Bill Hall reviewed the request with the
Commission.

Mr. Michael Dunlap, 516 Chimney Bluff Drive, expressed concern with
entering Longpoint Road from Shipping Lane. He expressed concern that this
project would increase traffic in the area. He suggested that it would be a point
of destination for semi-trucks and that it would worsen the traffic in the area.
Mr. John Nelson, 623 Leisure Lane, agreed with Mr. Dunlap that the traffic
is a concern for the area and that there is already truck traffic congesting the
roadway. He expressed concern with traffic control and traffic laws being
broken.
Ms. Linda Seaton, 561 Galera Lane, expressed concern with traffic in the
area. She also expressed concern with environmental issues regarding having
another gas station in the area and that it would impede the quality of life and
sustainable development. She expressed concern that the meeting was not
properly noticed.
There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for denial of the request. Mr. Davis seconded the motion.
Motion passed on a 5 to 1 vote with Mr. Bennett, Mr. Campbell, Mr. Davis, Mr.
Gates and Ms. Smith in favor; Mr. Wren opposed.
B. Rezoning Case: R-31-20 Request to remove an approximately 0.23-acre
tract of land from the Coleman Boulevard Overlay District (CB-OD) and
instead include it in the Chuck Dawley Boulevard Overlay District (CD-
BOD). The underlying AB, Areawide Business District zoning designation
is to remain the same. The property is improved with a dental office and,
if approved, proposed is to do landscape improvements comparable to
the adjacent medical office use in the County, located at 904 Old
Georgetown Road. TMS No. 532-03-00-106
Ms. Reed reviewed staff comments with the Commission (attachment 1).
Mr. David Tomlin, architect, reviewed the request with the Commission.
There being no comments, Mr. Wren closed public hearing.
Ms. Smith moved for approval. Mr. Bennett seconded the motion. All in
favor.
C. Rezoning Case: R-32-20 Request to rezone from AB, Areawide Business
District, to PI-1, Public Institutional-1 District, an approximately 14.26-
acre tract of land located on Coleman Boulevard and known as Moultrie
Middle School. Property is to remain in the BOD, Boulevard Overlay
District. The proposed PI-1 would prohibit a communications tower for
the purpose of commercial use of a private company from locating on
site, located at 645 Coleman Boulevard. TMS No. 532-02-00-030

Ms. Linda Seaton, Galera Lane, asked for an explanation on the difference
between AB and PI zoning. She expressed concern with 5G technology being in
the vicinity of the school and the children.
There being no other comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval. Ms. Ireland seconded the motion. All in
favor.
D. Proposal to amend Section 156.329 of Chapter 156, Zoning Code, of the
Mount Pleasant Code of Ordinances, pertaining to Temporary Uses.
Proposed is to amend the number of permits and timeframes for such
uses, the zoning districts in which they are allowed, and to include certain
additional uses on a longer term or semi-permanent basis than currently
allowed.
Ms. Reed reviewed staff comments with the Commission (attachment 1).
Ms. Seaton expressed concern with the temporary events occurring during
business hours and that it would negatively impact the businesses. She
suggested that the focus should be on the existing businesses.
There being no further comments, Mr. Wren closed the public hearing.
Mr. Bennett moved for approval. Mr. Campbell seconded the motion. All in
favor.
E. Review of Environmental Policy Overview and Watershed Planning
Mr. Mitchell and Ms. Moeser reviewed efforts of other municipalities
regarding stormwater and how staff would like to proceed in taking a more
proactive approach within the Town.
The Commission received this as information.
F. Continued discussion of potential revisions to Zoning Code Sections
156.140, 156.141 and 156.142, pertaining to Nonconforming Lots,
Structures and Uses.
Mr. Ulma reviewed staff recommendations with the Commission
(attachment 1).
The Commission received this as information.
