TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE AUGUST 4, 2020 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: GM Whitley, Chair, Howard Chapman, Laura Hyatt, Brenda Corley. Staff: Eric DeMoura, Jeff Ulma, Liz Boyles, Michele Reed Ms. Whitley called the meeting to order at 2:09 pm. 1. Approval of Minutes from the July 6, 2020 meeting Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the motion. All in favor. 2. Public Comments Ms. Antony Masedo, 1240 Six Mile Road, expressed concern with the annexation and rezoning of the Watts Park property. She expressed concern with not financially being able to move their mobile home. She suggested that this is one of the few areas in MP that has affordable housing. She suggested that they should have the opportunity to purchase the property and remain where they are located. Mr. George Freeman, 1450 Bowman Rd, spoke in opposition of the rezoning of the Watts Park property. He suggested that this is a historic settlement area and the neighborhood should be preserved. Mr. Charlie Carmody, representative of Miller family, spoke regarding the issue of building heights. He asked that the property owners have an opportunity to meet with Town Council prior to a decision being made. Ms. Paula Baldwin, 1240 Six Mile Road, spoke regarding the rezoning of the Watts Park property. She suggested that this is one of the few areas where there Planning Committee August 4, 2020 Page 2 of 6 is affordable housing in MP. She suggested that this affordable housing area should be allowed to remain. Ms. Gwendolyn Smith, 1240 Six Mile Road, spoke concerning the Watts Park rezoning. She suggested that there should be an opportunity to purchase her lot and be able to remain on the property. She suggested that this is an affordable means to live in MP and the mobile homeowners should be able remain in their homes on the property. 3. Employee years of service recognition Ms. Ulma recognized Ms. Reed for five years of service with the Planning Department. 4. Review, discussion and possible action regarding Ordinances 20013 and 20014 both pertaining to building heights in the Waterfront Gateway and Boulevard Overlay Districts Ms. Ulma reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of option F as presented. Ms. Corley seconded the motion. All in favor. 5. Annexations a. A-5-20: 3056 Murduck Drive. Request to annex an approximately 3.98 acre tract of land located at 3056 Murduck Drive, identified by TMS No. 583-00- 00-365 and depicted on a plat as Lot 10-C recorded by Charleston County ROD Office in Plat Book EL, Page 22. Draft Ordinance (deferred from July 6 committee meeting for more information) Mr. Ulma reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the annexation. Ms. Hyatt seconded the motion. Motion failed on a 1 to 3 vote with Ms. Corley in favor; Ms. Whitley, Mr. Chapman, and Mr. Hyatt opposed. b. A-10-20: 1240 Six Mile Road. Request to annex an approximately 11.54 acre tract of land located at 1240 Six Mile Road, identified by TMS No. 558-00- Planning Committee August 4, 2020 Page 3 of 6 00-130 and depicted on a plat as Lot 24 recorded by Charleston County ROD Office in Plat Book W, Page 115. (associated with rezoning case R-29-20) Mr. Ulma stated that the applicant has asked for deferral. Mr. Chapman moved to approve the request for deferral from the applicant for the annexation and zoning requests. Ms. Corley seconded the motion. All in favor. c. A-11-20: 516 Coaxum Road. Request to annex an approximately 0.34 acre tract of land located at 516 Coaxum Road, identified by TMS No. 556-00- 00-113 and depicted on a plat as Lot C recorded by Charleston County ROD Office in Plat Book W94, Page 236. Mr. Chapman moved to recommend to Town Council approval of the annexation. Ms. Corley seconded the motion. All in favor. d. A-12-20: 3804 Gardenhill Road. Request to annex an approximately 1.00 acre tract of land located at 3804 Gardenhill Road, identified by TMS No. 614-00-00-041 and depicted on a plat as Lot 10, Block 1, Tract K recorded by Charleston County ROD Office in Plat Book CC, Page 6. (associated with rezoning case R-28-20) Mr. Ulma stated that the applicant has withdrawn the request. 6. Review of Planning Commission recommendations from the July 22, 2020 meeting a. Rezoning Case: R-26-20, 217 Church Street. Application to remove an approximately 0.18-acre tract of land zoned R-2, Low Density Residential District, from the OVHD, Old Village Historic District, and instead place in the BOD, Boulevard Overlay District. Ownership and Property Identification: John D. Sayre, Jr. 217 Church Street. TMS No. 517-15-00- 025. Ms. Reed stated that the applicant has requested deferral. Mr. Chapman moved for approval of the deferral request from the applicant. Ms. Corley seconded the motion. All in favor. Planning Committee August 4, 2020 Page 4 of 6 b. Rezoning Case: R-27-20, 986 and 988 Key Colony Court. Application to rezone an approximately 0.04-acre tract of land comprised of two parcels located in Sullivan’s Pointe Subdivision off Ben Sawyer Boulevard from AB, Areawide Business District, to R-3, Medium Density Residential District. Further is a request to reinstate the overlay district known as the UC-CBS, Coleman-Ben Sawyer Urban Corridor Overlay District then in effect at the time of permit issuance to render the properties compliant with permitted uses and development standards of the same. Ownership and Property Identification: FHG 986/988 Key Colony Court LLC. 986 and 988 Key Colony Court. TMS No’s. 532-15-00-189 and -190. Mr. Chapman moved to recommend to Town Council approval of the request. Ms. Corley seconded the motion. All in favor. c. Rezoning Case: R-28-20, 3804 Garden Hill Road. This application is to apply initial Town zoning of R-4, Medium Density Residential District, on an approximately 1.00-acre tract of land located in the Ten Mile Community. Current Zoning is R-4, Single Family Residential in Charleston County. Ownership and Property Identification: J. Eardley. TMS No. 614- 00-00-041. The applicant withdrew this request. d. Rezoning Case: R-29-20, 1240 Six Mile Road. This petition is to apply initial Town zoning of R-4, Medium Density Residential District, an approximately 11.54-acre tract of land located off Six Mile Road and known as Watts Mobile Home Park. This petition does not include a request to be included in the SB-OD, Sweetgrass Basket Overlay District. Current Zoning is S-3, Special Management-3 District and OD-MP-SBA, Mount Pleasant Overlay District in Charleston County. Ownership and Property Identification: Watts Park Inc. 1240 Six Mile Road. TMS No. 558- 00-00-130. The Committee agreed to defer this issue along with the annexation. e. Zoning Ordinance Text Amendment. Proposal to amend Sections 156.151 and 156.162 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Planning Committee August 4, 2020 Page 5 of 6 Ordinances pertaining to the definition of a SIGN, and the measurement of area and the treatment of Temporary Signs in public road right of ways. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the request. Ms. Corley seconded the motion. All in favor. 7. Zoning Code & Land Development Regulations Assessment: Presentation by consultants reporting results and recommendations of the Development Codes Technical Evaluation. This is Phase 1 of a complete update of the Town’s zoning and subdivision regulations. Ms. Boyles reviewed the request with the Committee and introduced Ms. Kelly Cousino and Mr. Tyson Smith. Mr. Tyson Smith and Ms. Kelly Cousino reviewed the recommendations and recommended timeline with the Committee. The Committee received this as information. 8. Planning Commission report and recommendations regarding the potential treatment of nonconforming properties. Mr. Ulma reviewed the issue with the Committee The Committee agreed that staff should continue working on revisions and bring back to the Committee. 9. Status Report on Applications to Serve on the Settlement Communities Task Force Ms. Boyles reviewed this item with the Committee. The Committee agreed that the applications should be forwarded to Town Council for selection of members at the September Town Council meeting. Planning Committee August 4, 2020 Page 6 of 6 10. Discussion and possible action to consider allowing temporary structures such as tents or trailers through an emergency ordinance for schools and churches in order to allow for greater social distancing Ms. Whitley stated that she asked for this item to be discussed. Ms. Corley moved to recommend to Town Council approval of an emergency ordinance to allow temporary structures for schools and churches to allow more social distancing.
