TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION OCTOBER 21, 2020 MINUTES Attachment 1—Staff Report PowerPoint Presentation Present: Joseph Wren, Chair, Michael McCormick, Brett Bennett, Kathy Smith, Don Campbell, Gary Davis, George Gates, Pam Ireland, Bruce Koedding. Staff: Jeff Ulma, Michele Reed, Kevin Mitchell, Heidi Moeser, Kara Campbell, Lynnette Lynes Mr. Wren called the meeting to order at 5:02 pm. 1. Approval of the Agenda Ms. Smith moved for approval of the agenda. Mr. Campbell seconded the motion. All in favor. 2. Approval of Minutes from September 23rd Regular Meeting Mr. Gates moved for approval of the minutes with the following corrections: ➢ Inclusion of written notification from Mr. McCormick for recusal ➢ Inclusion of correspondence from Town Attorney Mr. Wren seconded the motion. All in favor. 3. Update on Planning Commission Recommendations Ms. Reed reviewed Town Council decisions with the Commission. 4. Correspondence 5. General Public Comment There being no additional correspondence or public comment, Mr. Wren continued with the agenda. 6. Requests A. Rezoning Case R-35-20, Request to amend the Dunes West Park West PD, Planned Development District Ordinance (Ordinance R-13-90, as amended), by removing an approximately 1.38 acre parcel from the TC, Town Center land use designation and instead designating it for PI, Public Institutional uses on the official Dunes West Park West Zoning Map, located at 3404 Turgot Lane. TMS No. 598-00-00-389 Ms. Reed reviewed staff comments with the Commission (attachment 1). Ms. Sarah Rogers, 3420 Henrietta Hartford, reviewed the request with the Commission. There being no comments, Mr. Wren closed the public hearing. Planning Commission Agenda October 21, 2020 Page 2 of 3 Ms. Smith moved for approval of the request. Ms. Ireland seconded the motion. All in favor. B. Sketch Plan SP-08-20, Sketch Plan approval for 753 Winthrop Street, a proposal to subdivide one lot into two (2) buildable lots. Located at 753 Winthrop Street. TMS No. 532-06-00-252 Mr. Mitchell reviewed staff comments with the Commission (attachment 1). Mr. Wofford Stribling, Patriots Civil Engineering, reviewed the request with the Commission. Ms. Smith moved for approval of the request. Mr. Wren seconded the motion. Motion passed on a 8 to 1 vote with Mr. Koedding, Mr. Campbell, Mr. Davis, Mr. Gates, Mr. Wren, Ms. Smith, Mr. McCormick, and Ms. Ireland in favor; Mr. Bennett opposed. C. Continued discussion on implementing an Environmental Policy Program for the Town. Staff will introduce an initiative to create a homeowner’s guide for better environmental living with a focus on providing common sense information to help detached single family homeowners live more environmentally friendly. Ms. Campbell reviewed the program with the Commission (attachment 1). The Commission discussed how the importance of environmentally friendly community can be accomplished. Mr. Mitchell and Ms. Campbell stated that staff would finalize the homeowner’s guide and bring back to the Commission. The Commission received this as information. D. Planning Commission requested discussion to address stormwater reviews and a possible procedural change particularly involving new construction in Old Mount Pleasant. Staff will be discussing the Special Stormwater Management Area Ordinance, the Impervious Surface Overlay District, and the internal procedure for reviewing stormwater management plans for new development inside this area. Mr. Mitchell reviewed the proposed changes with the Commission (attachment 1). The Commission agreed that staff would bring back a recommendation of amendments to Zoning Code Chapter 152, Flood Damage Prevention, and any associated amendments for consistency.
