Ms. Whitley called the meeting to order at 3:56 pm.
1. Approval of Minutes from the August 31, 2020 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the motion.
All in favor.
2. Public Comments
Mr. George Freeman, 1450 Bowman Rd, spoke regarding the rezoning of property
on Six Mile Road. He stated that he is against the request and asked that the Six Mile
Community and overlay district be maintained.
Mr. George Bixler, 144 4th Ave, spoke regarding short-term rentals. He
encouraged the Committee to continue with the ordinance as originally approved. He
suggested that there is no need for any amendments.
Ms. Cindy Watts spoke regarding 1240 Six Mile Road and stated that this request
is to help provide affordable housing and additional income for the family. She stated
that they have provided sufficient notice to the residents that the mobile home park
would be closing in Feb 2021. She asked that the request be approved.
Mr. John Betch spoke in favor of short-term rentals. He stated that they are
downsizing and would like to have the ability to utilize short-term rentals as a source
of additional income. He stated that they have had success with short-term rentals,
with the exception of disputes with a neighbor. He suggested that the issue of
violations should be reviewed so that the owners and renters are not harassed by
neighbors.

Mr. Chris Donato, representative of Ms. Watts, spoke regarding the rezoning on
Six Mile Road. He suggested that this is a redevelopment project. He stated that
approving the annexation and rezoning would allow the property to be redeveloped
with 30% open space throughout the development. He stated that the lots would be
smaller, but it would be a smarter development. He stated that this would also allow
for conversion from septic tanks.
3. Old Business
a. Rezoning: R-24-20, Carolina Park Recreation Center. Request to amend the
Carolina Park PD, Planned Development District Ordinance, pertaining to
Exhibit C, Carolina Park Land Use Table. Proposed amendment would allow
Communication Towers as a Conditional Use in the Carolina Park-Active
Park (CPAP) District. This use is currently only allowed in the Carolina Park-
Industrial (CPI) District. (deferred from July Planning Committee)
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion.
Mr. Jonathan Yates reviewed the request with the Committee.
Ms. Whitley called for a vote on the motion. All in favor.
b. A-10-20: 1240 Six Mile Road. Request to annex an approximately 11.54- acre
tract of land located at 1240 Six Mile Road, identified by TMS No. 558- 00-
00-130 and depicted on a plat as Lot 24 recorded by Charleston County ROD
Office in Plat Book W, Page 115. (Associated with rezoning case R-29- 20 &
Deferred from August (& September) Planning Committee meetings)
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
c. Rezoning Case: R-29-20, 1240 Six Mile Road. This petition is to apply initial
Town zoning of R-4, Medium Density Residential District, an approximately

11.54-acre tract of land located off Six Mile Road and known as Watts
Mobile Home Park. This petition does not include a request to be included
in the SB-OD, Sweetgrass Basket Overlay District. Current Zoning is S-3,
Special Management-3 District and OD-MP-SBA, Mount Pleasant Overlay
District in Charleston County. Ownership and Property Identification: draft

Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council denial of the request for
rezoning. Ms. Corley seconded the motion. All in favor.
4. Annexations
a. A-14-20: 2841 Parkers Island Road. Request to annex an approximately 3.95
acre tract of land located at 2841 Parkers Island Road, identified by TMS No.
583-00-00-369 and depicted on a plat recorded by Charleston County ROD
Office in Plat Book EG, Page 488.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend Town Council approval of the request.
Ms. Hyatt seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the September 23,
2020 meeting
a. Rezoning, R-33-20, Request rezone from AB, Areawide Business District, to
AB2, Areawide Business-2 District, an approximately 14.59-acre (according
to Charleston County Tax Records) tract of land comprised of eight parcels,
located off Highway 17 North. TMS No.’s 598-00-00-008, 598-00-00-010
through -012, 598- 00-00-018, 598-00-00-020, 598-00-00-025 and 598-00-00-
059.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council denial of the request.
Ms. Corley seconded the motion. All in favor.

b. Rezoning R-34-20, Request to amend the Gregorie Ferry Landing PD-MU-SR,
Planned Development-Mixed Use Suburban-Rural District, (Ordinance No.
06082, as amended), by clarifying that the additional multi-family units to
be utilized for workforce housing may be comprised of one (1) building or
multiple buildings, not to exceed a maximum of 42 units, located off
Winnowing Way near its intersection with Gregory Ferry Road. TMS No.
580-00-00-013
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Hyatt seconded the motion. All in favor.
c. Proposal to amend Sections 156.140 - 156.142 of Chapter 156, Zoning Code,
of the Mount Pleasant Code of Ordinances, pertaining to Nonconforming
Lots, Structures and Uses. Proposed is amended language that differentiates
treatment based on damage or destruction due to neglect, natural and/or
man-made hazards.
Mr. Ulma stated that staff would like to withdraw this item to continue to
work on this issue and then bring it back to the Committee.
The Committee accepted the withdrawal.
6. Consideration of Amendments to the Flood Damage Prevention Ordinance,
Ch. 152 (to meet new FEMA Floodplain Study & Maps)
Mr. Rob Rogerson reviewed the changes to the FEMA maps with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the amendments
as presented. Ms. Corley seconded the motion. All in favor.
7. Information regarding emerging issues and potential changes to the Short-
Term Rental regulations
Ms. Reed reviewed the request with the Committee.
The Committee agreed that staff should work on adjustments to the ordinance and
bring back those changes.

8. Informational report from Design Review Board on building height
measurement (feet versus stories)
Mr. Ulma reviewed this issue with the Committee.
The Committee agreed that staff should continue working on this issue in conjunction
with the zoning code update.
9. Discussion and action regarding Redevelopment Center recommendations
within the Draft Comprehensive Plan
Mr. Ulma reviewed this item with the Committee.
Ms. Corley moved to recommend to Town Council for approval to include changes
to vision statement as presented; add option 2.C.2. and remove language limiting
changes in regulatory section. Ms. Hyatt seconded the motion. Motion passed on a 3
to 1 vote with Ms. Corley, Ms. Whitley, and Ms. Hyatt in favor; Mr. Chapman opposed.
10. Executive Session, if needed, to receive legal advice regarding Redevelopment
Center recommendations within the Draft Comprehensive Plan
No executive session needed.
11. Executive Session to review applications and recommendation of members to
serve on the Settlement Communities Task Force
Mr. Chapman moved to convene into executive session to review application for
the Settlement Task Force. Ms. Corley seconded the motion. All in favor.
The Committee convened into executive session at 5:55 pm. and reconvened at 6:16
pm. No action was taken while in executive session.
There being no further business, the meeting adjourned at 6:17 pm.
