TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION JULY 21, 2021 MINUTES PowerPoint Presentation Present: Joseph Wren, Chair, Pam Ireland, Michael McCormick, Kathy Smith, Gary Davis, Bruce Koedding, Brett Bennett (entered at 5:08 pm) Absent: Don Campbell, George Gates. Staff: Michele Reed, Liz Boyles, David Pagliarini, Kevin Mitchell, Peter Stone, Aaron Bennett, Heidi Moeser, Marissa Poultney, Lynnette Lynes Others: Tyson Smith, White & Smith, LLC Mr. Wren called the meeting to order at 5:00 pm. 1. Approval of the Agenda Ms. Smith moved for approval of the agenda. Mr. Davis seconded the motion. All in favor. 2. Approval of Minutes from June 23rd Meeting Mr. Davis moved for approval of the minutes. Ms. Ireland seconded the motion. All in favor. 3. Update on Planning Commission Recommendations Mr. Stone reviewed Town Council decisions with the Commission. 4. General Correspondence All correspondence received was linked to the agenda and distributed to the Commission. 5. General Public Comment There being no public comments, Mr. Wren continued with the agenda. Planning Commission July 21, 2021 Page 2 of 3 6. Requests A. R-9-21, Request to rezone from NC, Neighborhood Commercial, to PI-2, Public Institutional-2 District, an approximately 0.13-acre parcel located at 210 Lucas St. identified by TMS No. 5171600056. The parcel is located in the Coleman Boulevard Overlay District. There is no request to change this designation. Mt. Pleasant Waterworks Pump Station 15 is housed on this site and proposing site improvements to the existing facility. Mr. Stone reviewed staff comments with the Commission. The applicant not being present, Mr. Wren continued with the public hearing. Mr. Justin Lucey, adjacent property owner, stated that he is opposed to the request. He suggested that the property is currently non-conforming by zoning and maintenance of the property in regards to the buffer. He suggested that the requested zoning would make it easier to waive the various requirements that they are not currently complying with. He expressed concern with the buffer and suggested that it was not sufficient and suggested that the buffer around the property should be established and maintained. He expressed concern with drainage and suggested that development of the property would further exacerbate the drainage problems. He suggested that currently the lot is being used as a garbage dumping area and parking for nearby businesses. There being no further comments, Mr. Wren closed the public hearing. Mr. Bennett entered at this time (5:08 pm). Ms. Smith moved for denial. Mr. Davis seconded the motion. All in favor. B. R-10-21, Request to amend the Oakland Plantation PD, Planned Development, (Ordinance No. 04014, as amended) To expand the Principal Uses permitted in ED, Economic Development Zoning within the Oakland PD. The requested amendment will permit Medical Office and General Office uses within ED Zoning within this PD Mr. Stone reviewed staff comments with the Commission. There being no comments, Mr. Wren closed public comment. Planning Commission July 21, 2021 Page 3 of 3 Ms. Ireland moved for approval. Mr. Bennett seconded the motion. All in favor. C. Presentation of Shem Creek Zoning District Revisions. In accord with the Study Advisory Committee appointed by Town Council and the recently adopted Comprehensive Plan, the Shem Creek Area Management Plan has produced a Draft of The Shem Creek Zoning District and serves to provide recommendations to address the critical needs of this area. Mr. Tyson Smith, consultant, reviewed the request with the Commission. The Commission received this as information and agreed that hotel uses should not be included in the districts, the parking garage should not be included in the Shem Creek Area Management Plan, and the proposed parking requirements should be included. D. Environmental Policy Overview and Watershed Planning Continued. Ms. Moeser and Ms. Poultney reviewed the policy with the Commission.
