6. Requests
A. R-9-21, Request to rezone from NC, Neighborhood Commercial, to PI-2,
Public Institutional-2 District, an approximately 0.13-acre parcel located at
210 Lucas St. identified by TMS No. 5171600056. The parcel is located in
the Coleman Boulevard Overlay District. There is no request to change this
designation. Mt. Pleasant Waterworks Pump Station 15 is housed on this
site and proposing site improvements to the existing facility.
Mr. Stone reviewed staff comments with the Commission.
The applicant not being present, Mr. Wren continued with the public hearing.
Mr. Justin Lucey, adjacent property owner, stated that he is opposed to the
request. He suggested that the property is currently non-conforming by zoning
and maintenance of the property in regards to the buffer. He suggested that
the requested zoning would make it easier to waive the various requirements
that they are not currently complying with. He expressed concern with the
buffer and suggested that it was not sufficient and suggested that the buffer
around the property should be established and maintained. He expressed
concern with drainage and suggested that development of the property would
further exacerbate the drainage problems. He suggested that currently the lot
is being used as a garbage dumping area and parking for nearby businesses.
There being no further comments, Mr. Wren closed the public hearing.
Mr. Bennett entered at this time (5:08 pm).
Ms. Smith moved for denial. Mr. Davis seconded the motion. All in favor.
