Ms. Whitley called the meeting to order at 9:47 am.
1. Approval of Minutes from the June 1, 2021 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion.
Mr. Chapman moved to amend the motion to include the following correction
to the minutes:
➢ Page 4, first sentence—change to read, “The Committee agreed….”.
Ms. Corley seconded the amendment. All in favor.
Ms. Whitley called for a vote on the amended motion. All in favor.
2. Public Comments
Mr. Chris Colman, 118 Pitt St, spoke concerning nonconformities and reviewed
a handout he distributed to the Committee. He suggested that the nonconformity
ordinance should be reviewed and some changes considered. He also suggested
that changes under nonconformities should have public notice.
Mr. Robert Hervey, Executive Director for East Cooper Habitat for Humanity,
stated that he is available for any questions on the item 4E.

Mr. Edward Jefferson, 1145 McKnight Road, expressed concern regarding item
6A and what type of business is being proposed. Mr. Chapman stated that more
information would be provided when the item is discussed.
Mr. George Freeman, 1450 Bowman Rd, expressed concern with changes to the
SB-OD and the proximity of businesses to the road. He also suggested that AB
zoning was not allowed in the overlay district, and the developer should contact
the community to review the project so the community is more comfortable with
the request. He expressed concern with possible changes to the allowed buffer.
Ms. Pat Sullivan, 1002 Plantation Court, stated that one of the goals in the
Comprehensive Plan is to protect the integrity of the settlement communities by
limiting development encroachment and ensuring that any development is
compatible with the community. She reviewed maps with the Committee showing
the historical Philips Community. She suggested that the proposed development
would be out of character with the community.
There being no further comments, Ms. Whitley continued with the agenda.
3. Old Business
a. A-07-21. Joe Rouse Road / Julius Robertson Road Request to annex an
approximately 9.05-acre tract of land comprised of two parcels, located
between Joe Rouse Road and Julius Robertson Road and at the terminus of
Hopkins Road in Covington at Park West, identified by TMS No.’s 583-00-
00-007, and –236, and depicted on a plat recoded by Charleston County
ROD Office in Plat Book M47, Page 283.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council denial of the request.
Ms. Corley seconded the motion. Motion failed on a 2 to 2 vote with Ms. Corley
and Mr. Chapman in favor; Ms. Whitley and Ms. Hyatt opposed.
b. R-06-21: Dunes West PD Amendment. Application to amend the Dunes
West PD, Planned Development District ordinance, to incorporate into the
PD an approximately 9.05-acre tract of land comprised of two parcels
located between Joe Rouse Road and Julius Robertson Road and at the
Planning Committee

terminus of Hopkins Road in Covington at Park West. Proposed is to
designate the parcels similar to Covington Phases 1 and 2, as DW-PD R-3
within the PD, but to utilize the DW-PD R-1 minimum lot size and lot
coverage.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council denial of the request.
Ms. Hyatt seconded the motion. All in favor.
4. Annexations
a. A-11-21: Snowden Road. Request to annex an approximately 0.35-acre
tract of land located off Snowden Road, identified by TMS No. 556-00-00-
318, and depicted on a plat recorded by Charleston County ROD Office in
Plat Book BB, Page 067.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
following annexation requests:
➢ A-11-21: Snowden Road. Request to annex an approximately 0.35-acre
tract of land located off Snowden Road, identified by TMS No. 556-00-00-
318, and depicted on a plat recorded by Charleston County ROD Office in
Plat Book BB, Page 067.
➢ A-12-21: 459 Gurley Street. Request to annex an approximately 0.35-acre
tract of land located at 459 Gurley Street, identified by TMS No. 556-00-
00-316, and depicted on a plat recorded by Charleston County ROD Office
in Plat Book BB, Page 067.
➢ A-14-21. 1754 Snowden Road. Request to annex an approximately 0.45-
acre tract of land located at 1754 Snowden Road, identified by TMS No.
556-00-00-317, and depicted on a plat recorded by Charleston County
ROD Office in Plat Book BB, Page 067
Ms. Corley seconded the motion. All in favor.
b. A-12-21: 459 Gurley Street. Request to annex an approximately 0.35-acre
tract of land located at 459 Gurley Street, identified by TMS No. 556-00-00-

Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
d. A-14-21. 1754 Snowden Road. Request to annex an approximately 0.45-
acre tract of land located at 1754 Snowden Road, identified by TMS No.
556-00-00-317, and depicted on a plat recorded by Charleston County ROD
Office in Plat Book BB, Page 067.
This item was previously recommended for approval through a motion.
e. A-15-21. 3804 Gardenhill Road. Request to annex an approximately 1.0-
acre tract of land located at 3804 Gardenhill Road, identified by TMS No.
614-00-00-041, and depicted on a plat recorded by Charleston County ROD
Office in Plat Book CC, Page 006.
Ms. Corley moved to recommend to Town Council denial of the request. Mr.
Chapman seconded the motion. Motion passed on a 3 to 1 vote with Ms. Corley,
Mr. Chapman, and Ms. Hyatt in favor; Ms. Whitley opposed.
5. Review of Planning Commission Recommendations from the June 23, 2021,
Meeting
a. Rezoning Case R-07-21. Request to rezone from OP, Office Professional
District, to AB, Areawide Business District, an approximately 1.0-acre tract
of vacant land located on the corner of Highway 17 North and McKnight
Road, identified by TMS No. 578-00-00-034. Parcel is located within the
Planning Committee

Sweetgrass Basket Overlay District (SB-OD). There is no request to remove
from this designation.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion.
Ms. Corley withdrew her motion. Mr. Chapman withdrew his second.
Ms. Corley moved for deferral. Mr. Chapman seconded the motion. All in
favor.
b. Annexation Case A-10-21 and Zoning Case R-08-21. Request to annex and
zone Dunes West PD, Planned Development District, an approximately 9.9-
acre tract of land located between Joe Rouse Road and Julius Robertson
Road, identified by TMS No. 583-00-00-008, and depicted on a plat
recorded by Charleston County ROD Office in Plat Book T, Page 086.
Proposed is to designate the parcel DW-PD-R-3 within the PD, adhering to
the development standards utilized by Covington Phase 1 and 2.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council denial of the annexation.
Mr. Chapman seconded the motion. Motion failed on a 2 to 2 vote with Ms.
Corley and Mr. Chapman in favor; Ms. Whitley and Ms. Hyatt opposed.
Mr. Chapman moved to recommend to Town Council denial of the rezoning
request. Ms. Corley seconded the motion. All in favor.
6. Presentation of Draft Shem Creek Zoning District
Ms. Reed reviewed the request with the Committee. Mr. Tyson Smith reviewed
the draft changes with the Committee.
The Committee agreed that there should be discussion on whether to include the
parking garage property in the Shem Creek Waterfront district.

Ms. Corley left at this time (10:44 am).
The Committee agreed that no hospitality uses should be allowed within the
SCW district.
The Committee agreed that the Planning Commission should provide some
feedback on the draft changes and the draft brought back to the Committee for
further discussion.
There being no further business, the meeting adjourned at 10:54 am.
