Present: Joseph Wren, Chair, Brett Bennett, Michael McCormick, Kathy Smith,
Gary Davis, Bruce Koedding, George Gates.
Absent: Pam Ireland, Don Campbell.

Mr. Wren called the meeting to order at 5:01 pm.
1. Approval of the Agenda
Ms. Smith moved for approval of the agenda. Mr. Bennett seconded the
motion. All in favor.
2. Approval of Minutes from July 21st Meeting
Ms. Smith moved for approval of the minutes. Mr. Davis seconded the motion.
All in favor.
3. Update on Planning Commission Recommendations
Mr. Stone updated the Commission on Town Council decisions.
4. General Correspondence
All correspondence was provided to the Commission and linked to the agenda.
5. General Public Comment
Mr. Colin Colbert, 124 Spring Street, representing CKC Properties, stated that
he is opposed to item J. He suggested that the request is being “fast-tracked”
through the system.

Mr. Ross Appel, attorney for CKC Properties, referred to his correspondence
received and asked that the Commission follow the procedures established for
rezoning requests. He suggested that his client feels there has been an effort to
try and prevent their project from moving forward.
Ms. Tressy Mellichamp, 239 Heritage Circle, expressed concern with the
changes to the intersection of Mill Street/Coleman Blvd and the safety of
pedestrians, bicyclist, and vehicles. She suggested that a bridge underneath the
Shem Creek bridge should be considered to prevent accidents and fatalities in the
area.
There being no further comments, Mr. Wren continued with the agenda.
6. Requests
A. Rezoning Case: R-11-21, Proposal to amend Chapter 156, Zoning Code, of
the Mount Pleasant Code of Ordinances, by adding a new section
establishing Shem Creek Waterfront District, amendments pertain to
establishing boundaries, permitted uses and the provision of development
standards for this District. Affected code sections include 156.007, 156.326,
156.310, 156.318, 156.314, 156.328, 156.310. Shem Creek Waterfront
District Draft Text Proposed Design Guidelines (Forthcoming in September)
Mr. Stone introduced Mr. Tyson Smith, who reviewed the draft text with the
Commission.
There being no comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval of the draft text and to have it move forward.
Mr. Bennett seconded the motion.
Mr. Gates moved to amend the motion to accept the draft text as presented.
Mr. Bennett seconded the amendment. All in favor.
Mr. Wren called for a vote on the motion as amended. All in favor.
B. Rezoning Case: R-12-21, Request to amend the ION PD, Planned
Development, (Ordinance No. 97010, as amended) by revising
Neighborhood Standards, specifically Item 1 in the Outbuildings section, to

exclude roof overhangs and eaves from counting toward Maximum
Footprint calculations of 625 square feet.
Mr. Stone reviewed staff comments with the Commission.
Mr. Shawn Willis, Attorney for the I’On Assembly, and Ms. Julie Hussey
reviewed the request with the Commission.
Ms. LeeAnn Adkins, 34 Hopetown Rd, stated that she is opposed to the
amendment. She suggested that the issue is the way that the outbuilding is
measured and that if the measurement standard for a building footprint is used,
it would be appropriate and would not be an issue. She agreed with some of
the members that there should be clarification of the definition.
Mr. Terry Barnes, 27 Mobile St, read a statement for his father who was
unable to attend stating his support for the request.
There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval of the request with the inclusion of
“…maximum building footprint of 625…” Mr. Gates seconded the motion.
Motion passed on a 6 to 1 vote with Mr. Bennett, Mr. Koedding, Mr. Gates, Mr.
Wren, Ms. Smith and Mr. McCormick in favor; Mr. Davis opposed.
C. Rezoning Case: R-13-21, Includes two (2) separate requests related to 13-
acre Oyster Park Commercial Development: to rezone from AB, Areawide
Business to PD, Planned Development District; and approval of an Impact
Assessment.
Ms. Reed and Mr. Stone reviewed staff comments with the Commission.
Ms. Abigail Richardson and Mr. Sam Levan reviewed the request with the
Commission.
Mr. Chris Frick, 808 Belleview, expressed concern with the proposed ten-
foot buffer. He stated that currently a 25-foot buffer is required, which is an
approximate 66% reduction. He suggested that the proposed parking exceeds
the amount required and that if these excess parking spaces were removed, the
larger buffer could be completed.

Ms. Andi Free, 1117 Dawn View Terrace, stated that their back yard abuts
the shopping center. She expressed concern with having a ten-foot buffer and
that the 25-foot buffer should be required. She also expressed concern with the
parking spaces and the placement of them within the development. She
suggested that the spaces closest to the adjacent residential development
should be moved. She suggested that any excess parking should be removed to
allow for a larger buffer. She suggested that the current buffer requirements
should be upheld.
There being no further comments, Mr. Wren closed the public hearing.
Mr. Aton reviewed the impact assessment with the Commission.
Ms. Smith moved for approval of the planned development with the
stipulation that the proposed buffer in the area that abuts New Parrish should
be 20 feet with a 10 ft fence. Mr. Wren seconded the motion.
Ms. Smith moved to withdraw her motion. Mr. Wren withdrew his second.
Ms. Smith moved for approval of the planned development with the
stipulation that the buffer between New Parrish and the proposed development
be increased to an 18-foot Type E buffer with parallel parking and a newly
constructed 8-foot fence. Mr. Bennett seconded the motion. All in favor.
Ms. Smith moved for approval of the impact assessment. Mr. Gates
seconded the motion. All in favor.
D. Liberty Hill Farms Phase 2A, requesting one-year extension of Sketch Plan
approval, originally approved October 23, 2019.
Ms. Smith moved for approval of the extension request. Mr. Koedding
seconded the motion. All in favor.
E. SP-05-21 Request to adjust property line of 1600 and 1604 Diddy Drive. A
1.21-acre parcel, zoned R-1, Single-Family Low Density Residential.
Identified by TMS No. 5601200129 and 5601200130. Correspondence
This item was withdrawn by the applicant.

F. SP-06-21, Request for Waiver to subdivide off an access easement. A 3.47-
acre parcel located at 734 Dupre Ln, currently zoned R-1, Single-Family Low
Density Residential, with no request to change the zoning. Chapter
155.047(C)(1)(b)(4)(d) Subdivision off ingress/egress
Ms. Poultney reviewed staff comments with the Commission.
Mr. Lewis Seabrook, Engineer, reviewed the request with the Commission.
Ms. Smith moved for approval. Mr. Wren seconded the motion. All in favor.
G. SP-07-21 Request for Waiver to subdivide off an access easement. A 3.95-
acre Tract, located at 2841 Parkers Island Road. Proposed to be subdivided
into 4 lots served by common access easement. Currently zoned R-1, Single
Family Low Density Residential, with no request to change the zoning.
Chapter 155.047(C)(1)(b)(4)(d) Subdivision off ingress/egress
Ms. Moeser reviewed staff comments with the Commission.
Mr. Lewis Seabrook reviewed the request with the Commission.
Ms. Smith moved for approval including staff comments. Mr. Bennett
seconded the motion. All in favor.
H. Proposed to amend Chapter 156.075 to amend date to July 1st to
accurately represent the six-month allocation, allocated permits to be
available July 1st of each year.
Ms. Reed reviewed staff comments with the Commission.
Ms. Smith moved for approval. Mr. Davis seconded the motion. All in favor.
I. Proposal to amend Zoning Code Section Chapter 156.007 Definitions, of
Mount Pleasant Code of Ordinances, amendments pertain to definition of
setbacks and the application of that standard. Setbacks may be granted
administrative relief to allow for a reorientation of yard requirements to
address non-conformities on lots platted prior to 1979.
Ms. Reed reviewed staff comments with the Commission.

There being no comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval. Mr. Gates seconded the motion. All in favor.
J. Discuss possible revisions to Town’s definition for hotels and the number
of bedrooms, parking, and their appropriateness in the Neighborhood
Commercial Zoning District.
Ms. Reed reviewed staff comments with the Commission.
The Commission agreed that the definition for hotel and boutique hotel
should be clarified with an inn having a lower number of rooms than a boutique
hotel. They agreed that there should be a definition for a guest room versus a
guest suite. They agreed that a single guest room should require 1 parking
space, with a guest suite requiring 2 parking spaces. They agreed that NC should
not allow hotels, but could allow an inn, to be defined as having no more than
ten rooms.
