Mr. Chapman called the meeting to order at 8:15 am.
Due to technical issues, Ms. Whitley was not able to virtually participate.
1. Approval of Minutes from the July 6, 2021 meeting
Ms. Hyatt moved for approval of the minutes. Ms. Corley seconded the motion.
All in favor.
2. Public Comments
Ms. Pam Ireland, 820 Coopers Pointe Lane, spoke regarding the zoning code
rewrite in response to the Comprehensive Plan and stated that when major
changes are needed, they can be fast-tracked. She stated that this is the case for
the Shem Creek area and boutique hotels. She suggested that boutique hotels
should not be allowed in this district and is in conflict with the Comprehensive Plan.
She also suggested that the parking requirements for a boutique hotel should be
addressed as well. She suggested that these changes should be made as soon as
possible.
Ms. Lucy Gordon, 1551 Ben Sawyer, agreed with Ms. Ireland’s comments. She
suggested that the term guest room should be better clarified. She also suggested
that the parking requirements should be determined according to the number of
bedrooms as opposed to each room or unit. She stated that often the room or unit
can have multiple bedrooms along with a living room, kitchen, and laundry rooms.
She suggested that clarifying what a room or unit entails should be considered so

that the parking requirements can better match the demand. She suggested that
some immediate changes should be considered.
Mr. Radwan Hallaba, owner of property on Highway 17 and McKnight Road,
spoke regarding rezoning request for McKnight Road and asked that the request be
approved.
There being no further comments, Mr. Chapman continued with the agenda.
3. Old Business
a. Rezoning Case R-07.21. Request to rezone from OP, Office Professional
District, to AB, Areawide Business District, an approximately 1.0-acre
tract of vacant land located on the corner of Highway 17 North and
McKnight Road, identified by TMS No. 578-00-00-034. Parcel is located
within the Sweetgrass Basket Overlay District (SB-OD). There is no
request to remove from this designation.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the request
with the property remaining in the SB-OD. Ms. Hyatt seconded the motion.
Motion passed on a 2 to 1 vote with Ms. Corley and Ms. Hyatt in favor. Mr.
Chapman opposed.
4. Annexations
a. A-16-21. 2125 Gulf Drive. Request to annex a parcel located at 2125 Gulf
Drive, identified by TMS No. 577-05-00-019 and depicted on a plat
recorded by the Charleston County ROD Office in Plat Book L, Page 073.
Ms. Hyatt moved to recommend to Town Council approval of the
annexation. Ms. Corley seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the July 21, 2021,
meeting

a. Rezoning Case R-09-21. Request to rezone from NC, Neighborhood
Commercial, to PI-2, Public Institutional-2 District, an approximately
0.13-acre parcel located at 210 Lucas St. identified by TMS No.

5171600056. The parcel is located in the Coleman Boulevard Overlay
District. There is no request to change this designation. Mt. Pleasant
Waterworks Pump Station 15 is housed on this site and proposing site
improvements to the existing facility.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council that this item be referred
back to the Planning Commission for additional discussion and clarification.
Ms. Hyatt withdrew her motion.
Ms. Corley moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
b. Rezoning Case R-10-21. Request to amend the Oakland Plantation PD,
Planned Development, (Ordinance No. 04014, as amended) To expand
the Principal Uses permitted in ED, Economic Development Zoning
within the Oakland PD. The requested amendment will permit Medical
Office and General Office uses within ED Zoning within this PD.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval. Ms. Hyatt
seconded the motion. All in favor.
7. Presentation from Summer Intern: Sweetgrass Basket Stands – inventory
project
Mr. Cato reviewed the Sweetgrass Basket Stands inventory project with the
Committee.
The Committee received this as information.
8. Discussion and possible action with regard to the Town’s definitions for
hotels

9. Discussion and possible action with regard to hotels allowed as a permitted
use in the Neighborhood Commercial Zoning District as well as in the
Boulevard Overlay District
10. Discussion and possible action pertaining to approval process with regard to
property line adjustments on commercially zoned parcels.
Mr. Chapman suggested all three items be reviewed together. The Committee
agreed to review these items together.
Ms. Reed and Mr. Mitchell reviewed these items with the Committee.
Ms. Hyatt moved to have staff clarify the terminology for hotel versus boutique
hotel, clarify and define guest rooms/units, and consider additional parking
requirements for guest rooms, the number of guest rooms allowed for a hotel and
boutique hotel, along with clarification on hotels in NC zoning classification and
send to the Planning Commission for discussion. Ms. Corley seconded the motion.
All in favor.
There being no further business, the meeting adjourned at 9:11 am.
