TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION SEPTEMBER 22, 2021 MINUTES PowerPoint Presentation Present: Joseph Wren, Chair, Pam Ireland, Brett Bennett, Michael McCormick, Kathy Smith, Gary Davis, Bruce Koedding, George Gates. Staff: Michele Reed, David Pagliarini, Kevin Mitchell, Peter Stone, Heidi Moeser, Marissa Poultney, Devay Dandy, Lynnette Lynes Mr. Wren called the meeting to order at 5:00 pm. 1. Approval of the Agenda Ms. Smith moved for approval of the agenda. Ms. Ireland seconded the motion. All in favor. 2. Approval of Minutes from August 18th Meeting Ms. Smith moved for approval of the minutes. Mr. Koedding seconded the motion. All in favor. 3. Update on Planning Commission Recommendations Mr. Stone updated the Commission on Town Council decisions. 4. General Correspondence All correspondence was received and distributed to the Commission. 5. General Public Comment There being no comments, Mr. Wren continued with the agenda. 6. Requests A. Rezoning Case: R-14-21 Summary: Proposal to amend Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, by adding new sections Chapter 156.306, 156.307, 156.308, 156.304(E)(3), 156.110(F), establishing new Shem Creek Waterfront District and design standards. Amendments Planning Commission September 22, 2021 Page 2 of 3 pertain to provision of permitted uses and development standards for this District. Affected code sections include 156.007, 156.325, 156.326, 156.310, 156.318, 156.314, 156.110, 156.304. Mr. Stone reviewed staff comments with the Commission. Mr. Bennett moved for approval. Mr. Davis seconded the motion. M. Lisa Jones, 930 Live Oak, expressed concern with the parking for the issue, particularly if there is a storm and they have more than 50% in renovations. She stated that there is currently not sufficient parking for their business. She stated that she likes the direction the changes are going, but Coastal Expeditions would not be able to meet the proposed parking changes. Ms. Ashley Woody, 110 Friend Street, agreed with Ms. Jones regarding the parking in the area. She suggested that meeting the parking standards would be a hardship. Ms. Caroline Johnson, 112 Beach Street, expressed concern with the Simmons Seafood area and what the proposed plans are for the site. Mr. Wren stated that this could be addressed during discussion. There being no further comments, Mr. Wren closed public comment. Mr. Wren called for a vote on the motion. All in favor. B. Sketch Plan: SP-08-21 Summary: 759 Muirhead Road, Request to subdivide 0.568-acre parcel, currently zoned R-1, Single-Family Low Density Residential, with no change in zoning. Parcel is identified by TMS No. 5141200009 Charleston County ROD Plat Book O-92. Ms. Moeser reviewed staff comments with the Commission. Ms. Smith moved for approval with all staff comments. Sketch Plan: SP-09-21 Summary: Liberty Hill Farm Phase 2B & 2C, Request to create 100 Single-Family detached lots on 109.48-acres. Development currently zoned Cluster Development. Identified by TMS No. 577-00-00-001 Ms. Poultney reviewed staff comments with the Commission. Mr. Mark Fields, applicant, reviewed the request with the Commission. Ms. Smith moved for approval including all comments. Ms. Ireland seconded the motion. Motion passed on a 6 to 2 with Mr. Bennett, Mr. Koedding, Mr. Wren, Ms. Smith, Mr. McCormick, and Ms. Ireland in favor; Mr. Davis and Mr. Gates opposed. D. Proposal to amend Chapter 153.050 Stormwater Management and Water Quality Regulations, specifically the Stormwater Facility Maintenance Agreement, proposed is to include Clemson Certified Post Construction BMP inspectors as qualified professionals to perform required inspections. Mr. Kevin Mitchell introduced Ms. Devay Dandy. Ms. Dandy reviewed staff comments with the Commission. Ms. Ireland moved for approval as presented. Ms. Smith seconded the motion. All in favor.
