Ms. Whitley called the meeting to order at 12:18 pm.
1. Approval of Minutes from the August 2, 2021 meeting
Ms. Hyatt moved for approval of the minutes. Mr. Chapman seconded the
motion. All in favor.
2. Public Comments
Mr. Ross Appel, attorney for CKC Properties, LLC, expressed concern with
possible action against their project for a boutique hotel on Shem Creek. He asked
that the Town’s procedures and standards for zoning and amendments be
followed, particularly with the public hearing process. He also suggested that the
new ordinance should include an effective date so that it applies only to new
projects.
Mr. Chris Colman, 118 Pitt St, spoke regarding item 6A, changes to the Shem
Creek district. He suggested that restaurants should be curtailed. He expressed
concern with parking in the Shem Creek area and that the nonconforming
ordinance would come into play and the new parking requirements would not
apply to existing uses.
There being no further comments, Ms. Whitley continued with the agenda.

3. Employee years of service recognition
Ms. Reed recognized Ms. Theresa Horan for five years of service.
4. Annexations
a. A-17-21 1605 Highway 41. Request to annex an approximately 1.93-acre
parcel of land located 1605 Highway 41, identified by TMS No. 583-00-00-
098 and recorded in the ROD Office in Book L19, Page 0296.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the annexation.
Mr. Chapman seconded the motion. All in favor.
b. A-18-21 2215 David Green Road. Request to annex an approximately 0.73-
acre parcel of land located at 2215 David Green Road, identified by TMS
No. 561-00-00-647 and recorded in the ROD Office in Book L21, Page 0037.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation. Ms. Corley seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the August 18, 2021,
meeting
a. Proposal to amend Chapter 156, Zoning Code, of the Mount Pleasant Code
of Ordinances, by adding a new section establishing Shem Creek
Waterfront District, amendments pertain to establishing boundaries,
permitted uses and the provision of development standards for this
District. Affected code sections include 156.007, 156.326, 156.310, 156.318,
156.314, 156.328.
Ms. Reed reviewed the request with the Committee.
Mr. Smith reviewed the proposed changes for the Shem Creek Waterfront
District with the Committee.

Ms. Hyatt moved for removal of restaurant uses from the Shem Creek
Working district area. Ms. Corley seconded the motion. All in favor.
Ms. Hyatt moved to keep the maximum height allowed at 40 feet throughout
the entire district. Ms. Corley seconded the motion. All in favor.
b. Request to amend the ION PD. Planned Development District Ordinance,
(Ordinance No. 97010, as amended) by revising Neighborhood Standards.
Specifically requested is to amend Item 1 in the PD referencing
Outbuildings to exclude roof overhangs and eaves from counting toward
Maximum Footprint calculations of 625 square feet.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council denial of the request. Mr.
Chapman seconded the motion. All in favor.
c. Oyster Park Impact Assessment and Planned Development Ordinance.
Planning Commission Recommended Amendments. Includes two (2)
separate requests related the 13.57-acre Mixed-Use Development known
as Oyster Park, located off Ben Sawyer Boulevard between Rifle Range
Road and New Parish Way. First is to rezone the entire development from
AB, Areawide Business District, to PD, Planned Development District.
Second is to approve an Impact Assessment and associated Conceptual
Plan.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion.
Ms. Corley withdrew her motion. Mr. Chapman withdrew his second.
Ms. Hyatt moved for deferral of the request to the next Planning Committee
meeting. Mr. Chapman seconded the motion. All in favor.
d. Proposal to amend Zoning Code Section 156.075 Building Permit Allocation
System. Amendment pertains to the provision regulating the allocation

timeline to accurately reflect the intended six-month allocation period,
specifically for the second half of the cycle to be made available on July 1
of each year, as opposed to the currently adopted date of June 1.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
e. Proposal to amend Zoning Code Section 156.107 Modifications of Yard
Regulations. Amendment would allow for administrative relief from the
ordinance provision establishing the front yard setback on lots where
structures were legally constructed prior to ordinance adopted August
13,1979.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of staff’s
recommendation. Mr. Chapman seconded the motion. All in favor.
6. Discussion and action as well as a review of Planning Commission
recommendations regarding the Town’s definition for hotels, parking
requirements, and their appropriateness in the NC, Neighborhood
Commercial Zoning District.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the following
changes:
1. Definitions:
➢ HOTEL (includes MOTEL and EXTENDED STAY). A building or group of
attached or detached buildings containing more than 25 total GUEST
ROOMS intended for rental or lease to transients by the day, week or
month, whether individually or combined in GUEST SUITES. A HOTEL
shall have at least one full-time employee on site during daytime hours.
A HOTEL typically provides services and amenities such as daily maid
service, restaurant, meeting rooms, conference rooms and/or
recreation facilities;
➢ BOUTIQUE HOTEL – A building or group of attached or detached
buildings containing up to 25 total GUEST ROOMS intended for rental

or lease to transients by the day, week or month, whether individually
or combined in GUEST SUITES. A BOUTIQUE HOTEL shall have at least
one full-time employee on site every day. A BOUTIQUE HOTEL also may
provide services and amenities such as daily maid service and/or
recreation facilities;
➢ INN – A building or group of attached or detached buildings containing
up to 10 GUEST ROOMS intended for rental or lease to transients by
the day, week or month, whether individually or combined in GUEST
SUITES. An INN shall have at least one full-time employee on site every
day. An INN also may provide services and amenities such as daily
maid service and/or recreation facilities;
➢ GUEST ROOM – Any room in an INN, HOTEL or BOUTIQUE HOTEL
containing one or more beds (excluding pull-out beds) provided for
transient guests;
➢ GUEST SUITE - Two or more GUEST ROOMS grouped together within a
single rentable or leasable unit in any INN, HOTEL or BOUTIQUE HOTEL.
➢ EXTENDED STAY HOTEL – Any HOTEL in which some or all of its GUEST
ROOMS or GUEST SUITES include a stove, range or cooktop. No
EXTENDED STAY shall be considered an INN or BOUTIQUE HOTEL,
regardless of the number of GUEST ROOMS or GUEST SUITES;
2. To amend the Neighborhood Commercial zoning designation to remove
boutique hotels as a permitted use;
3. To add Inns as a permitted use in the NC district;
4. Boutique Hotels are planned to be in Community Commercial as defined
and implemented at a future time consistent with the Town
Comprehensive Plan;
5. Hotels and Extended Stay Hotels shall be in designated areas known as
Accommodation Zones or other designation consistent with the Town
Comprehensive Plan;
6. Parking - OFF-STREET PARKING SPACE REQUIREMENTS FOR LODGING:
➢ 1 per GUEST ROOM or 2 per GUEST SUITE
➢ up to four GUEST ROOMS in a GUEST SUITE.
➢ One additional parking space shall be required for every two GUEST
ROOMS over four in a GUEST SUITE.
➢ Employee Spaces: 1 for INN, 2 for BOUTIQUE HOTEL, and 3 for HOTEL
and EXTENDED STAY HOTELS.

Ms. Hyatt moved to amend the motion to include the recommendation to Town
Council to exclude inns and hotels from the NC zoning district. Ms. Corley seconded
the motion.
Ms. Whitley called for a vote on the motion and amendment. All in favor.
