Present: Joseph Wren, Chair, Pam Ireland, Brett Bennett, Michael McCormick,
Kathy Smith, Gary Davis, Bill Smyth, Bruce Koedding, George Gates.

Mr. Wren called the meeting to order at 5:00 pm
1. Approval of the Agenda
Ms. Smith moved for approval of the agenda. Ms. Ireland seconded the motion.
Motion passed on a 8 to 1 vote with Mr. Bennett, Mr. Koedding, Mr. Davis, Mr.
Wren, Ms. Smith, Mr. McCormick, Ms. Ireland, and Mr. Smyth in favor; Mr. Gates
opposed.
2. Approval of Minutes from September 22nd Meeting
Mr. Davis moved for approval of the minutes. Ms. Smith seconded the motion.
All in favor.
3. Update on Planning Commission Recommendations
Mr. Stone reviewed Town Council decisions with the Commission.
4. General Correspondence
All correspondence received was linked to the agenda and distributed to the
Commission.
5. General Public Comment
Mr. Junius Warren, 2602 River Bluff Lane, spoke regarding the master plan for
Rivertowne on the Wando. He suggested that changing the master plan and the
open space should not be done and asked that the request be denied. He

suggested that there should be open space within the community for the entire
neighborhood to enjoy. He stated that this has not been approved by the HOA.
Mr. Donald Spangler, 2606 River Bluff Lane, stated that he is opposed to the
request to change the open space in Rivertowne on the Wando. He asked that the
request be denied so that the open space, character, and appeal of the
neighborhood can be preserved.
Ms. Ellen Moore, 3687 Cuberous Court, stated that there is a need for property
for amenities and future open space for all of the residents to enjoy.
Mary Green, 142 Rose Lane, expressed concern with surrounding development
and quality of life along Rose Lane. She stated that she is concerned with the
project on Coleman and Simmons that will be a three-story building. She suggested
that the project is not in keeping with the neighborhood. She stated that the
proposed height would mean that someone on the top floors would be able to see
directly into her yard.
There being no further comments, Mr. Wren continued with the agenda.
6. Requests
A. An ordinance to amend sections 156.007, 156.171, 156.304, 156.318,
156.325 of the Town of Mount Pleasant Zoning Code related to Hotels,
Inns, Boutique Hotels, and Parking Requirements for the same.
Proposed amendments pertain to the following:
➢ Amend section 156.007 to add definitions for Bedroom, Extended
Stay Hotel, Guest Suite and Guest Room and to amend definitions for
Hotel and Boutique Hotel.
➢ Amend section 156.171, Schedule for Off-Street Parking Space
Requirements for certain accommodations and lodging.
➢ Amend section 156.304, Nonresidential Use Districts, related to
Maximum Building Sizes.
➢ Amend section 156.318, Boulevard Overlay District, related to NC
uses and Maximum Building Size.
➢ Amend section 156.325, Principal Use Table, to remove Boutique
Hotels as a Permitted Use in the NC District.

There being no comments, Mr. Wren closed public comment.
Ms. Ireland moved for approval. Mr. Gates seconded the motion.
Ms. Ireland moved to amend the motion to change the definition of
boutique hotel to change to “services and may provide amenities”. Mr. Gates
seconded the amendment. All in favor.
Ms. Ireland moved to amend the motion to change the heading from off-
street parking to off-street, on-site. Ms. Smith seconded the amendment.
Ms. Ireland moved to amend the motion to change #1 and #2 to state “on-
site”. Due to legal concerns, Ms. Ireland withdrew the amendment.
Ms. Ireland withdrew her amendment regarding changing the heading of off-
street, on-site. Ms. Smith withdrew her second.
Mr. Wren moved to include a boutique hotel in NC, neighborhood
commercial zoning. Motion failed due to the lack of a second.
Mr. Wren called for a vote on the amended motion. All in favor.
B. Agenda Item 7. b. Request to revise Rivertowne Final Plat, Phase 1
Section 2 & 3. Rivertowne POA, proposes to redesignate two Open
Space parcels, TMS # 583-05-00-050 & TMS # 583-01-00-003, to
aggregate to adjacent residential parcels, underlying zoning is SR-1
within Rivertowne PD, Planned Development.
Mr. Koedding recused himself due to a conflict of interest.
Mr. Mitchell reviewed staff comments with the Commission.
Ms. Margaret Cone reviewed the request with the Commission.
Ms. Smith moved for denial. Ms. Ireland seconded the motion. All in favor
with Mr. Koedding abstaining.
C. Discussion regarding repealing of the Boulevard Overlay District from
the Zoning Code and the removal of its permitted uses, development

standards and modification to underlying zoning. As discussed, on
October 19th at the Planning Committee special meeting.
Ms. Reed reviewed staff comments with the Commission.
The Commission discussed the pros and cons regarding repealing the
overlay districts.
D. Discussion regarding proposed ordinance amendments that effectuate
the accommodation zones/uses as outlined in the 2019 Comprehensive
Plan and discussed at the October 4th and October 19th Planning
Committee Meeting.
Ms. Reed reviewed staff comments with the Commission.
The Commission discussed hotel uses.
There being no further business, the meeting adjourned at 6:35 pm.
