Present: Joseph Wren, Chair, Pam Ireland, Brett Bennett, Michael McCormick,
Kathy Smith, Gary Davis, Will Smyth, George Gates.
Absent: Bruce Koedding.

Mr. Wren called the meeting to order at 5:00 pm.
1. Approval of Agenda
Ms. Smith moved for approval of the agenda. Ms. Ireland seconded the motion.
All in favor.
2. Approval of minutes
Ms. Smith moved for approval of the minutes. Mr. Gates seconded the motion.
All in favor.
3. Update on Planning Commission Recommendations
Mr. Stone reviewed Town Council decisions with the Commission.
4. General Correspondence
All correspondence received was linked to the agenda and distributed to the
Commission.
5. Public Comment
There being no comments, Mr. Wren continued with the agenda.
6. Requests
A. Zoning Case R-01-22, Request to Annex and zone TH, Townhouse
District, A tract of land located at 1131 Louise Terrace. Subject parcel is
approximately 0.34-acres, identified by TMS Nos. 559-14-00-015. A

request to Annex and zone TH, Townhouse District, the adjacent tract
of land located at 1137 Louise Terrace, approximately 0.58-acres,
identified by TMS Nos. 559-14-00-013 is forthcoming, yet not
incorporated in this request. Ownership and Property Identification:
1131 Louise Terrace, TMS No. 559-14-00-015 Correspondence
Mr. Stone reviewed staff comments with the Commission.
Mr. Stuart Whiteside reviewed the request with the Commission.
Mr. Chad McPeters, 1147 Carter Ave, expressed concern with traffic,
drainage, and impact to greenspace. He suggested that the rezoning request
would be a detriment to the neighborhood and should not be approved.
Mr. Paul Pruitt, 1135 Carter Ave, stated that the neighborhood would like to
remain in the county jurisdiction. He stated that the rezoning would be a
detriment to the neighborhood and would increase traffic. He suggested that
the request would increase the amount of noise in the neighborhood. He
asked that the request be denied.
Mr. Craig Kroll, 1133 Carter Ave, stated that he likes the peace and
quaintness of the neighborhood. He suggested that the request would be a
detriment to the neighborhood and would change the country feel of the
neighborhood. He suggested that if approved, the neighborhood would be
negatively impacted. He suggested that the neighborhood should remain as it
currently exists.
Mr. Kim McGraw, 1459 Cambridge Lakes Drive, stated that growth in the
area would be a natural progression. He suggested that development is
inevitable, and that the property is already a high-density area with over 100
existing units and commercial. He suggested that nice townhomes would be
a better fit than having single family residential units.
Mr. Richard Taylor, 1137 Louise Terrace, stated that he would like to have
his property annexed into the Town. He suggested that the proposed
development would clean up the neighborhood and annexation would provide
better police and fire protection.

Ms. Allison McAdams, 1125 Louise Terrace, asked that the property not be
annexed, and the zoning denied. She suggested that the neighborhood is
single family homes and that it should remain as such.
There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for denial of the zoning request. Ms. Ireland seconded
the motion. Motion carried on a 7 to 1 vote with Mr. Bennett, Mr. Davis, Mr.
Gates, Mr. Wren, Ms. Smith, Ms. Ireland and Mr. Smyth in favor; Mr.
McCormick opposed.
B. Zoning Case R-02-22, Request to Amend Carolina Park PD, Planned
Development District Ordinance, for a Seventh time. Proposed is to
repeal and replace Exhibit B, entitled, Access to Highway 17 and Darrell
Creek Trail, from the Planned Development District Development
Standards. Amendment proposes replacement showing the new
ingress/egress access connection designated “F”, located south of
Carolina Park Boulevard. Also requested is to amend the Carolina Park
DA, Development Agreement, to have two public hearings held by Town
Council. Ownership and Property Identification: VCKH’s Magnolia LLC,
TMS No. 540-00-00-035.
Ms. Reed reviewed staff comments with the Commission.
Mr. Whiteside reviewed the request with the Commission.
Mr. Brian Keels, Carolina Park Development, stated that the development
is in favor of the request. He stated that an additional access to the site would
be beneficial for traffic.
There being no further comments, Mr. Wren closed the public comment.
Ms. Smith moved for approval of the request. Ms. Ireland seconded the
motion. All in favor.
C. Zoning Case R-03-22, Proposed request is two-fold. First is a request to
rezone an approximately 0.16-acre tract of land from R-1, Low Density
Residential District, to AB, Areawide Business District. Property is

located at 1214 Chuck Dawley Boulevard and identified by TMS No. 535-
16-00-009. Parcel is currently located in the BOD, Boulevard Overlay
District. Proposed is to maintain the BOD. Second is a request to annex
and zone AB, Areawide Business District, an approximately 0.68-acre
adjacent tract of land, identified by TMS No. 535-16-00-008. Proposal
includes a request to include this parcel in the BOD. Property is currently
zoned R-4, Low Density Residential District, in the County. Ownership
and Property Identification: Gertrude Gethers, Nathaniel William
Gethers Jr. TMS Nos. 535-16-00-008, 535-16-00-009.
Mr. Stone reviewed staff comments with the Commission.
Ms. Melanie Hammond-Trace reviewed the request with the Commission.
Ms. Joyce Foster, 1186 and 1190 Pleasant Pines, suggested that she is not
familiar with the various acronyms that are being used. She stated that she
would like to know how the property would be screened from the surrounding
property.
Mr. William Vanderhorst, 1120 Chuck Dawley, stated that his property is
adjacent to the proposed property. He suggested that the request would
negatively impact his quality of life. He suggested that the development of the
property would negatively impact the wildlife in the area as well. He asked
that the request be denied.
Mr. H. Dickman Pfann, 1344 Old Tabby Lane, appreciates that the historic
tree would be preserved. He stated that the existing home does need to be
demolished. He stated that he is in favor of the redevelopment of the
property.
There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval of the rezoning. Mr. Smyth seconded the
motion.
Ms. Smith moved to amend the motion to include that the property remain
in the boulevard overlay district. Mr. Smyth seconded the amendment. All in
favor.

D. Proposed ordinance amendment to Zoning Code Section
156.313(E)(5)(b) OV-HD; Location of Accessory Structures and Section
156.433 Procedures. Text amendment proposed to clarify COA,
Certificate of Appropriateness Approval and includes Landscaping
regarding living fences in the purview of The Historic District
Preservation Commission.
Ms. Miller reviewed staff comments with the Commission.
There being no comments, Mr. Wren closed the public hearing.
Mr. Bennett moved for approval of the amendment with denial of removing
§156.313(e)(5)(b) to limit accessory structure locations. Mr. Gates seconded
the motion. All in favor.
E. Proposed ordinance amendment to Zoning Code Section 156.171,
Schedule of off-street parking space requirements. Proposed is a text
amendment to mandate that required parking spaces be free of charge
to customers of commercial establishments.
Ms. Reed and Mr. Pagliarini reviewed staff comments with the
Commission.
There being no comments, Mr. Wren closed the public hearing.
Ms. Smith moved for denial of the request. Mr. Wren seconded the motion.

F. Proposed ordinance amendment to Zoning Code Sections
156.201(I)&(J) Text amendment proposes procedural changes to
review requirements and approval process of Vision Corridors in
Critical Line Buffers on Single-Family Residential lots, and to make
allowances for facilities associated with Mount Pleasant Way.
Mr. Mitchell and Ms. Boyles reviewed staff comments with the
Commission.

Ms. Smith moved for approval of the request. Ms. Ireland seconded the
motion. All in favor.
G. Planning Commission discussion regarding zoning districts, in which
storage facilities are a permitted or conditionally permitted use.
Discussion needed on subject parcels meeting the indicated zoning
criteria and where they are located within Town boundaries
Ms. Reed reviewed staff comments with the Commission.
The Commission discussed possible changes to the ordinance.
The Commission agreed that storage facilities should require a special
exception and be prohibited on major arterials.
7. Other Business
A. Adoption of 2022 Rules of Procedure
Mr. Pagliarini and Mr. Stone reviewed the changes with the Commission.
Mr. Bennett left at this time (7:02 pm).
Mr. Gates moved for approval of the rules of procedure as presented. Ms.
Smith seconded the motion. All in favor.
B. Election of Chair and Vice-chair
The Commission voted by secret ballot for Mr. Wren as chair and Ms. Smith
as vice-chair.
There being no further business, the meeting adjourned at 7:14 pm.
