Ms. Whitley called the meeting to order at 12:30 pm.
1. Approval of Minutes from the December 6, 2021 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
2. Public Comments
Mr. Charlie Carmody, 107 New St, spoke regarding proposed limits on hotels.
He stated that one of his clients owns property on Ben Sawyer Blvd and would like
to maintain the allowed hotel use for the site so that they can move forward with
a hotel use on that site. He stated that he is in favor of other restrictions proposed
for hotel uses, but he would like to have the conditional use remain.
Mr. Mike Bennett stated that he has the property Mr. Carmody referenced
under contract for a hotel use. He stated that he is in favor of the hotel use being
a conditional use and that it makes sense. He stated that he would like to have the
hotel use available for the property under contract so that he can move forward
with his proposed hotel. He suggested that a hotel use would be less intense than
an office use.
Ms. Lucy Gordon, 1551 Ben Sawyer Blvd, spoke regarding hotel uses. She
suggested that the location of hotels in the Town is critical particular regarding
traffic. She suggested that with the traffic congestion currently on Coleman Blvd
and Ben Sawyer Blvd, a hotel use would not be appropriate. She suggested that
more amenities geared to serving the residents would be a more appropriate.

There being no further comments, Ms. Whitley continued with the agenda.
3. Annexations
a. A-01-22. 1501 North Lakeshore Drive. Request to annex an
approximately 0.515-acre parcel located at 1501 N. Lakeshore Drive,
identified by TMS No. 577-14-00-021 and depicted on a plat recorded by
the Charleston County ROD Office in Plat Book M, Page 044.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.
b. A-02-22. 1402 Marshwind Island Road. Request to annex an
approximately 17.2-acre parcel located at 1402 Marshwind Island Road,
identified by TMS No. 628-00-00-072 and depicted on a plat recorded by
the Charleston County ROD Office in Plat Book AY, Page 091.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.
4. Review of Planning Commission recommendations from the December 15,
2021, meeting
a. Request to Rezone three MPW Pump Stations to PI-1, Public
Institutional-1 District. Pump Station 28, currently zoned R-1, located at
1098 Cottingham Drive. Pump Station 70, currently zoned R-1, located
at 1391 Stuart Engals Boulevard. Pump Station 167, currently zoned R-4
located at 3794 Sawmill Court.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the rezoning,
Mr. Chapman seconded the motion. All in favor.

b. Proposed ordinance amendment to repeal Zoning Code Section
156.318, Boulevard Overlay District, in its entirety, along with the
permitted uses and development standards that are subscribed to the
properties therein. Request to relocate determined design standards
within Zoning Code Section(s) 156.201 Bufferyards, 156.310 Commercial
Design Review Overlay District, 156.174 Design Regulations for
Commercial, Institutional, and Multi-Family use parking lots, Chapter
156.102 Height and Size of Buildings and/or Structures, Chapter 156.173
Area and Paving Requirements, Chapter 156.172, Application of Parking
Requirements, Chapter 156.108 Curb Cuts, Visibility at Intersection, and
Pedestrian Access, Chapter 156.303 Residential Use Districts, Chapter
156.304 Nonresidential Use Districts. (Presentation to Planning
Commission)
Ms. Reed and Mr. Stone reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
amendments with keeping the mixed-use component and repealing the
overlay district. Ms. Hyatt seconded the motion. All in favor.
c. Proposed ordinance amendment to Zoning Code Section 156.108 Curb
Cuts Separation. Text amendment proposed to appropriately designate
purview of access drives to applicable right-of-way owner or governing
jurisdiction.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
d. Proposed ordinance amendment to Zoning Code Section 156.305,
Planned Development Districts. Text amendment proposed to establish
R-1, Low-Density Residential minimum yards requirements in cases that
Planned Developments have not included minimum yard requirement
standards. Provision shall only apply to minimum yard requirements.

Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.
e. Proposed ordinance amendment to Zoning Code Section 156.54, Impact
Assessment. Text amendment proposes to clarify threshold
requirements for application of Impact Assessment.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.
f. Proposal to amend Sections 156.325, Principal Use Table, and 156.326,
Principal Use Conditions, Zoning Code, of the Mount Pleasant Code of
Ordinances, pertaining to Boutique Hotels or Inns and Hotels / Extended
Stays. Proposed is to make both Boutique Hotels and Hotels a
Conditional Use in all zoning districts where it’s now a Permitted Use,
subject to defined conditions.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request with the addition of adding the Highway 17/Highway 41 community
scale hub, defining the boundaries of each hub, and allowing boutique hotels
in town scale hubs. Ms. Hyatt seconded the motion. All in favor.
g. Proposed amendments to the Stormwater Management Guide for
Homebuilders inside the Old Village Study Area. Originally established
by Ord. 18039. Guide referenced in Flood Damage Prevention Code
Section(s) 152.22, Residential and Nonresidential Construction, and
152.27, Standards for Subdivision Proposals. Guide amendments will
address Stormwater Management Requirements and addition of
Canopy Tree Addendum.
Ms. Mitchell reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.

5. Overview of Settlement Community Task Force Final Report and
Recommendations
Ms. Whitley thanked the Task Force for their work and efforts.
Ms. Boyles reviewed the report with the Committee.
The Committee received this as information and agreed that the recommendations
should be reviewed to determine what can be accomplished.
