Mr. Wren called the meeting to order at 5:00 pm.
1. Approval of the Agenda
Ms. Smith moved for approval of the agenda. Ms. Ireland seconded the motion.
All in favor.
2. Approval of Minutes from October 20th Meeting
Ms. Smith moved for approval of the minutes. Ms. Ireland seconded the motion.
Ms. Ireland moved to amend the motion to include the following correction to the
minutes:
➢ Page 3, third paragraph—amendment should read “Ms. Ireland moved to
amend the motion to change the definition of boutique hotel to change to
“shall provide daily maid services and may provide amenities”…
Ms. Smith seconded the amendment. All in favor.
3. Update on Planning Commission Recommendations
Mr. Stone reviewed Town Council decisions with the Commission.
4. General Correspondence
Mr. Stone verified that all correspondence received was linked to the agenda and
distributed to the Commission.

5. General Public Comment
There being no comments, Mr. Wren continued with the agenda.
6. Requests
A. Rezoning Case: R-15-21 Request to Rezone three MPW Pump Stations
to PI-1, Public Institutional. Pump Station 28, currently zoned R-1,
located at 1098 Cottingham Dr. identified by TMS NO. 5171200032.
Pump Station 70, currently zoned R-1, located at 1391 Stuart Engals
Blvd. identified by TMS NO. 5600200036. Pump station 167, currently
zoned R-4 located at 3794 Sawmill Ct. identified as by TMS NO.
6140000712.
Mr. Stone reviewed staff comments with the Commission.
Mr. David Millard, 602 Noble Lane, stated that there currently is a berm
and fence located between the property and the abutting neighborhood. He
expressed concern on whether there would be an expansion of the pump
station.
There being no further comments, Mr. Wren closed public comment.
Ms. Smith moved for approval of the request as presented. Mr. Wren
seconded the motion. All in favor.
B. Proposed ordinance amendment to repeal Zoning Code Section
156.318, Boulevard Overlay District, in its entirety, along with the
permitted uses and development standards that are subscribed to the
properties therein. Request to relocate determined design standards
within Zoning Code Section(s) 156.201 Bufferyards, 156.310 Commercial
Design Review Overlay District, 156.174 Design Regulations for
Commercial, Institutional, and Multi-Family use parking lots,
Chapter156.102 Height and Size of Buildings and/or Structures, Chapter
156.173 Area and Paving Requirements, Chapter 156.172, Application
of Parking Requirements, Chapter 156.108 Curb Cuts, Visibility at
Intersection, and Pedestrian Access, Chapter 156.303 Residential Use
Districts, Chapter 156.304 Nonresidential Use Districts. Boulevard
Overlay District Map, Boulevard Overlay District- Current Text, Boulevard

There being no comments, Mr. Wren closed public comment.
Ms. Ireland moved for denial of repealing the boulevard overlay district as
presented. Mr. Bennett seconded the motion. All in favor.
The Commission agreed that the recommended draft changes be
incorporated into the boulevard overlay district and design guidelines with the
addition that the underlying zoning is maintained with elimination of mixed
uses within the boulevard overlay district.
C. Proposed ordinance amendment to Zoning Code Section 156.108 Curb
Cuts Separation. Text amendment proposed to appropriately designate
purview of access drives to applicable right-of-way owner or governing
jurisdiction.
Mr. Robertson reviewed staff comments with the Commission.
There being no comments, Mr. Wren closed public comments.
Ms. Smith moved for approval of the request. Ms. Ireland seconded the
motion. All in favor.
D. Proposed ordinance amendment to Zoning Code Section 156.305,
Planned Development Districts. Text amendment proposed to establish
R-1, Low-Density Residential minimum yards requirements in cases that
Planned Developments have not included minimum yard requirement
standards. Provision shall only apply to minimum yard requirements.
Michael Robertson reviewed this item with the Commission.
There being no comments, Mr. Wren closed public comments.

E. Proposed ordinance amendment to Zoning Code Section 156.54, Impact
Assessment. Text amendment proposes to clarify threshold
requirements for application of Impact Assessment.
Michael Robertson reviewed staff comments with the Commission.
There being no comments, Mr. Wren closed public comments.
Ms. Smith moved for approval. Ms. Ireland seconded the motion. All in
favor.
F. Proposal to amend Sections 156.325, Principal Use Table, and 156.326,
Principal Use Conditions, Zoning Code, of the Mount Pleasant Code of
Ordinances, pertaining to Boutique Hotels or Inns and Hotels / Extended
Stays. Proposed is to make both Boutique Hotels and Hotels a
Conditional Use in all zoning districts where it’s now a Permitted Use,
subject to defined conditions.
Ms. Boyles reviewed staff comments with the Commission.
Mr. Charlie Carmody, 107 New Street, stated that he is speaking for several
residents within the Town particularly the property at the corner of Ben
Sawyer and Center Street. He stated that this property is currently under
contract for a hotel use and expressed concern with the zoning of this property
potentially being changed while under contract. He stated that this is in favor
of hotel uses being included as a conditional use, but would like consideration
for allowing hotel uses within all zoning districts.
Mr. Michael Bennett stated that he is in favor of allowing hotel uses as a
conditional use within all zoning districts. He noted that the parking
requirements and traffic for hotels is less than for an office building or other
more intense uses.
There being no further comments, Mr. Wren closed public comments.
Ms. Smith moved for denial of the request. Mr. Koedding seconded the
motion.

Mr. Wren moved to amend the motion to include that hotel uses be allowed
as conditional uses. Motion failed due to the lack of a second.
Mr. Wren called for a vote on the motion. Motion passed on a 6 to 1 vote with
Mr. Bennett, Mr. Wren, Mr. Gates, Mr. Smyth, and Mr. Koedding, and Ms.
Smith in favor; Ms. Ireland opposed.
G. SP-10-21, Sketch Plan, 633/641 Coral St. identified by TMS Nos. 532-06-
00-139, 532-06-00-136. Proposed is to subdivide two lots totaling 0.676
ac. Creating three 0.225 ac. Lots. Zoned R-2 Low Density Residential in
the SR-2-OD, Special R-2 Overlay District, with no request to change
zoning.
Ms. Poultney reviewed staff comments with the Commission.
Mr. Ellis Lesemann, representative for the owner, reviewed the request
with the Commission.
Ms. Smith moved for approval including all staff comments. Ms. Ireland
seconded the motion. All in favor.
H. SP-11-21, Sketch Plan, Carolina Park Phase K. Request to create 17 lot
residential subdivision on 25.1 ac. lot. Within the Carolina Park PD,
Planned Development.
Ms. Moeser reviewed staff comments with the Commission.
Mr. Hampton Young, Seamon, Whiteside, and Associates, reviewed the
request with the Commission.
Ms. Smith moved for approval of the sketch plan including all staff
comments. Mr. Bennett seconded the motion. All in favor.
I. Proposed amendments to the Stormwater Management Guide for
Homebuilders inside the Old Village Study Area. Originally established
by Ord. 18039. Guide referenced in Flood Damage Prevention Code
Section(s) 152.22, Residential and Nonresidential Construction, and
152.27, Standards for Subdivision Proposals. Guide amendments will

Canopy Tree Addendum
Ms. Poultney reviewed staff comments with the Commission.
Ms. Smith moved for approval of the proposed amendments as presented.
Mr. Campbell seconded the motion. All in favor.
J. Engineering and Development Services, Presentation on Environmental
Guidelines for Land Development
Ms. Moeser and Mr. Mitchell reviewed the changes to the environmental
guidelines with the Commission.
The Commission received this as information.
7. Other Business
A. Annual Report from the Zoning Administrator on all Development
Agreements
Ms. Reed reviewed the annual report with the Commission.
