TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION APRIL 20, 2022 MINUTES PowerPoint Presentation Present: Kathy Smith, Vice-chair, Bill Smyth, Bruce Koedding, Gary Davis, George Gates, Michael McCormick, Pam Ireland, Brett Bennett Absent: Joseph Wren. Staff: Michele Reed, Peter Stone, Kevin Mitchell, Marissa Poultney, Heidi Moeser, Lynnette Lynes Ms. Smith called the meeting to order at 5:01 pm. 1. Approval of the Agenda Ms. Ireland moved for approval of the agenda. Mr. Koedding seconded the motion. All in favor. 2. Approval of Minutes from March 23rd Meeting Mr. Davis moved for approval of the minutes. Mr. Gates seconded the motion. All in favor. 3. Update on Planning Commission Recommendations Mr. Stone reviewed Town Council decisions with the Commission. 4. General Correspondence All correspondence was linked to the agenda. 5. General Public Comment Mr. Eddie Twilley, 228 Indigo Bay Circle, spoke regarding Hale Road sketch plan request. He expressed concern with drainage and grading of the lots to ensure there is no runoff. He also asked that some consideration be given to having a buffer between the development and Back Bay Village. Planning Commission April 20, 2022 Page 2 of 4 Ms. Carrie McCormick, 1251 Sareda Circle, spoke regarding the Hale Road sketch plan request. She expressed concern with having a roundabout and would prefer a traditional roadway for the neighborhood. She submitted a letter from the HOA and email from the developer showing a proposed revision to the layout of the roadway. There being no further comments, Ms. Smith continued with the agenda. 6. Requests A. R-07-22, Request to rezone the parcel located at 653 Bank Street from R-1, Low-Density Residential District, to R-2, Low Density Residential District. Subject parcel is approximately 0.35-acres and identified by TMS No. 532-06-00-198 Mr. Stone reviewed staff comments with the Commission. Mr. Duncan Bryan, owner, reviewed the request with the Commission. There being no comments, Ms. Smith closed the public hearing. Ms. Ireland moved for approval. Mr. Smyth seconded the motion. All in favor. B. R-08-22, Request to rezone the parcel located at 1498 Old Rosebud Trail from R-1, Low Density Residential District, to RC-2, Rural Conservation - 2 District. Subject parcel is in the Pepper Plantation Subdivision and consists of approximately 2.50-acres and identified by TMS No. 615-00- 00-311. Parcel is not incorporated in the Pepper Plantation PD, Planned Development District, there is no request to do so at this time. Mr. Stone reviewed staff comments with the Commission. Mr. Tim Cook, developer, stated that he is available for questions. There being no comments, Ms. Smith closed the public hearing. Ms. Ireland moved for approval of the request. Highway 17 North Retail Village IA/CP, Request to approve an Impact Assessment and Conceptual Plan for the properties located 3236 North Highway 17. Proposed Mixed-Use Development consists of approximately 14.6 acres comprised of eight parcels located on Highway 17 North (across from Lowes at Oakland) and identified by TMS Nos. 598-00-00-008, 598-00-00-010 through -012, 598-00-00-018, 598-00-00- 020, 598-00-00-025 and 598-00-00-059. All parcels are zoned AB, Areawide Business District. This item was withdrawn by staff. D. SP-04-22, Proposal for Sketch Plan approval for a subdivision to create nine lots on property zoned R-1, Low Density Residential District. Property is located on Hale Road, consists of approximately 5.41-acres, and is identified by TMS No. 560-12-00-070. Ms. Moeser reviewed staff comments with the Commission. Mr. Ike Boatwright, representative for the applicant, stated that they are available for questions. Ms. Smith moved for deferral in order for the applicant to include a tree study and mitigation plan, additional information on the stormwater management plan, and possible solutions to address Back Bay Village’s concerns regarding buffers. Mr. Gates seconded the motion. Mr. Ike Boatwright stated that they have a tree study completed as well as a full grading plan that shows all stormwater being contained on the site. He stated that they are working with staff to save as many trees as possible, but the majority of the trees on the lot are pine trees. Ms. Smith called for a vote on the motion. All in favor. E. SP-05-22, Proposal for Sketch Plan approval for subdivision to create three lots on property zoned R-1, Low Density Residential District. Property is located at 964 Pine Hollow Road, consist of approximately +0 1.87-acres, and is identified by TMS No. 535-00-00-008. Ms. Poultney reviewed staff comments with the Commission. Planning Commission April 20, 2022 Page 4 of 4 Mr. Thomas Martin, Earthsource Engineering, reviewed the request with the Commission. Ms. Smith moved for approval of the request. Mr. Bennett seconded the motion. Motion passed on a 4 to 3 vote with Mr. Smyth, Mr. Koedding, Ms. Smith, Mr. McCormick, and Mr. Bennett in favor; Mr. Davis, Mr. Gates, and Ms. Ireland opposed. F. A request at the March 2022 Planning Commission to discuss the current usage of abbreviated minutes, to document meetings, in comparison to the previously applied verbatim minutes. Mr. Stone reviewed staff comments with the Commission. The Commission discussed if changes to how minutes are transcribed should be considered, noting that often there are questions on the justification of the motion and having that in writing would be beneficial for the public and Town Council. The Commission agreed to include justifications in the motions for better clarification on decisions. There being no further business, the meeting adjourned at 6:08 pm. Submitted by, L.
