TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION AUGUST 23, 2023 MINUTES PowerPoint Presentation Present: Kathy Smith, Chair, Garrett Lacy, Brett Bennett, Pam Ireland, Gary Davis, Bill Smyth, Michelle Mansour, Bruce Koedding. Absent: Michael McCormick Staff: Michele Reed, David Pagliarini, Peter Stone, Kevin Mitchell, John Farrell, Lynnette Lynes Ms. Smith called the meeting to order at 5:04 pm. 1. Approval of the Agenda Mr. Lacy moved for approval of the agenda. Mr. Bennett seconded the motion. All in favor. 2. Approval of Minutes from June 21st Meeting Ms. Ireland moved for approval of the minutes. Mr. Davis seconded the motion. All in favor. 3. Update on Planning Commission Recommendations Mr. Stone reviewed Town Council decisions with the Commission. 4. Correspondence All correspondence was linked to the agenda. 5. General Public Comment There being no comments, Ms. Smith continued with the agenda. 6. Requests A. R-07-23 Proposal to amend the Central Mt. Pleasant PD, Planned Development. Requested amendment specifically applies to a 22.69- Planning Commission August 23, 2023 Page 2 of 5 acre tract of land made up of two parcels in the Neighborhood Tract, identified by TMS# 560-00-00-068 and 560-00-00-066. Proposed amendment would conditionally allow up to 109 CCRC, Continuing Care Retirement Community units within the existing CCRC. Mr. Stone reviewed staff comments with the Commission. Mr. James Wilson, representative for the applicant, and Mr. Patrick Allen, Liberty Senior Living, reviewed the request with the Commission. Mr. Peter Berotti, 1361 Heron Bay Loop, expressed concern that the proposed street is more of an alley than an actual street. Mr. Emory Haseldon, Darrell Creek subdivision, stated that he was a previous resident of South Bay and is currently on the waiting list. He suggested that South Bay is the only facility that provides four areas of care. Mr. Don Wineheart, 1571 Heron Bay Loop, expressed the same concern as Mr. Berotti regarding the extension of the street as it currently is more of an alley than a road. He expressed concern with increased traffic along the “alley” and there could be traffic accidents. Ms. Roberta Berotti, 1361 Heron Bay Loop, expressed concern with parking and that there is not sufficient parking for the residents. She asked that this be addressed. Ms. Pat Goodman, 1400 Liberty Midtown Drive, agreed that parking is an issue. She expressed concern that there is not sufficient staffing for the amenities that are offered and suggested that this would add to the parking issue as well. There being no further comments, Ms. Smith closed the public hearing. Mr. Lacy moved for approval. Ms. Ireland seconded the motion. Motion passed on a 7 to 1 vote with Mr. Smyth, Mr. Bennett, Mr. Koedding, Mr. Lacy, Ms. Smith, Ms. Mansour and Ms. Ireland in favor; Mr. Davis opposed. B. R-08-23 Proposal to amend the Central Mt. Pleasant PD, Planned Development, specifically assigning Gym/Athletic Club as a permitted Planning Commission August 23, 2023 Page 3 of 5 use within the Mixed-Use Center boundaries of the Central Mt. Pleasant PD, as exhibited in the Developments adopted Zoning Map. Parking standards associated with this newly proposed use have also been established in this request. Mr. Stone reviewed staff comments with the Commission. Mr. Chamberlin Chestnut reviewed the request with the Commission. There being no comments, Ms. Smith closed the public hearing. Ms. Smith moved for approval. Ms. Ireland seconded the motion. All in favor. C. R-09-23 Request to Rezone CC, Community Conservation, a vacant 1.5- acre parcel located on Rifle Range Road, Property is currently zoned R- 1, Low Density Residential, and further identified by TMS# 558-00-00- 017, indicated on a plat recorded by the Charleston County ROD Office in Plat Book T, Page 058. Mr. Stone reviewed staff comments with the Commission. Mr. Michael Singleton, applicant, stated that he was available for questions. There being no comments, Ms. Smith closed the public hearing. Ms. Ireland moved for approval. Mr. Lacy seconded the motion. All in favor. D. R-10-23 Request to Zone CC, Community Conservation and Amend the Comprehensive Plan’s Future Land Use designation of a 1.25- acre unincorporated parcel, located on Joseph Glover Road, identified by TMS# 583-00-00-276. Applicant is requesting the corresponding Settlement Community Future Land Use designation. Mr. Stone reviewed staff comments with the Commission. Mr. Michael Singleton, applicant, stated that he is available for questions. Planning Commission August 23, 2023 Page 4 of 5 Mr. Jonathan Ford, 2906 Canyon Lane, stated that this is a part of the Phillips historical community and suggested that the rezoning could affect the historic designation. Mr. Richard Habersham, 2938 Bennett Charles Road, expressed concern that the rezoning would affect the historic designation of the Phillips Community. Mr. Michael Singleton, applicant, stated that this property has been in his family for decades. He stated that he is sensitive to the historic community, and his request is to provide homes for his family. He asked that the request be approved. There being no further comments, Ms. Smith closed the public hearing. Ms. Smith moved for approval to zone the parcel to Community Conservation and change the Future Land Use designation to Settlement Community. Mr. Bennett seconded the motion. All in favor. E. Proposal to amend Chapter 156.430, standards that govern the Historic District Preservation Commission, modification to policies as they relate to organization and membership. Ms. Reed reviewed the amendment with the Commission. There being no comments, Ms. Smith closed the public hearing. Ms. Smith moved for approval. Mr. Lacy seconded the motion. All in favor. F. SP-11-23 Review of a Sketch Plan for 2.3-acre parcel located on the corner of Rifle Range Rd. and Venning Rd. Request to subdivide parent parcel to create 3 Single-Family Residential lots, property is located within the Seaside Farm PD. Mr. Farrell reviewed staff comments with the Commission. Mr. Tony Wooddy, representative for the applicant, reviewed the request with the Commission. Planning Commission August 23, 2023 Page 5 of 5 Ms. Smith moved for approval of the request including staff recommendations with the condition to abide by section 51.113 of the Code of Ordinances regarding connecting to sewer when it becomes available. Mr. Bennett seconded the motion. All in favor. Ms. Smith suggested that an informational session with Mount Pleasant Waterworks would be beneficial. G. Vested Rights Extension- 734 Dupre Lane Sketch Plan Request for an extension of Vested Rights for a Sketch Plan previously approved by Planning Commission in August of 2021. Approval granted to 734 Dupre Ln. created three single-family lots, with an LDR Waiver vesting ingress/egress from an access easement. Mr. Stone reviewed staff comments with the Commission.
