TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE JULY 31, 2023 MINUTES Mount Pleasant Municipal Complex PowerPoint Presentation Present: G.M. Whitley, Chair, Laura Hyatt, Howard Chapman, Brenda Corley. Staff: Eric DeMoura, Michele Reed Ms. Whitley called the meeting to order at 8:30 am. 1. Approval of Minutes from the June 5, 2023 meeting Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the motion. All in favor. 2. Public Comments Mr. Stuart Whiteside, Seamon, Whiteside, and Associates, spoke regarding the Liberty Hill Farms development agreement amendment. He stated that due to COVID and supply chain issues, they have not been able to complete the project. He stated that the development includes dedicated open space, sidewalks and extensive trail system, roundabout and other roadway improvements, traffic signal improvements, and a contribution for future extension of Longpoint Road (Vaughn Ed Kee Parkway). Mr. Mike Tinkey. 208 Venning, spoke regarding the proposed changes to the Historic District Preservation Commission membership requirements. He asked that more candidates living in the Historic District is preferred and should have priority. He suggested that an open house or orientation to provide information on the requirements of being a member on the Commission should be considered as well. Ms. Whitley closed public comment. 3. A-06-23. Request to annex a parcel located at 2129 Gulf Drive, identified by TMS No. 577-05-00-020 and depicted on a plat recorded by the Charleston County ROD Office in Plat Book L, Page 73. Mr. Chapman moved to recommend to Town Council approval of the annexation request. Ms. Corley seconded the motion. All in favor. Planning Committee July 31, 2023 Page 2 of 2 4. Liberty Hill Farms Development Agreement Amendment. Request to amend the current Development Agreement for Liberty Hill Farms to extend the DA for five years, and to amend the development schedule due to unexpected delays. Ms. Reed reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council to negotiate with the developer for any possible additional infrastructure improvements that might be necessary. Ms. Hyatt seconded the motion. Motion passed on a 3 to 1 vote with Ms. Corley, Ms. Whitley, and Ms. Hyatt in favor; Mr. Chapman opposed. 5. Discussion of Historic District Preservation Commission membership requirements Ms. Reed reviewed the request with the Committee. The Commission agreed that there should be 2 at-large resident seats. They also agreed that more advertising such as flyers, open house, social media blasts, etc. should be considered to better advertise the open positions. The Committee suggested that an open house for all of the Boards and Commissions could be beneficial in educating the public on the membership requirements. 6.
