TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMISSION MAY 22, 2024 MINUTES PowerPoint Presentation Present: Brett Bennett, Chair, Emily Sanford, Pam Ireland, Gary Davis, Bill Smyth, Michelle Mansour, Mike Tinkey, Garrett Lacy (entered at 5:10 pm). Absent: Adam Ferrara. Staff: Michele Reed, Peter Stone, David Pagliarini, Jillian Grimes, Lynnette Lynes Mr. Bennett called the meeting to order at 5:05 pm. 1. Approval of the Agenda Ms. Ireland moved for approval of the agenda. Mr. Tinkey seconded the motion. All in favor. 2. Approval of Minutes from April 17th Meeting and May 7th Special Meeting Mr. Davis moved for approval of the minutes from the April 17, 2024 meeting. Ms. Ireland seconded the motion. All in favor. Mr. Tinkey moved for approval of the minutes from the May 7, 2024 meeting. Ms. Sanford seconded the motion. All in favor. 3. Update on Planning Commission Recommendations Mr. Stone reviewed the Town Council decisions with the Commission. 4. Correspondence 5. General Public Comment There being no comments, Mr. Bennett closed public comments. Mr. Stone noted that all correspondence was linked to the agenda. 6. Requests A. Zoning Case: R-07-24 , Request to Rezone two vacant parcels comprising 0.19-acres, on the corner of Simmons Street and Morrison St. Proposal Planning Commission May 22, 2024 Page 2 of 3 to rezone the parcel from its current designation of R-2, Low Density Residential District to PI-2, Public Institutional-2 District, to be incorporate into the Mt. Pleasant Waterworks Facility. The subject parcels may be further identified by TMS Nos. 532-01-00-228 and 532- 01-00-241. Property is also indicated on a plat recorded by the Charleston County ROD Office in Plat Book R, Page 60 and Plat Book BT, Page 148. Mr. Stone reviewed staff comments with the Commission. Mr. Lacy entered at this time (5:10 pm). There being no comments, Mr. Bennett closed public comments. Mr. Tinkey moved for approval on the condition that the lot lines be established as presented. Mr. Stone raised a point of order and stated that a rezoning request cannot be conditioned, so the motion was invalid and therefore could not be made as stated. Mr. Tinkey moved for approval of the request. Ms. Ireland seconded the motion. All in favor. B. Zoning Case: R-08-24 , Request to amend the Seaside Farms Planned Development District ordinance (Ord. No. 97074) as it pertains to an approximately 52.00-acre tract designated as The Neighborhood Retail and Office Tract. Proposed is to repeal the limitation of one hotel within the development. The Subject Property is located on the corner of Rifle Range Road and Isle of Palms Connector. Property is indicated on plats recorded by the Charleston County ROD Office in Plat Book EE, Page 585 and Plat Book EB, Page 308. This item was withdrawn by the applicant. C. Zoning Case: R-09-24 , Request to amend the Oakland Plantation PD, Planned Development District ordinance (Ord. No. 04014, as amended) to expand the principal uses permitted in the ED, Economic Development District, within the PD Ordinance. Proposed is to allow Planning Commission May 22, 2024 Page 3 of 3 Fitness Center use in addition to all other ED uses. The subject property is located at the corner of Porcher’s Bluff and Highway 17. Mr. Stone reviewed staff comments with the Commission. Mr. Mark Taylor, owner, and Charlie Carmody reviewed the request with the Commission. There being no comments, Mr. Bennett closed the public hearing. Ms. Ireland moved for approval with the condition that the fitness center use would only be allowed for up to 20% of the planned development area. Mr. Lacy seconded the motion. All in favor.
