1. Call to order
Mr. Chapman called the meeting to order at 8:30 am.
2. Approval of Minutes from the May 6, 2024 meeting
Ms. Hyatt moved for approval of the minutes. Mr. Rambo seconded the motion.
All in favor.
3. Public Comments
Mr. Charlie Carmody, 107 New St, spoke regarding the Oakland PD and asked
that it be approved.
Mr. Mark Donato, Realtor for Towne Centre spoke regarding the Wilson Tract
PD amendment. He stated that they are available for questions. He asked that the
request be approved so that there is more flexibility in redeveloping the site and to
attract new tenants to prevent long-term vacancies. He stated that many of the
tenants have co-leases that hinge on the anchor tenants remaining.
Ms. Morgan Bentivegna spoke regarding the Wilson Tract request and the
proposed height. She stated that based on the comments from the Planning
Commission, the height was amended to have a more step-back height for the site.
She asked that the proposal be approved.
Mr. Allen McMann, Beach Company, spoke regarding the Wilson Tract. He
suggested that the proposal would accommodate long-term planning for the site.

He suggested that approval would help to prevent vacancies and provide housing
for emergency personnel and teachers and to provide access to pedestrian friendly
amenities. Additionally, he stated that the proposal would allow for updating
stormwater management.
4. A-02-24. Request to annex an approximately 2.76-acre tract of land located
at 1170 Frank Bonneau Road, identified by TMS No. 578-00-00-186 and
depicted on a plat recorded by the Charleston County ROD Office in Plat Book
L23, Page 0022.
Ms. Reed reviewed the request with the Committee.
Mr. Rambo moved to recommend to Town Council approval of the annexation.
Ms. Hyatt seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the May 7, 2024
Special meeting
a. R-06-24. Request to amend the Wilson Tract Planned Development
District ordinance (Ord. No. 95041) as it pertains to an approximately
41.74-acre portion of an approximately 45.83-acre tract of land known
as Towne Centre, located between Hungryneck Boulevard and U.S
Highway 17 North and identified by TMS Nos. 558-00-00-096, 558-00-
00-098, 558-00-00-100, 558-00-00-102, 558-00-00-340, 558-00-00-387,
and 558-00-00-399. Furthermore, the development proposes to rezone
and aggregate an approximately 0.75-acre property from its current
designation of AB, Areawide Business District into the Towne Centre
portion of the Wilson Tract PD, Planned Development, property is
located at 1903 North Highway 17. Proposed Amendments specifically
pertain to expansion of master plan onto 558-00-00-102, and governing
development standards, including an increase in height, density, and
signage allowances. Review of Impact Assessment and Conceptual Plan
to be conducted as well.
Ms. Reed and Mr. Stone reviewed the request with the Committee.
Mr. Rambo moved to defer this item to the next Planning Committee
meeting. Ms. Hyatt seconded the motion. All in favor.

6. Review of Planning Commission recommendations from May 22, 2024
meeting
a. R-07-24. Request to Rezone two vacant parcels comprising 0.19-acres,
on the corner of Simmons Street and Morrison St. Proposal to rezone
the parcel from its current designation of R-2, Low Density Residential
District to PI-2, Public Institutional-2 District, to be incorporate into the
Mt. Pleasant Waterworks Facility. The subject parcels may be further
identified by TMS Nos. 532-01-00-228 and 532-01-00-241. Property is
also indicated on a plat recorded by the Charleston County ROD Office
in Plat Book R, Page 60 and Plat Book BT, Page 148.
Mr. Rambo moved to recommend to Town Council approval of the rezoning
request. Ms. Hyatt seconded the motion. All in favor.
b. R-09-24. Request to amend the Oakland Plantation PD, Planned
Development District ordinance (Ord. No. 04014, as amended) to
expand the principal uses permitted in the ED, Economic Development
District, within the PD Ordinance. Proposed is to allow Fitness Center
use in addition to all other ED uses. The subject property is located at
the corner of Porcher’s Bluff and Highway 17.
Ms. Reed reviewed the request with the Committee.
Mr. Rambo moved to recommend to Town Council approval of the rezoning
request. Ms. Hyatt seconded the motion.
Mr. Rambo moved to amend the motion to recommend to Town Council
approval of the rezoning request as recommended by the Planning
Commission. Ms. Hyatt seconded the motion. All in favor.
7. Adjourn
There being no further business, the meeting adjourned at 9:20 am.
