Ms. Whitley called the meeting to order at 12:15 pm.
1. Approval of Minutes from the February 3, 2020 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
2. Public Comments
There being no comments, Ms. Whitley continued with the agenda.
3. Recognition of Engineering Excellence Award for Shem Creek bridge
Mr. Ulma recognized Kevin Mitchell and Thomas & Hutton for their work on
the Shem Creek Bridge project and receiving the Engineering Excellence
Award.
4. Budget Review FY 2021
a. Planning Department operating expenditures
b. Planning Department capital and maintenance expenditures
Mr. DeMoura reviewed the FY2021 budget with the Committee.
Mr. Chapman moved to recommend to the Budget Committee approval
of the Planning Department budget for FY2021. Ms. Corley seconded the
motion. All in favor.

5. Annexations
a. A-3-20: 1531 N. Lakeshore Drive. Request to annex an
approximately 0.43 acre tract of land located at 1531 N. Lakeshore
Drive, identified by TMS No. 577-14-00-028 and depicted on a plat as
Lot 8, Block G recorded by Charleston County ROD Office in Plat
Book M, Page 44.
Ms. Canon reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the
request. Mr. Chapman seconded the motion. All in favor.
b. A-4-20: 1528 W. Palmetto Fort Drive. Request to annex an
approximately 0.46 acre tract of land located at 1528 W. Palmetto
Fort Drive, identified by TMS No. 577-14-00-014 and depicted on a
plat as Lot 11, Block G recorded by Charleston County ROD Office
in Plat Book M, Page 44.
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. All in favor.
6. Review of Planning Commission recommendations from the
February 19, 2020 meeting
a. R-19-2020. 1093 Washrich Street Request to rezone one parcel
approximately 0.11 acres (4,792 sf) located at 1093 Washrich Street
(within the Subdivison known as Armsway near the intersection of
Rifle Range Road and Myrick Road) from R-1, Low Density
Residential District, to R-4, Medium Density Residential District. The
proposed district allows single family residential development on
individual lots containing a minimum of 4,000 square feet.
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Corley seconded the motion. All in favor.

b. R-20-2020. 1242 White Flat Road. (Applicant Request to Withdraw
One (1) Parcel (1236 White Flat Road) from the Request) Request to
rezone two parcels approximately 0.47 acres located at the
intersection of Bowman Road and White Flat Road. One parcel is
zoned R-1, Low Density Residential District, and is improved with
an office that was converted from a single family residence. The
other parcel is zoned PD, Planned Development District, and is
vacant except for an off-site sign for the Watermark Development.
The applicant wishes to rezone both parcels to OP, Office
Professional District.
Ms. Canon reviewed the request with the Committee.
Mr. Chapman asked if the buffers meet Office Professional without taking
away the porches.
Ms. Cannon stated the buffers are based on the use and not the zoning, and
so they would look at this use against an adjacent use, and without the
porches it does not meet the buffer. If the porches were removed, it would
meet the buffer. Those are the two encroachments at this point.
Committee discussion.
Mr. Chapman asked if this were to be approved, can it be approved with
stipulations about the porches and about the parking being permeable
surface.
Ms. Cannon replied in the negative.
Mr. Chapman stated that this is a better idea than we had before, and that
the building improves the area, but he is concerned about getting closer to
compliance by the owner. Mr. Chapman asked if the owner was present,
and he asked Corporation Counsel if that was something they could ask the
owner if they would be willing to do.
Mr. Pagliarini stated it can be requested but it cannot be legally conditioned.
Mr. Chapman stated that he is requesting it.

Mr. Trevor Cangelosi stated he is owner of the property along with his
partner Jeff Ross, and he provided some background information and
comments. Mr. Cangelosi stated that they are more than willing to comply
with whatever the Town needs in terms of bringing this property into
compliance with whatever is needed in terms of any variations that are
needed, the porches. He said that they have been in communication with
Corporation Counsel and with the Deputy Director of Planning about
whatever they need them to do, and they are sorry about the
miscommunication about this because this was absolutely never their
intention.
Mr. Chapman asked about permeable surface on the parking lot, not gravel.
Mr. Cangelosi stated that the entire parking lot that they own now is on the
corner and it is entirely grass. He said they are happy to do whatever the
Town wants in terms of making that a proper parking lot.
Mr. Chapman reiterated that they cannot require them to do so; he is asking
about some type of a nice permeable surface other than gravel.
Mr. Cangelosi stated that he is happy to.
Ms. Whitley reiterated that this is not something that we can legally require
of the property owner.
Mr. Chapman stated that he understands that.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Corley seconded the motion. All in favor.
c. Zoning Code Text Amendment: Impervious Surface definition.
Proposal to amend Zoning Code Section 156.007, Definitions,
pertaining to the definition of Impervious Surface. Proposed
changes include revised language clarifying the definition of
Impervious Surface as it relates to administering limitations on
overhangs, building eaves, and the like. This will help to better meet
the intent and purpose of regulations.
Mr. Mitchell reviewed the request with the Committee.

Ms. Corley moved to recommend to Town Council approval of the
request. Mr. Chapman seconded the motion. All in favor.
7. Update from Optima Tower LLC representatives regarding a
proposed amendment to the Carolina Park Planned Development
ordinance to allow the construction of a new cell tower at the Carolina
Park Recreation fields located off of Recreation Way
Ms. Farrell reviewed the request with the Committee.
Mr. Jonathan Yates, attorney for Optima Towers, reviewed the need for the
additional tower with the Committee.
The Committee received this as information.
8. Discussion and recommendation regarding revisions to the draft
Comprehensive Plan and proposed Town Council adoption schedule.
Mr. Ulma and Ms. Boyles reviewed the progress of the approval of the draft
Comprehensive Plan with the Committee.
The Committee agreed to move forward with the proposed schedule.
9. Discussion of existing and proposed “Green Development” practices
Mr. Mitchell reviewed the existing green development practices with the
Committee. Ms. Boyles reviewed green development concepts and
recommendations that are included in the draft Comprehensive Plan with the
Committee.
The Committee received this as information.
10. Consideration of initiating Moultrie Middle School rezoning from AB,
Areawide Business, to PI-1, Public Institutional
Mr. Ulma stated that there has not been a response from Moultrie Middle
School regarding this issue.

Ms. Whitley moved to recommend to Town Council approval to move
forward with rezoning of the Moultrie Middle School property to PI-1. Ms. Hyatt
seconded the motion. All in favor.
11. Discussion and possible action regarding the removal of the Chuck
Dawley Boulevard Overlay District
Ms. Whitley stated that Ms. Hyatt requested discussion of this item. Mr.
Ulma reviewed this request with the Committee.
The Committee agreed to continue with the draft Comprehensive Plan and
then follow-up with ordinance changes as appropriate.
There being no further business, the meeting adjourned at 1:45 pm.
