TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE APRIL 5, 2021 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: Howard Chapman, acting chair, Laura Hyatt, Brenda Corley. Absent: G. M. Whitley, Chair. Staff: Eric DeMoura, Christiane Farrell, Michele Reed, Kevin Mitchell Mr. Chapman called the meeting to order at 2:01 pm. 1. Approval of Minutes from the March 1, 2021 meeting Ms. Corley moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 2. Public Comments Ms. Pat Sullivan, 1002 Plantation Court, spoke regarding the rezoning within Covington. She suggested that approval of the rezoning could affect the request for historic designation of the Phillips Community. Mr. Ben Traywick, President of Bayview Acres Civic Club, spoke regarding the Queens Court rezoning and stated that the Civic Club is in opposition of the request. He suggested that the developers have not been upfront with the residents on their development plans. He stated that he has a petition of approximately 82 residents in opposition of the request. He stated that the Planning Commission recommended denial and asked that the request be recommended for denial by the Committee. Mr. Brett Woodward, developer for Queens Court, stated that they have met with the Bayview Acres Civic Club and have made changes to the plans as requested by the Civic Club to try to come to a resolution. He suggested that in their meetings with the neighborhood, some residents were in favor of the development of the site. He stated that they currently do not have architectural plans as they needed Planning Committee April 5, 2021 Page 2 of 4 to have the zoning in place. He suggested that they are willing to deed restrict the property in terms of number of units, height, etc. There being no further comments, Mr. Chapman continued with the agenda. 3. Budget Review FY 2022 a. Planning, Land Use and Neighborhoods operating expenditures b. Planning, Land Use and Neighborhoods capital projects and maintenance expenditures Ms. Farrell reviewed the PLAN Department budget with the Committee. Ms. Corley moved to recommend to the Budget Committee approval of the PLAN Department budget. Ms. Hyatt seconded the motion. All in favor. 4. Old Business a. Request for Deferral A-07-21: Covington at Park West. Request to annex an approximately 9.05-acre tract of land comprised of two parcels, located off Bessemer Road in Covington at Park West at the terminus of Hopkins Road, identified by TMS No’s. 583-00-00-007 and –236 and depicted on a plat recorded by Charleston County ROD Office in Plat Book M47, Page 283. b. Request for Deferral Rezoning Case: R-06-21 Dunes West PD Amendment. Application to amend the Dunes West PD, Planned Development District ordinance, to incorporate into the PD an approximately 9.05-acre tract of land comprised of two parcels located off Bessemer Road in Covington at Park West at the terminus of Hopkins Road. Proposed is to designate the parcels similar to Covington Phases 1 and 2, as DW-PD R-3 within the PD, but to utilize the DW-PD R-1 minimum lot size and lot coverage. Ms. Reed stated that the applicant has asked for deferral. Ms. Hyatt moved for approval of the deferral request. Ms. Corley seconded the motion. All in favor. c. Rezoning Case R-37-20: Request to rezone from R-3, Medium Density Residential District, to TH, Townhouse District, an approximately 2.90- acre tract of land comprised of eleven (11) parcels and improved with 22 duplexes. Also included is a request to incorporate all parcels into the Planning Committee April 5, 2021 Page 3 of 4 Coleman Boulevard Overlay District (CB-OD). Enclave at QC LLC. Queens Court (Bayview Acres Subdivision). Deferred from January meeting Ms. Reed reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council denial of the request. Ms. Hyatt seconded the motion. Motion passed on a 2 to 1 vote with Ms. Corley and Ms. Hyatt in favor; Mr. Chapman opposed. 5. Review of Planning Commission recommendations from the March 24, 2021 meeting a. Proposal to amend the Town of Mount Pleasant Code of Ordinances, Chapters 155 and 156, to change department titles and responsibilities in order to correspond to the recent restructuring. Ms. Reed reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council approval of the request. Ms. Hyatt seconded the motion. All in favor. b. Proposal to amend Zoning Code Section(s) 156.104 Density, and 156.302, Change of Town Boundaries, Chapter 156, Zoning Code of the Mount Pleasant Code of Ordinances. Amendments include updating the Future Land Use Map Designations to align with the newly adopted 2019 Comprehensive Plan, and to update how a parcel is automatically classified upon annexation based on the new Future Land Use Map and any applicable overlays. Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to recommend to Town Council approval of the text amendments. Ms. Corley seconded the motion. All in favor. c. Proposal to amend Sections 156.318, Boulevard Overlay District, to amend the density allowed for residential uses in the overlay district. Ms. Reed reviewed the request with the Committee. Planning Committee April 5, 2021 Page 4 of 4 Ms. Hyatt moved to recommend to Town Council approval of the request. Ms. Corley seconded the motion. All in favor. d. Proposal to amend Code Section 152.27, Standards for Subdivision Proposals, of Chapter 152, Flood Damage Prevention, of the Mount Pleasant Code of Ordinances. Amendment includes standards for sketch plan approval for residential lots located within the Old Village Stormwater Study Area. Mr. Mitchell reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council approval of the amendments. Ms. Hyatt seconded the motion. All in favor. There being no further business, the meeting adjourned at 2:46 pm.
