1. Call to Order
Ms. Whitley called the meeting to order at 11:04 am.
2. Approval of Minutes from the September 7, 2021
Mr. Chapman moved to approve the minutes. Ms. Corley seconded the motion.
All in favor.
3. Public Comments
Ms. Abigail Richardson, Seamon Whiteside and Associates, stated that she and
the owner were available to answer any questions regarding the Oyster Park
development.
There being no further comments, Ms. Whitley continued with the agenda.
4. Old Business
a. Oyster Park Impact Assessment and Planned Development Ordinance.
Planning Commission Recommended Amendments. Includes two (2)
separate requests related the 13.57-acre Mixed-Use Development known
as Oyster Park, located off Ben Sawyer Boulevard between Rifle Range
Road and New Parish Way. First is to rezone the entire development from
AB, Areawide Business District, to PD, Planned Development District.
Second is to approve an Impact Assessment and associated Conceptual
Plan.
Ms. Reed reviewed the request with the Committee. She stated that this
was deferred from last month. She stated that the plan has been revised and
reviewed these revisions with the Committee.

Ms. Corley moved to recommend to Town Council approval of the rezoning
from AB to PD. Mr. Chapman seconded the motion. All in favor.
Ms. Corley moved to recommend to Town Council that the number of
residential units not exceed 269 units as currently exists. Mr. Chapman seconded
the motion. All in favor.
Mr. Chapman moved to recommend to Town Council approval of the impact
assessment as presented. Ms. Corley seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the September 22,
2021 meeting
a. Proposal to amend Chapter 156, Zoning Code, of the Mount Pleasant Code
of Ordinances, by adding new sections Chapter 156.306, 156.307, 156.308,
156.304(E)(3), 156.110(F), establishing new Shem Creek Waterfront District
and design standards. Amendments pertain to provision of permitted uses
and development standards for this District. Affected code sections include
156.007, 156.325, 156.326, 156.310, 156.318, 156.314, 156.110, 156.304.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval. Mr. Chapman
seconded the motion. All in favor.
b. Proposal to amend Chapter 153.050, Stormwater Management and Water
Quality Regulations, specifically the Stormwater Facility Maintenance
Agreement, proposed is to include Clemson Certified Post-Construction
BMP inspectors as qualified professionals to perform required inspections.
Ms. Dandy reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval with the
addition of “professional engineer” added to the engineer’s title as referenced in
the state statutes. Ms. Corley seconded the motion. All in favor.

6. Update on Comprehensive Plan Implementation
Ms. Reed updated the Committee on the implementation of the
Comprehensive Plan recommendations.
The Committee agreed that there should be regular updates on the progress of the
Comprehensive Plan implementation and the zoning code rewrite.
7. Discussion/Update on paid parking and parking requirements
Mr. Pagliarini reviewed the request with the Committee.
Mr. Chapman moved for approval to move forward with updating the parking
requirements and bring this back to the Committee. Ms. Hyatt seconded the
motion. All in favor.
8. Discussion and possible action to remove residential uses as a permitted use
in the Boulevard and Chuck Dawley Overlay District
Ms. Whitley stated that Mr. Rambo asked for this discussion. Ms. Reed
reviewed the request with the Committee.
The Committee received this as information.
9. Discussion and possible action regarding accommodations zones in town as
our Comprehensive Plan recommends
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to send this to the Planning Commission for consideration of
establishing special area plans for accommodation zones throughout the Town.
Ms. Whitley seconded the motion. All in favor.
10.Discussion regarding purchase of land at Faison Road
Mr. Pagliarini briefly reviewed the request with the Committee.

11.Executive Session regarding purchase of land at Faison Road
Mr. Chapman moved to go into executive session to receive legal advice as
related to maintenance and operation of the land if purchased. Ms. Hyatt seconded
the motion. All in favor.
The Committee convened into executive session at 12:14 pm.
12.Post Executive Session--Committee may take action on any item, including any
subsection of any section, listed on an executive session agenda or discussed
in an executive session during a properly noticed meeting.
The Committee reconvened at 12:23 pm. No decisions were made while in executive
session.
There being no further business, the meeting adjourned at 12:24 pm.
