TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE Tuesday, July 5, 2022 Minutes Municipal Complex, Council Chambers PowerPoint Presentation Present:Howard Chapman, acting chair, Brenda Corley, Howard Chapman, Laura Hyatt. Absent:Guang Ming Whitley, Chair. Staff:Eric DeMoura, Michele Reed, Brad Morrison, David Pagliarini, Liz Boyles, James Aton Mr. Chapman called the meeting to order at 10:30 am. 1.Approval of Minutes from the June 6, 2022 meeting Ms. Corley moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 2.Public Comments Ms. Laurie Bixler, 144 3rd Ave, spoke regarding short-term rentals. She expressed concern with the number of permits exceeding the cap of 400 permits. She asked that an advisory committee or commission should be established to review the procedures and determine a program that would be beneficial for all. Ms. Mari Ricozzi, 136 Heritage Circle, spoke regarding short-term rentals. She stated that short-term rental operation is her business. She stated that the business does not provide a huge profit but does provide income. She suggested that the professionals should have input on the procedures. She asked that minimal changes should be considered to keep the program working smoothly. Mr. Robbie Whitsell, 312 Fiddlers Point Lane, member of Lifepark Church spoke regarding the proposed Highway 17 North Retail Village development. He stated that the proposed pet daycare business is too close to the church. He suggested that it would produce noise to the point of being an annoyance and nuisance. He asked that the request be denied, the location of the pet daycare be moved farther from the church property, or the outdoor activities of the business restricted so the church activities are not disturbed. 3.Review of Planning Commission Recommendations from June 22, 2022, meeting A. R-15-22. Request to amend the Central Mt. Pleasant PD, Planned Development District Ordinance. Proposed is to incorporate three abutting parcels into the PD, increasing the acreage by 2.23- acres within the Mixed-Use Center Tract. The three parcels requested to be incorporated are currently zoned AB, Areawide Business in the HNB- VR-OD, Hungryneck—Venning Road Overlay District. Ms. Reed reviewed the request with the Committee. Mr. Morrison and Mr. Aton updated the Committee on several transportation issues including the signal at Rifle Range Road, internal roadways, and access for the subject parcels. The Committee recommended that staff consider a turn-around or additional egress for Fortier Drive, and there should not be access from Hungryneck Boulevard or Midtown Avenue, but only from the Gather site. Mr. Morrison and Ms. Reed noted that Fortier Drive would be reviewed during the impact assessment approval process and that the Central Mount Pleasant PD and the Overlay District management system addressed internal accesses and roadways. Ms. Corley moved to recommend to Town Council approval of the amendment to the Central Mount Pleasant PD. Ms. Hyatt seconded the motion. Mr. Chapman moved to amend the motion to include the requirement of a Type E buffer as recommended by staff and the Planning Commission. Ms. Hyatt seconded the motion. All in favor. Mr. Chapman called for a vote on the amended motion. All in favor. B. Highway 17 North Retail Village. Request to approve an Impact Assessment and Conceptual Plan for the properties located 3236 North Highway 17. Proposed Mixed-Use Development consists of approximately 14.6 acres comprised of eight parcels located on Highway 17 North (across from Lowes at Oakland). All parcels are zoned AB, Areawide Business District. Ms. Reed reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council approval of the impact assessment and conceptual plan including all Planning Commission recommendations. Ms. Hyatt seconded the motion. Mr. Chapman moved to amend the motion to include that the developer be required to construct the portion of All-American Boulevard to connect with Lifepark Church access and for the developer to continue to look at other locations for the pet daycare so it is further away from Lifepark Church. Ms. Hyatt seconded the motion. All in favor. Mr. Chapman called for a vote on the motion. All in favor. 4.Continued discussion and possible action regarding proposed amendments to the Towns Short Term Rental Ordinance. Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to send this issue back to Planning Commission for a public hearing including all the Planning Commission recommendations and moving to a two-tiered permitting system. Ms. Corley seconded the motion. All in favor. 5.Discuss Historic Preservation in Settlement Communities Ms. Boyles updated the Commission on staffs efforts regarding historic preservation in settlement communities. The Committee thanked staff for their work and agreed with staffs direction regarding this issue. 6.Update on Zoning Code Rewrite and Livability Division efforts Ms. Reed updated the Committee on these projects.
