1. Call to order
Ms. Whitley called the meeting to order at 8:30 am.
2. Approval of Minutes from the October 3, 2022 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
3. Public Comments
Ms. Mari Ricozzi, 176 Heritage Circle, spoke regarding short-term rentals. She
expressed concern with the verbiage regarding the number of permit and re-
applicants being “exempt” from the cap. She suggested that this should be
reviewed to clarify that this would not mean more than the 400 permits would be
issued.
Mr. Brandon Bruce, 264 Alexandria Drive, spoke regarding short-term rentals
and suggested that the cost of administering the STR program should be evenly
divided between the number of permits being issued.
Ms. Michele Whitbeck, 712 Hibbens Grants Blvd, spoke regarding STR and
suggested that the permit should be allowed to transfer to a family member upon
the death of the homeowner. She agreed that the language for the number of
permits issued should be reviewed to ensure it reads as intended.
Mr. Bill Macchio, STRAMP, suggested that permits should be allowed to be
transferred to family members upon the death of the homeowner. He suggested
that the Town is the leader for short-term rentals.

Mr. Eric Vincent, 242 6th Avenue, agreed with the previous comments regarding
transfer of permits and the verbiage regarding registration requirements and
exemption from the cap.
4. Annexations
A. 1752 North Highway 17. Request to annex an approximately 0.23-acre
tract of land located at 1752 North Highway 17, the Olive Branch African
Methodist Episcopal Church, Inc., further identified by TMS No. 558-00-
00-158 and depicted on a plat recorded by the Charleston County ROD
office in Plat Book S11, Page 0198.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation request. Ms. Hyatt seconded the motion. All in favor.
B. 3935 Colonel Vanderhorst Circle. Request to annex an approximately
1.46-acre tract of land located at 3935 Colonel Vanderhorst Circle,
further identified by TMS No. 594-03-00-025, and depicted on a plat
recorded by the Charleston County ROD office in Plat Book CF, Page 017.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the
annexation request. Ms. Corley seconded the motion. All in favor.
5. Review of Planning Commission recommendations from October 19, 2022,
meeting
A. R-19-22. Village Park Planned Development. Request to annex and zone
PD, Planned Development District, an approximately 9.66-acre tract of
land comprised of two parcels. Property is located off the future Vaughn
Ed Kee Parkway and behind the Pointe at Primus development, further
identified by TMS No’s. 578-00-00-005 and 578-00-00-006. Additionally,
the proposed mixed-use development will require approval of an
Impact Assessment and Conceptual Plan. Planning Commission
recommended denial
Ms. Reed reviewed the request with the Committee.

Ms. Hyatt moved to recommend to Town Council denial of the PD request.
Ms. Corley seconded the motion. All in favor.
Mr. Chapman moved to recommend to Town Council approval of the
annexation request. Ms. Hyatt seconded the motion. All in favor.
Mr. Chapman moved to recommend to Town Council denial of the impact
assessment and conceptual plan. Ms. Corley seconded the motion. All in favor.
B. R-20-22. The Point Planned Development. Request to annex an
approximately 8.31-acre tract of land comprised of one parcel in its
entirety, and a portion of a second parcel, and zone PD, Planned
Development District, an approximately 9.37-acre tract of land
comprised of two parcels, in their entirety. Properties are located at the
intersection of Long Point Road and Belle Point Drive, further identified
by TMS No’s. 556-00-00-525 and 556-00-00-278. Additionally, the
proposed development will require approval of an Impact Assessment
and Conceptual Plan. Planning Commission recommended approval
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of all requests
including the Planning Commission recommendations. Mr. Chapman seconded
the motion. All in favor.
C. 963 Houston Northcutt Impact Assessment. Request approval for an
Impact Assessment and Conceptual Plan for an approximately 7.0-acre
tract of and located at 963 Houston Northcutt Boulevard, identified by
TMS No. 517-00-00-050, and zoned AB, Areawide Business District.
Proposed is redevelopment for General and Medical Office uses all a
permitted use in the current zoning district. Planning Commission
recommended approval
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request
including the Planning Commission recommendations and for the fence to

remain on the commercial side of the property and buffer. Mr. Chapman
seconded the motion. All in favor.
6. Continued discussion and possible action on outstanding short-term rental
amendments
Ms. Reed and Mr. Pagliarini reviewed the request with the Committee.
The Committee agreed that off-street parking should be included as well as the
proposal regarding the transfer of permits to family members that was reviewed by
staff. The Committee agreed that staff should continue to monitor the growing
issue in surrounding municipalities regarding LLC ownership and bring back any
concerns for further discussion.
The Committee discussed increase of permit application fees and asked staff to
bring back information from other municipalities on how they handle their permit
fees and having them paid in conjunction with the business license fees. They also
agreed to discuss limiting the number of permits an individual can have at the next
meeting.
7. SC Building Codes Amendment. Proposal to amend Town of Mount Pleasant
Code Sections 92.01 and 150.01 to update the South Carolina Fire Code
reference from the 2018 edition to the 2021 edition, per SC Building Codes
Council.
Ms. Reed and Mr. Horne reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
amendment. Ms. Corley seconded the motion. All in favor.
8. Adjourn
There being no further business, the meeting adjourned at 9:27 am.
