1. Call to order
Ms. Whitley called the meeting to order at 9:00 am.
2. Approval of Minutes from the January 2, 2024 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
3. Public Comments
Mr. Gary Ponder spoke regarding the rezoning request on Atlantic Street and
stated that he is available to answer any questions.
There being no further comments, Ms. Whitley closed public comment.
4. A-01-24. Request to annex an approximately 0.97-acre parcel located at 1178
Yough Hall Road, identified by TMS No. 578-00-00-111 and depicted on a plat
recorded by the Charleston County ROD Office in Plat Book F, Page 8.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation. Ms. Hyatt seconded the motion. All in favor.
5. Review of Planning Commission recommendations from January 24, 2024
meeting
a. R-01-24. Request to Rezone R-3, Medium-Density Residential District a
0.30- acre parcel, located on 740 Atlantic Street, further identified by
TMS# 532-06-00-100. Property is currently zoned R-2, Low-Density

Residential District, in the Special R-2 Overlay District. Planning
Commission recommended approval.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
rezoning request. Ms. Whitley seconded the motion. Motion passed on a 3 to
1 vote with Ms. Whitley, Mr. Chapman, and Mr. Rambo in favor; Ms. Hyatt
opposed.
b. R-02-24. Request to Rezone R-2, Low-Density Residential District, a 0.36-
acre portion of an approximately 0.94-acre parcel that is currently zoned
AB, Areawide Business District. There is no request to change Overlay
District designation. Subject property is addressed as 1305 Erckmann,
identified by TMS No. 532-06-00-279. Further Indicated on a plat
recorded by the Charleston County ROD Office in Plat Book M, Page 64.
Planning Commission recommended denial.
Ms. Reed reviewed the request with the Committee.
Mr. Rambo moved to recommend to Town Council denial of the rezoning
request. Ms. Hyatt seconded the motion. All in favor.
6. Discussion and next steps of Zoning Code Rewrite
Ms. Whitley stated that in speaking with staff, she suggested that the draft
zoning code should be split into sections.
The Committee discussed having special meetings scheduled to review the draft
Zoning Code. The Committee agreed that they would like weekly meetings
scheduled to review the draft and have any recommended changes available to
review at the next special meeting.
Ms. Reed suggested that the final draft could be reviewed by Town Council prior
to the Planning Commission holding the public hearing. The Committee agreed.
