TOWN OF MOUNT PLEASANT, SOUTH CAROLINA SPECIAL PLANNING COMMITTEE FEBRUARY 15, 2024 MINUTES Municipal Complex, Committee Meeting Room PowerPoint Presentation Present: Laura Hyatt, Howard Chapman, Jake Rambo. Absent: G.M. Whitley, Chair Staff: Eric DeMoura, Michele Reed, David Pagliarini, Michael Robertson Also: Kelly Cousino, White & Smith, LLC 1. Call to order Mr. Chapman called the meeting to order at 9 am. 2. Public Comments There being no comments, Mr. Chapman continued with the agenda. 3. New Business A. Review of Zoning Code Draft Subchapters A: Introduction B: Zoning Districts and C: Use Regulations. Planning Commission recommended approval January 18, 2023 Ms. Cousino reviewed the draft Zoning Code, subchapters A, B, and C with the Committee. The Committee discussed whether having 20 bedrooms units per acre in the new NM, Mixed Neighborhood District would be appropriate. The Committee discussed housing types and if some of the housing types, such as a cottage court, could require Town Council approval. The Committee discussed when or if recommended changes would come back to the Committee prior to the public hearing being held. Mr. Rambo moved to remove cottage court housing type from the R-3 zoning classification. Ms. Hyatt seconded the motion. All in favor.  Special Planning Committee February 15, 2024 Page 2 of 2 The Committee convened for a break at 10:02 am and reconvened at 10:10 am. Mr. Rambo moved to remove duplex housing type as a conditional use in R-1 and R-2 zoning classification. Ms. Hyatt seconded the motion. Mr. Rambo moved to amend his motion to remove duplex housing type as a conditional use in R-4 zoning classification. Mr. Rambo withdrew his motion and amendment. Ms. Hyatt withdrew her second. Mr. Rambo moved to remove duplex housing type as a conditional use in R-1 and R-2 zoning classifications. Ms. Hyatt seconded the motion. All in favor. Ms. Hyatt moved to eliminate co-living dwelling units from the Use Table and keep it as a definition. Mr. Rambo seconded the motion. All in favor. The Committee discussed the proposed height for accessory structures. The Committee discussed several additional changes to the draft verbiage. Ms. Hyatt moved to remove floating districts. Mr. Rambo seconded the motion. All in favor. 4. Next steps The Committee asked staff to bring back information on the impact of increasing the height to 40 feet throughout the Town. Ms. Reed stated that the next three subsections would be buffers, trees, and parking. She stated that print copies would be provided prior to the meeting. 5.
