Whitley, Chair, Laura Hyatt, Howard Chapman, Jake Rambo. Staff: Eric, Michele, David, Michael, Peter Stone, Chris Lubert, Also: Kelly Cousino, Justin Wallace, and Sean Scoopmire with White & Smith 1. Call to Order Ms. Whitley called the meeting to order at 8:02 am. 2. Public Comments ft There being no public comment, Ms. Whitley continued with the agenda. 3. dr Old Business a A. Review recommendations from Subchapters D, E, and F from Special Planning Committee Meeting held on Thursday, March 1, 2024 Ms. Reed reviewed the recommendations from the March 1st special meeting with the Committee. 4. New Business A. Review of Zoning Code Draft Subchapters, H: Building and Site Design, J: Reviewing and Decision-Making Bodies, K: Nonconformities and G: Signs. Planning Commission recommended approval August 23, 2023 and October 18, 2023 Ms. Cousino reviewed subchapter J with the Committee. Ms. Cousino reviewed subchapter K with the Committee.  Special Planning Committee March 19, 2024 Page 2 of 2 Mr. Rambo moved for approval for the 50% improvement rule for compliance to be based on the market value as determined by Charleston County. Mr. Chapman seconded the motion. All in favor. Mr. Wallace and Ms. Cousino reviewed subchapter H with the Committee. The Committee agreed to have further review of the Joint Overlay District and what changes are proposed by Charleston County at the next meeting. Mr. Scoopmire reviewed subchapter G with the Committee. The Committee agreed that murals should be discussed with Town Council as a whole. 5. ft Update on Mixed-Use Overlay Districts Ms. Reed stated that staff is still working on the updates for the mixed-use dr overlay districts and suggested that this could be reviewed at the next meeting in conjunction with the recommended changes to the draft zoning code. a The Committee agreed to move forward as suggested by staff. 6. Next steps Ms. Reed stated that meetings for Town Council would be scheduled to review the draft zoning code. 7. Adjourn There being no further business, the meeting adjourned at 10:07 am.
