1. Call to Order
Ms. Whitley called the meeting to order at 8:30 am.

There being no comments, Ms. Whitley continued with the agenda.

Old Business

a. Review of Zoning Code Draft Subchapters G, H, J, and K from Special
Planning Committee Meeting held on March 19, 2024
Ms. Reed reviewed the recommendations from the previous meeting with
the Commission.
4. Review of Zoning Code Draft Subchapter B: Zoning Districts, Part 5.2: Mixed
Use Centers Overlay District
Ms. Cousino and Mr. Smith reviewed the draft ordinance with the Committee.
The Committee discussed possible changes to the draft zoning code.
The Committee discussed parking structures and if residential or commercial
uses should be allowed or required for the ground floor street frontage.

Mr. Rambo moved to recommend to Town Council removal of allowing
residences on the ground floor for parking structures. Ms. Hyatt seconded the
motion. Motion passed on a 3 to 1 vote with Ms. Whitley, Mr. Rambo and Ms. Hyatt
in favor; Mr. Chapman opposed.
The Committee discussed the removal of senior housing for bonus density.
Ms. Hyatt moved to recommend to Town Council the removal of the senior
housing density bonus. Mr. Rambo seconded the motion. All in favor.
The Committee discussed increasing the open space requirement. The
Committee agreed to have staff come up with a recommendation.
The Committee discussed changing the amount of residential allowed in
redevelopment centers.

Mr. Rambo moved to recommend to Town Council approval to allow within the

redevelopment centers up to two residential units per parcel, with an additional two
units per acre for attainable housing. Mr. Chapman seconded the motion. Motion
passed on a 3 to 1 vote with Ms. Whitley, Mr. Chapman, and Mr. Rambo in favor;
a
Ms. Hyatt opposed.
Mr. Rambo moved to recommend to Town Council to change the deed
restriction for attainable housing in mixed use centers to 75 years. Ms. Hyatt
seconded the motion. Motion passed on a 3 to 1 vote with Ms. Whitley, Mr. Rambo,
and Ms. Hyatt in favor; Mr. Chapman opposed.
Ms. Hyatt moved to forward discussion of the parking incentives to Town
Council with no recommendation from the Planning Committee. Mr. Rambo
seconded the motion. All in favor.
5. Next steps
Ms. Reed stated that the draft zoning code would be presented to Town Council
for review and discussion and then go back to the Planning Commission for a public
hearing.
