TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE AUGUST 5, 2024 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: G.M. Whitley, Chair, Laura Hyatt, Howard Chapman. Absent: Jake Rambo. Staff: Eric DeMoura, Michele Reed, Peter Stone Also: Kelly Cousino, White & Smith 1. Call to order Ms. Whitley called the meeting to order at 8:46 am. 2. Approval of Minutes from the July 1, 2024 meeting Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 3. Public Comments Ms. Morgan Bentivegna, The Beach Company, spoke regarding the Wilson PD amendment. She expressed concern that if the amendment is not approved, it could significantly impact the redevelopment of Towne Centre due to closures of stores. She stated that they are asking for eight units per acre with six units at market value and two units for attainable housing in order to provide needed attainable housing for the Town. She asked that the request be approved. Mr. Dan Schafer, LS3P, spoke regarding the Wilson PD amendment. He stated that the new proposed step back height would provide the height needed for redevelopment. He stated that the step back height design is what is included in the Comprehensive Plan. Ms. Jodi Manti, 675 Kent, spoke regarding the text amendment to expand the uses allowed for home-based businesses. She expressed concern with restrictions recommended for swim lessons on the number of people allowed and the time of Planning Committee August 5, 2024 Page 2 of 4 operation and suggested that any restrictions should be the same across the board for all home-based business uses. 4. Annexations a. A-03-24. Request to annex an approximately 0.30-acre tract of land located at 2323 Old Georgetown Road, identified by TMS No. 578-00- 00-008 and depicted on a plat recorded by the Charleston County ROD Office in Plat Book CH, Page 048. Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to recommend to Town Council approval of the annexation. Mr. Chapman seconded the motion. All in favor. b. A-04-24. Request to annex an approximately 0.74-acre tract of land located at 1289 Hamlin Road, identified by TMS No. 578-00-00-298 and depicted on a plat recorded by the Charleston County ROD Office in Plat Book BW, Page 120. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the annexation. Ms. Hyatt seconded the motion. All in favor. 5. Review of Planning Commission recommendations from the July 24, 2024, Meeting a. Text Amendment. Proposal to amend Section 156.110 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, pertaining to Accessory Uses. Proposed is to amend the ordinance to expand Home- Based Businesses to allow certain outdoor instructional activities, including but not limited to swimming lessons Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to recommend approval of the text amendment with the condition that there is only four hours of instruction between the hours of 10 am and 7 pm, with no more than two students at a time. Mr. Chapman seconded the motion. All in favor. Planning Committee August 5, 2024 Page 3 of 4 6. R-06-24. Towne Centre. Request to amend the Wilson Tract Planned Development District ordinance (Ord. No. 95041) as it pertains to an approximately 41.74-acre portion of an approximately 45.83-acre tract of land known as Towne Centre, located between Hungryneck Boulevard and U.S Highway 17 North and identified by TMS Nos. 558-00-00-096, 558-00-00- 098, 558-00-00-100, 558-00-00-102, 558-00-00-340, 558-00-00-387, and 558- 00-00-399. Proposed Amendments specifically pertain to expansion of master plan onto 558-00-00-102, and governing development standards, including an increase in height, density, and signage allowances. Review of Impact Assessment and Conceptual Plan to be conducted as well. Ms. Reed reviewed the request with the Committee. Mr. Alan McMahon, The Beach Company, reviewed the number of residential units and the number of bedrooms with the Committee. Ms. Whitley suggested that there should be a study conducted to look at the density and attainable housing for the Town and if it is viable for developers. Mr. Chapman moved to recommend to Town Council to pursue a consultant to conduct a study on density as it relates to attainable housing. Ms. Hyatt seconded the motion. All in favor. Ms. Whitley moved to forward the PD amendment to Town Council for discussion with possible conditions on the proposed amendment to allow the proposed additional height only after the failure of Belk and Regal Cinemas; increased height for the upper right building that surrounds the open event space upon approval of the amendment; and not allow the additional building that will be placed on the existing parking area on the upper left of the site. Mr. Chapman seconded the motion. All in favor. 7. Review outstanding elements of the Zoning Code Draft Subchapters Ms. Reed introduced Ms. Cousino to review the draft zoning code with the Committee. Ms. Cousino reviewed cottage courts with the Committee. Planning Committee August 5, 2024 Page 4 of 4 Ms. Whitley moved to recommend to Town Council approval of inclusion of cottage courts with a minimum of four units and maximum of eight units with 25% being attainable housing with no adjacent cottage courts allowed.
