TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE SEPTEMBER 3, 2024 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: G.M. Whitley, Chair, Laura Hyatt, Howard Chapman, Jake Rambo. Staff: Eric DeMoura, Michele Reed, Michael Robertson 1. Call to order Ms. Whitley called the meeting to order at 9:33 am. 2. Approval of Minutes from the August 5, 2024 meeting Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 3. Public Comments Mr. Will Taylor, 309 Bennett St, spoke regarding the definition of half story. He suggested that there is relevance of the definition within the historic district but suggested that the definition should be amended to mimic the national definition. He stated that they have a detached garage that they would like to add to the building to add a true half story as defined by the national definition. Ms. Linda Balzac, 422 Hobcaw Dr, spoke regarding the definition of half story. She suggested that the standard definition of half story includes dormers and knee walls. She suggested that the Town’s definition should be in line with the standard definition. Ms. Alison Taylor, 309 Bennett St, spoke regarding the definition of half story and suggested that it is incorrect as currently defined in the Town’s ordinances. She suggested that she has spoken with the Historic District Preservation Commission members, and they are in favor of correcting the definition. She stated that many of the residents in the historic district are also in favor of the change of the definition. Planning Committee September 3, 2024 Page 2 of 3 Ms. Jodi Manti, 675 Kent St, spoke regarding the expansion of the uses for a home business. She asked that the restriction of hours of four hours to provide swim lessons be removed and suggested that the use would already be limited due to only being possible during warmer months. She suggested that the current home-based business ordinance and noise ordinance would provide sufficient regulation of this additional use. Ms. JoAnn Gorham, 683 Kent St, stated that she is in favor of swim lessons for young adults, but there should be consideration of the level of noise within a residential neighborhood. She suggested that the residents should not be subjected to the amount of noise that occurs during swimming lessons. She suggested that the rights of the neighbors should be considered as well. Ms. Shannon Smalls, Kent St, suggested that with regard to swim lessons, the regulations for residential homes should be included for everyone including the parking regulations. She suggested that commercial businesses should not be allowed in a residential neighborhood. There being no further comments, Ms. Whitley closed public comment and continued with the agenda. 4. Employee years of service Ms. Reed recognized Jane Yager-Baumrind for ten years of service. 5. Continued discussion of Planning Commission recommendations from the July 24, 2024 Meeting a. Text Amendment. Proposal to amend Section 156.110 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, pertaining to Accessory Uses. Proposed is to amend the ordinance to expand Home- Based Businesses to allow certain outdoor instructional activities, including but not limited to swimming lessons. Ms. Reed reviewed the request with the Committee. Planning Committee September 3, 2024 Page 3 of 3 Ms. Hyatt moved to recommend to Town Council to limit the expansion of allowed home-based business uses to only swim lessons. Mr. Chapman seconded the motion. All in favor. Mr. Rambo moved to recommend to Town Council to eliminate the four- hour time restriction and to amend the time to 8 am to 7 pm. Motion failed due to the lack of a second. 6. Discussion of the definition of a half-story Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend amending the definition of a half story to the same as the City of Charleston’s definition. Mr. Rambo seconded the motion. All in favor. Ms. Hyatt moved to recommend removal of the provision that the height of an accessory structure can be no higher than the height of the principal structure in the draft zoning code update.
